M I N U T E S
NOVEMBER 11, 1992
2:00 p.m.
The meeting was called to order at 2:00 p.m, by Chairman Turner, in
Conference Room 3, at the Ukiah Civic Center, Ukiah, California.
Members present were: Beard, Borecky for Goforth, Ford, and Harris.
William Fernandez arrived at 2:10 and Ken Budrow arrived at 2:27.
Members absent were: None.
Others Present: Arleen Shippey
APPROVAL OF MINIITES
George Borecky made the following correction on Page 2, Paragraph
5, add the words the and property, ". on the west side of Oak
Manor into the Thomas property."
ON A MOTION by Beard, seconded by Borecky, that the Traffic
Engineering minutes of October 13, 1992, were approved as
corrected.
AYES: Beard, Borecky and Ford.
NOES: None.
ABSENT: None.
ABSTAIN: Harris and Chairman Turner.
DISCIISSION/ACTION ITEMS
a. Request for Stop Signs on Helen Avenue between Washington
Street and Mendocino Drive because of Speeding - Mrs. Denham
Chairman Turner requested that this item be continued to the
December 8, 1992 meeting.
b. Request for Stop Signs on East Gobbi Street at Waugh Lane
Arleen Shippey
Bill Beard reported that he received a letter from Mrs. Shippey
requesting stop signs on Gobbi Street at Waugh Lane.
Stephen Ford expressed that he did not want to see stop signs
placed on Gobbi Street at Waugh Lane, due to Gobbi Street being a
main arterial.

Discussion followed regarding that the stop signs would be to close
to the railroad crossing; could cause east bound traffic to backup
into the railroad crossing; better access onto Gobbi Street using
the Orchard Avenue extension; and not creating a significant number
of stops on main arterial streets.
ON A MOTION by Ford, seconded by Harris, that Bill Beard write a
letter to Arleen Shippey informing her of the Traffic Engineering
Committee's recommendation for not placing a stop sign on Gobbi
Street at Waugh Lane.

NOES: None.
ABSENT: None.
ABSTAIN: None.
Arleen Shippey arrived at 2:20 p.m.
Ms. Shippey expressed that it is very difficult to make a left hand
turn from Waugh Lane onto Gobbi Street, and that the fence and
shrubbery in front of Medi-Rents sometimes makes it difficult to
see on-coming traffic. She also expressed that when Wal-Mart is
completed the traffic will increase on Waugh Lane and the same with
the new Kelly Moore store. Chairman Turner responded that Waugh
Lane is a neighborhood street, and Gobbi Street is a main arterial
street. Arterial streets are meant to move traffic from one area
of the City to another, and when the traffic flow is interrupted,
the movement of traffic is slowed down. He stated that Orchard
Avenue and Gobbi Street are two arterials that meet and that the
intersection controlled is by stop signs, and that the newly
created intersection should provide an easier access for residents
within the area to enter onto Gobbi Street from Orchard Avenue.
Mr. Turner also stated that a stop sign on Gobbi Street at Waugh
Lane would create traffic backing up onto the railroad tracks on
Gobbi Street.
c. Sneed Study, North Oak Street, Recent Court Action -
Ken Budrow
Bill Beard reported that a citizen received a speeding ticket on
Oak Street, between Scott and Low Gap Road. The speeding ticket
was dismissed because it was 10 m.p.h. below the 85 percentile as
indicated the Survey. The Speed Study Survey indicated that the 85
percentile of traffic flow was at 35 m.p.h. He also noted that the
travel lanes a narrow, there is parking on both sides of the
street, and that the street is 100% residential.
A lengthy discussion followed regarding radar enforcement; radar
enforcement is enforced if a Traffic and Engineering Study has been
completed within five years; and the City's Speed Study Survey.

Ken Budrow arrived at 2:27 p.m.
Ken Budrow distributed to the Committee a copy of the Minute Order
explaining the dismissal of the ticket. He reported that he had
discussed with the Judge the Speed Study Survey, the recommendation
of the Traffic Engineering Committee not to increase the speed
limit to 35 m.p.h. due to the width of the street, uncontrolled
intersection at Ruddock, parking on both sides of the street, the
curvature going up the road and across the bridge, and traffic
accidents. He also reported that due to the basis of the traffic
survey that if the limit per hour is more than reasonable or safe,
the Committee needs to propose to the City Council an ordinance to
justify the existing speed limit.
ON A MOTION by Harris, seconded by Fernandez, the Engineering
Department was requested to evaluate the current Speed Zone Survey
Summary for those streets that are similarly situated to that of
Oak Street in which the 85 percentile speeds effect the viability
of our speed limit recommendation with respect to enforcement by
radar, and return with that report back to the Committee with the
understanding that the Committee could recommend onto the City
Council action to refine the Speed Study Survey to accommodate the
enforcement by radar.

A lengthy discussion followed regarding traffic speed limits; to
re-evaluate the Speed Study Survey and have additional
justification of those streets in which the 85 percentile is 10 or
more miles per hour above the recommended speed limit; a proposed
ordinance to the City Council to maintain the current the speed
limit; and radar enforcement.
d. On-Street Parking Survev, Area West of Dora Street, Mill
Street to Walnut Street Relative to Narrow Street Width
It was the consensus of the Committee that this item be continued
to the December 8, 1992 meeting.
MISCELLANEOIIS ITEMS
Mike Harris requested that the Members be listed on the Agenda.
Stephen Ford requested that the arterial system should be discussed
by the Committee in the future.

Steve Turner requested clarification on the direction, goals and
objectives of the Traffic Engineering Committee. Bill Beard will
discuss with the City Manager this issue and report back to the
Committee.
Mike Harris requested that the Status Report of the General Plan be
placed on the December 8, 1992 agenda.
Stephen Ford noted that he spoke with Phil Dow and that "SCHOOL
CROSSING" is required at all yellow school crossings.
George Borecky reported that the temporary stop signs on Gobbi
Street at Orchard Avenue will be removed due to the 60 days is up
on Wednesday, November 12, 1992.
Steve Turner requested that the Request to Relocate Two "Prisoner
Transport Parking" Stalls from School Street to Perkins Street
Al Bazzani, Mendocino County, be placed on the December 8, 1992
agenda and invite Mr. Zack Schat and Al Bazzani.
Steve Turner reported that MTA will modify one of its routes to
accommodate the Civic Center. The morning route will be from Bush
Street and Dora turning east bound onto Standley Street, turning
right onto School Street, and turning right onto Seminary Avenue.
The evening route will be from the Civic Center, north bound on
School Street, turning left on Perkins Street, turning right onto
Dora. MTA will also be using the west bound loading zone located
on Perkins Street across from the Masonic building. MTA would like
improve the area by placing a bench on the sidewalk or awnings on
the building. MTA will contact the owners of the buildings and
report back to the Committee.
Steve Turner reported that the County is proposing to remodel the
Community Hospital for their Administrative offices. He stated
that he as viewed the preliminary draft of the parking area and
suggested that the Committee review the draft proposal.
