HomeMy WebLinkAbouttecm_120892TRAFFIC ENGINEERING COMMITTEE M I N U T E S DECEMBER 8, 1992 2:00 p.m. The meeting was called to order at 2:05 p.m. by Chairman Turner, in Conference Room 3, at the Ukiah Civic Center, Ukiah, California. Members present were: Beard, Budrow, Fernandez, Ford, and Harris. Members absent were: George Borecky APPROVAL OF MINOTES Ken Budrow made the following correction on Page 3, Paragraph 1, "the Committee needs to propose to the City Council an ordinance to iustifv the existing speed limit." Page 3, Paragraph 3, add the following words maintain the current, ". a proposed ordinance to the City Council to maintain the current speed limit; and radar enforcement." Stephen Ford made the following correction on Page 2, Paragraph 1, to change would create to could cause, "Discussion followed regarding that the stop signs would be to close to the railroad crossing; could cause east bound traffic to back up into the ." Page 3, Paragraph 1, add the following uncontrolled intersection at Ruddock. ". the recommendation of the Traffic Engineering Committee not to increase the speed limit to 35 m.p.h. due to the width of the street, uncontrolled intersection at Ruddock, parking on both sides of the street. ." Michael Harris made the following corrections on Page 3, Paragraph 2, delete the word that "ON A MOTION by Harris, seconded by Fernandez, the Engineering Department. ." Page 3, Paragraph 2, change the word would to could, "that the Committee could recommend onto the City Council action to refine the Speed Study Survey to accommodate the enforcement by radar." MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE DECEMBER 8, 1992 1 ON A MOTION by Harris, seconded by Beard, that Engineering minutes of November 10, 1992, were corrected. AYES: Beard, Budrow, Fernandez, Ford, Harris, Turner. NOES: None. ABSENT: Borecky. ABSTAIN: None. DISCOSSION/ACTION ITEMS a. the Traffic approved as and Chairman Michael Harris reported that Zack Schat had spoke with Larry Deknoblough, Redevelopment Coordinator. Mr. Schat expressed that he had no problem with the prisoner transport parking Monday through Friday, but that the red curb excluded parking on Saturdays and Sundays. Discussion followed regarding that the parking spaces can be utilized by the public on Saturdays and Sundays; repainting and placing the appropriate wording on the prisoner transport parking signs that there is no public parking Monday through Friday, and would be beneficial to the downtown merchants to utilize the parking spaces on Saturdays and Sundays. ON A MOTION by Harris, seconded by Beard, to request the Public Works Department to repaint the Prisoner Transport and Law Enforcement parking signs on Perkins Street to identify them as Prisoner Transport Parking Monday through Friday Only, with the understanding that if this is a problem to return to the Committee with an alternate proposal. b. Bill Beard stated that he received a telephone call from Mrs. Denham who expressed that there are no stop signs on Helen Avenue, south bound from Mendocino Drive, to the end of the street. He also noted that the 1987 Speed Study Survey included Helen Avenue, Doolin Canyon Road to Mendocino Drive and at that time the existing speed was 30 m.p.h. However, the 85 percentile on Helen Avenue at that time was 35.4 m.p.h., but because Helen Avenue is a residential area the speed was established at 30 m.p.h. Discussion followed regarding there is a stop sign on Washington and a stop sign on Helen Avenue north bound; back streets are used MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE DECEMBER 8, 1992 more than the arterials; stop signs were placed on Dora to help slow the traffic speed on Dora; radar enforcement; traffic volume on Helen Avenue; the new Speed Study Survey would include Perkins Street (State Street to 101 and 101 to Oak Manor); State Street (north City limits to Norton and to Dora on Gobbi Street), Gobbi Street to Talmage, Talmage to Beacon Lane; Observatory (State Street to Dora); Observatory (Dora to Helen); Gobbi Street (railroad crossing to Leslie, State to railroad crossing and Leslie to Oak Manor Drive); Leslie (Gobbi Street to Perkins Street); Washington (State to Helen); Dora (south City limit to Gobbi and Gobbi Street to Grove Avenue); Helen Avenue (DOOlin Canyon Road to south end of Mendocino Drive); Grove Avenue (Pine to Live Oak); and Bush Street (Low Gap to north City limit). It was the consensus of the Traffic Engineering Committee to continue this item to the January 12, 1993, after review of the Traffic Study Survey. c. On Street Parking Survey, Area West of Dora Street, Mill Street to Walnut Street Relative to Narrow Street Width -Bill Beard ON A MOTION by Harris, seconded by Beard, to continue this item to the March 9, 1993 Traffic Engineering Committee meeting. d. Required Marking of "SCHOOL CROSSING" - Information Only - George Boreckv Bi11 Beard reported that he received information from the County that markings on the street indicating a "SCHOOL CROSSING" is required before the yellow crosswalks. Stephen Ford noted that "SCHOOL XING" shall be used in accordance with the provisions of Vehicle Code 21368 in advance of any yellow school crosswalks. They shall not be used where the crossing is controlled by stop signs, traffic signals or yield signs. They shall be yellow with the XING at least 100 feet in advance of the school crosswalks." Discussion followed regarding that if the crosswalk is located at a controlled intersection the wording is not necessary; the City may be required to put the markings on the streets. e. Status Report of the General Plan - Michael Harris Mike Harris reported that the Steering Committee continues to review the draft General Plan. They have completed the first revision statement; the Resource Element will be on December 15, 1992; there are six elements. The Transportation and Circulation Element is part of the second group and will be reviewed before February. After review and modifications by the Growth Management MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE DECEMBER 8, 1992 3 Steering Committee, the draft will go before the Planning Commission and then to the City Council. MISCELLANEOIIS ITEMS Mike Harris noted that the proposed complex and parking facilities for the County Administrative offices on Bush Street (formerly the Mendocino Community Hospital) does not need to be reviewed at this time. Bill Beard noted that he will be receiving a letter requesting consideration for a 20 minute zone downtown. There being no further business, the meeting adjourned at 3:45 p.m. ,SC L 2 L l~ ti.
