Members present were: Borecky for Goforth, Budrow and Harris. Members absent were: Beard and Fernandez. Other Present: Al Bazzani, Mendocino County APPROVAL OF MINUTES ON A MOTION by Borecky, seconded by Budrow, that the Traffic Engineering Committee minutes of April 14, 1992 were approved as submitted. AYES: Borecky, Budrow, and Chairman Turner. NOES: None. ABSENT: Beard and Fernandez. ABSTAIN: Harris. ON A MOTION by Harris, seconded by Harris, that the Traffic Engineering Committee minutes of May 12, 1992 were approved as submitted. AYES: Borecky, Budrow, Harris and Chairman Turner. NOES: None. ABSENT: Beard and Fernandez. ABSTAIN: None. DISCUSSION/ACTION ITEMS b. Bill Beard received a letter from Al Bazzani requesting that two (2) prisoner transport parking places located on School Street behind the Courthouse be removed, put back as public parking, and relocate the prisoner transport parking to Perkins Street starting at the stop sign and moving east. This would put all prisoner transport parking places on Perkins Street to avoid walking prisoners through the Courthouse. Discussion followed regarding that currently there are two (2) law enforcement and two (2) official parking spaces located behind the Courthouse; the effect on the adjacent businesses by eliminating MINUTES OF THE TRAFFIC ENGINEERIffiG COMMITTEE JUNE 9, 1992 the two (2) public parking spaces on Perkins Street; relocating the prisoner transport parking to Perkins has the prisoners entering the south side of the Courthouse, down to the lower level, passing only the D.A.'s office, to the jail to avoid walking the prisoners through the Courthouse by the public; and that the prisoner transport parking spaces can be used as public parking after 5:00 p.m. ON A MOTION by Harris, seconded by Budrow, that the City Engineer present this request and alternatives to the Downtown Merchants Association and return all information to the Committee. AYES: Borecky, Budrow, Harris and Chairman Turner. NOES: None. ABSENT: Beard and Fernandez. ABSTAIN: None. a. Mr. Beard received a telephone call from Jeffrey Liebe requesting that a 25 MPH speed limit sign and a "Children At Play" sign be posted on Cherry Street. He stated the traffic speed on Cherry Street is 40 m.p.h. and that motorist do not realize the area is also a residential area. Discussion continued regarding traffic speed on Cherry Street; Cherry Street is not a through street; and the possibility of installing undulations on Cherry Street. ON A MOTION by Harris, seconded by Budrow, that the Traffic Engineering Committee request the Ukiah Police Department to increase patrols on Cherry Street to observe traffic speed, that the Public Works Department review the street to determine appropriate street signs, and that the Traffic Engineering Chairman notify Mr. Liebe, in writing, the actions taken by the Committee. AYES: Borecky and Harris. NOES: Budrow and Chairman Turner. ABSENT: Beard and Fernandez. ABSTAIN: None. Motion fails. It was the consensus of the Committee that the Public Works Department review Cherry Street and recommend the appropriate signage; that the Ukiah Police Department patrol the traffic speed on Cherry Street to determine if radar enforcement is necessary with no written report; and that the Chairman notify Mr. Liebe, in writing, the actions taken by the Committee. Request for Bus Stoo Sign at Turn- F.n}r~nno - Cf o.~o m., ,-., ...- nrtmr ON A MOTION by Budrow, seconded by Borecky, that MTA install a bus stop sign at the turn-out, north bound at the Airport entrance. AYES: Borecky, Budrow, and Harris. NOES: None. ABSENT: Beard and Fernandez. ABSTAIN: Chairman Turner. d. Information from MTA on New Routes and Services - Steve Turner, MTA Steve Turner reported that MTA will be eliminating some bus stops on Sidnie and Ford Streets, and that the larger buses will be traveling and stopping on Clara Street. There are two new routes, one on State Street and one on Clara Street to Orchard Avenue. MTA is expanding their local services, the bus travel time will be faster, and will be providing half hour services to Mendocino College. MISCELLANEOUS ITEMS Chairman Turner reported that MTA contacted CEO, Mike Scannel, regarding the possibility of MTA placing a bus stop at the access road to the County facility between the Sheriffs Department to the garage building. Mr. Scannel suggested that the bus stop sign be placed on the street and did not want the bus to travel on the property. Chairman Turner requested that the Committee reconsidered the bus stop on Low Gap Road, both side, near the entrance to Little League Field. He also requested that this item be placed on the July 14, 1992 agenda.
