SEPTEMBER 8, 1992
2:00 p.m.
The meeting was called to order at 2:00 p.m, by Chairman Turner, in
the Conference Room located behind the Council Chamber, at the
Ukiah Civic Center, IIkiah, California. Members present were: Hunt
for Beard, Borecky for Goforth, Budrow, Ford and Harris. Members
absent were: Fernandez.
Other Present: Gary Brawley, Principal, Nokomis School
APPROVAL OF MINUTES
ON A MOTION by Harris, seconded by Borecky, that the Traffic
Engineering minutes of June 9, 1992, were approved as submitted.
AYES: Borecky, Budrow, Harris and Chairman Turaer.
NOES: None
ABSENT: Fernandez
ABSTAIN: Beard.
ON A MOTION by Harris, seconded by Borecky, that the Traffic
Engineering minutes of July 14, 1992, were approved as submitted.
AYES: Hunt, Borecky, Harris and Chairman Turner.
NOES: None
ABSENT: Fernandez
ABSTAIN: Budrow, Ford
DISCIISSION/ACTION ITEMS
a.
Gary Brawley, Principal, Nokomis School, stated that he is
requesting two safety cones and two signs to be placed in the
crosswalks located in front of Nokomis School, one to be located on
the east boundary and one on the west boundary, £or approximately
45 minutes in the morning and afternoon, to help reduce traffic
speed, during the arrival and pickup of school children. He
reported on an incident were a truck was legally parked between the
two crosswalks; however, the truck blocked traffic visibility and
a child was almost hit.

Discussion followed regarding due to insufficient traffic volume
the City cannot provide crossing guards; obtaining information on
the crossing guard program offered through Triple A; the School
District will not allow children to participate as crossing guards
due to liability; insufficient school staff to monitor as crossing
guards; no red zone between the two crosswalks; heavy traffic
volume comes from Helen; Nokomis is a year round school; the
traffic volume will increase when all schools open; and the School
District will supply the cones and signs.
ON A MOTION by Harris, seconded by Borecky, that the Traffic
Engineering Committee authorize the Police Department to work with
the IIkiah IInified School District in displaying suitable signs at
the crosswalks on Washington, both the east and west of the
existing parking lot, in a manner to identify those crosswalks on
a twice daily basis, and that the School District is to supply both
the cones and the signs in addressing the issue of child pedestrian
safety in the crosswalks and eliminating traffic hazard for
vehicles.
AYES: Borecky, Budrow, Ford, Harris, Hunt, and Chairman Turner.
NOES: None
ABSENT: Fernandez
ABSTAIN: None
Mr. Brawley is to contact the IIkiah Police Department (Captain
Budrow of Officer Dewey) for placement of the cones and signs.
Chairman Turner will write a letter to the School District to
consider the crossing guard program offered by Triple A.
MISCELLANEOUS ITEMS
Ren Budrow received a letter from Harold Davis regarding traffic
speed at Perkins and Oak Manor. He noted that a copy of the letter
was sent to Patrol. Chairman Turner requested that this item be
placed on the October agenda for discussion.
There being no further business, the meeting adjourned at 2:35 p.m.
