M I N U T E S
July 14, 1992
2:00 p.m.
The meeting was called to order at 2:09 p.m. by Chairman Turner, in
the Conference Room located behind the Council Chamber, at the
Ukiah Civic Center, Ukiah, California. Members present were:
Beard, Borecky for Goforth, Keplinger for Budrow and Harris.
Members absent were: Fernandez.
Other Present: Al Bazzani, Mendocino County
APPROVAL OF MINUTES
Due to the lack of a quorum, the minutes of June 9, 1992, will be
resubmitted for approval at the September 8, 1992 meeting.
DISCUSSION/ACTION ITEMS
a. Election of Vice-Chairman
ON A MOTION by Keplinger, seconded by Harris, to elect Ken Budrow
as Vice-Chairman for the Traffic Engineering Committee.
AYES: Beard, Borecky, Harris, Keplinger and Chairman Turner.
NOES: None.
ABSENT: Fernandez.
ABSTAIN: None.
b. Resuest to Relocate Two "Prisoner Transport Parkins" Stalls
from School Street to Perkins Street - Al Bazzani, Mendocino
County
Bill Beard reported that at the June 9, 1992 meeting, the Committee
asked him to present this request to the Downtown Merchants
Association. He stated that the situation did not require a
response from the Downtown Merchants Association, because there
would be no loss of public parking.
Fred Keplinger noted that the prisoner transport parking spaces
have been relocated in the past without conferring with the
Downtown Merchants Association.
Discussion followed regarding the effect of parking to the adjacent
businesses by elminating the two (2) public parking spaces on

Perkins Street; that the prisoner transport parking spaces can be
used as public parking after 6:00 p.m.; signage indicating that the
parking is prisoner transport parking from 8:00 a.m. to 6:00 p.m.
ON A MOTION BY Keplinger, seconded by Harris, that the two (2)
"Prisoner Transport Parking" stalls be relocated from School Street
to Perkins Street (the first three stalls east of School Street),
with signage indicating Prisoner Transport Parking, Monday through
Friday, 8:00 a.m. to 6:00 p.m.
AYES: Beard, Borecky, Harris, Keplinger and Chairman Turner.
NOES: None.
ABSENT: Fernandez.
ABSTAIN: None.
c. Request for Sneed Limit Enforcement on Cherry Street and
"Children at Plav" Sian - Jeffrey Liebe - Report on Signage
George Borecky reported that the only sign on Cherry Street is a
"Not a Through Street" sign facing east bound, and that there are
no speed limit signs.
Discussion followed regarding that Cherry Street is not on the
Radar Survey, and therefore, cannot perform radar surveillance;
Cherry Street is a 25 m.p.h. speed limit; installing a 25 m.p.h.
sign; "Children At Play" signs are not appropriate; and that
traffic study is performed on streets with a through and/or
circulation volume of traffic.
ON A MOTION by Harris, seconded by Beard, that the Traffic
Engineering Committee take no further action in respects to the
request from Mr. Liebe in that the June 10, 1992 letter, from
Chairman Turner outlines the available actions by the City; that
the Public Works Department has reviewed the signing situation and
determined that the street is appropriately signed; and that the
Vehicle Code does not allow enforcement by radar because of the
characteristics of the street.
AYES: Beard, Borecky, Harris, Keplinger and Chairman Turner.
NOES: None.
ABSENT: Fernandez.
ABSTAIN: None.
d.
Steve Turner is requesting that the Committee reconsider bus stop
signs on Low Gap Road adjacent to the driveway of the General
Services building.

Discussion followed regarding a mid-block crosswalk; site
visibility; there will be two to three bus stops a day east and
west bound stops; MTA will be able to offer bus service to County
employees working in that area; and the area is designed like a
street intersection.
ON A MOTION by Beard, seconded by Borecky, to approve the request
by MTA to install bus stop signs, on Low Gap Road, both sides of
the driveway to the County General Services building, and that the
Public Works Department place a crosswalk on the east side of the
driveway.
AYES: Beard, Borecky, Harris and Keplinger.
NOES: None.
ABSENT: Fernandez.
ABSTAIN: Chairman Turner.

Bill Beard reported that a telephone call was received from Ms.
Cannon expressing concerns regarding the increased traffic speed on
State Street and that vehicles are reluctant to stop for
pedestrians stopping or at the crosswalk.
ON A MOTION by Harris, seconded by Borecky, that the Traffic
Engineering Committee write a letter to Louise Cannon stating that
the Committee has referred the situation to the Ukiah Police
Department for appropriate action.
AYES: Beard, Borecky, Harris, Keplinger and Chairman Turner.
NOES: None.
ABSENT: Fernandez.
ABSTAIN: None.
MISCELLANEOUS ITEMS
The Traffic Engineering Committee will taking a hiatus for the
month of August.
