OCTOBER 13, 1992

The meeting was called to order at 2:05 p.m. by Vice-Chairman
Budrow, in Conference Room 3, at the Ukiah Civic Center, Ukiah,
California. Members present were: Beard, Borecky for Goforth,
Budrow, and Ford, with William Fernandez arriving at 2:15.
Members absent were: Michael Harris and Steve Turner
Other Present: Ted Feibusch
APPROVAL OF MINUTES
Member Ford made the following correction, under Approval of
Minutes, ABSTAIN: delete Beard and add Hunt and Ford.
ON A MOTION by Ford, seconded by Beard, that the Traffic
Engineering minutes of September 8, 1992, were approved as
corrected.
AYES: Beard, Borecky, Fernandez, Ford, and Vice-
Chairman Budrow.
NOES: None.
ABSENT: Harris and Turner.
ABSTAIN: None.
DISCUSSION/ACTION ITEMS
a.
Vice-Chairman Budrow asked Mr. Feibusch if the No Parking would
include 260 Highland Avenue. Mr. Feibusch responded no.
Mr. Feibusch expressed that the widening of Highland Avenue for the
new subdivision does not include this area, and that the street is
not wide enough for on-street parking. Eliminating on-street
parking would allow sufficient space for two vehicles to pass. He
also expressed that the widening of Highland Avenue will increase
the traffic volume from Standley to Clay Street.

Bill Beard noted that subdivision street width is 38 feet curb to
curb, and that most of the older streets are 24 feet curb to curb.
The older streets also have no on-street parking on one (1) side of
the street or are one-way streets.
Discussion followed regarding that due to the new development, on-
street parking will increase; there is curb and gutter, and on-
street parking on the east side of the street; city policy
regarding street widths and on-street parking; no on-street parking
will be beneficial for the street sweeper, and vehicle safety.
ON A MOTION by Beard, seconded by Borecky, that the Traffic
Engineering Committee recommend to the City Council the
establishment of "no parking" in front of 230, 290 and 280 Highland
Avenue. Prior to submitting the recommendation to the City
Council, the Engineering Department will contact the property
owners for comments or concerns regarding the establishment of "no
parking". If the Committee receives no comments or concerns from
the property owners the Engineering Department will proceed with
the recommendation to the City Council. If comments or concerns
are received, this item will be brought back to the Traffic
Engineering Committee for further discussion.

b. Speeding Problem, Oak Manor Drive Near East Perkins Street -
Harold Davis
Vice-Chairman Budrow reported that he referred this item to
Captain Williams of the Patrol Division, and has not received any
information back from the Patrol Division.
Discussion followed regarding that the area is a thoroughfare;
patrol cars patrol the area numerous times during the day; a stop
sign would not reduce the traffic speed; and that the Traffic
Engineering Committee did approve the placement a yellow (school)
crosswalk across Perkins, on the west side of Oak Manor into the
Thomas property. The Public Works Department recently received
permission from the County to install two (2) warning signs on each
end of the crosswalk.
It is the recommendation of the Committee to have a Watch Commander
talk with Mr. Davis regarding his concerns.

Intersection
Bill Beard noted that this a confirmation for the stop sign. He
reported that about two weeks ago he received a comment from a
Councilmember, and discussed with four members of the committee,
the immediate need for the installation of a stop sign on Marlene
Street at the Orchard Avenue extension, and a "Not A Through
Street" sign for south bound traffic at that intersection. He also
noted that the stop sign has been installed.
George Borecky noted that the "Not A Through Street" sign will be
located approximately 75 feet from the intersection.
ON A MOTION by Borecky, seconded by Fernandez, to approve the stop
sign on Marlene at the Orchard Avenue extension with a "Not A
Through Street" sign south bound on the south side of the
intersection.
AYES: Beard, Borecky, Fernandez, Ford, and
Vice Chairman Budrow.
NOES: None.
ABSENT: Harris and Turner.
ABSTAIN: None.
MISCELLANEOUS ITEMS
Letter from MTA Reaardina Bus Stop Bench Installation on South
State Street lust North of Entrance to Yokavo Center
Vice-Chairman Budrow stated that a letter was received from MTA,
regarding the installation of a bench on public right-of-way at the
existing stop, north bound on South State Street, just south of the
north entrance of the Yokayo Center near Wells Fargo Bank. The
bench placement conforms to the guidelines established by the
Traffic Engineering Committee.
Bill Beard noted that he received letters from Mrs. Arleen Shipley
and Mrs. Denham. These letters will be addressed on the November
agenda.
Vice-Chairman Budrow reported, for information only, regarding the
request from Mr. Brawley, Principal of Nokomis School, for two
safety cones and two signs for crosswalk, 7:45 a.m. to 8:30 a.m.
Officer Dewey spoke with Mr. Brawley and gave him suggestions on
the appropriate placement of the cones. A mutual agreement was
made and appears that it will work for the school and the traffic.

speed limit shall he effective when appropriate signs giving notice thereof
are erected upon the street and shall not thereafter be revised except upon
the basis of an engineering and trlffic survey. The provisions of this section
does not apply to any 25-mile-per-hour prima facie limit which is applicable
when passing a schuol building or the grounds thereof or when passing a
senior center or other facility primtarily used by senior citizens.

Decrease Near Children's Playgrounds
22357.1. Notwithstanding Section 22357, a local authority may, by
ordinance or resolution, set a prima facie speed limit of 25 miles per hour on
any street, other than a state highway, adjacent to any children's playground
in a public park but only during particular hours or days when children are
expected to use the facilities. The 25 miles per hour speed limit shall be
effective when signs giving notice of the speed limit are posted.

Decrease of Local Limits
22358. Whenever a local authority determines upon the basis of an
engineering and traffic survey that the limit of 55 miles per hour is more
'~ than is reasonable or safe upon any portion of any street other than a state
highway where the limit of 55 miles per hour is applicable, the local
authority may by ordinance determine and declare a prima facie speed limit
of 50, 45, 40, 35, 30, or 25 miles per hour, whichever is found most appropriate
to facilitate the orderly movement of traffic and is reasonable and safe,
which declazed prima facie limit shall be effective when appropriate signs
giving notice thereof are erected upon the street.

• 22358.3. Whenever a local authority determines upon the basis of an
engineering and traffic survey that the prima facie speed limit of 25 miles
per hour in a business or residence district or in a public pazk on any street
having a roadway not exceeding 25 feet in width, other than a state highway,
is more than is reasonable or safe, the local authority may, by ordinance or
resolution determine and declare a prima facie speed limit of 20 or 15 miles
per hour, whichever is found most appropriate and is reasonable and safe.
The declared prima facie limit shall be effective when appropriate signs
giving notice thereof are erected upon the street.

Decrease of Local Limits Near Schools or Senior Centers
22358.4. Whenever a local authority determines upon the basis of an
engineering and traffic survey that the prima facie speed limit of 25 miles
per hour established by paragraph (2) or (3) of subdivision (b) of Section
22352 is more than is reasolable or safe, the local authority may, by
ordinance or resolution, determine and declare a prima fattie speed limit of
20 or 15 miles per hour, whichever is justified as the appropriate speed limit
by such survey. The ordinance or resolution shall not be effective until
appropriate eigna giving notice of the speed limit are erected upon the
highway and, in the case of a state highway, until the ordinance is approved
by the Department of Transportation and the appropriate signs are erected
upon the highway.
