The meeting was called to order at 2:05 p.m., by Vice-Chairman Beard in Conference Room 3, at the Civic Center, Ukiah, California. Members present were: Beard, Borecky for Goforth, Brown for Vara, Budrow for Keplinger, Turner, and Yarbrough for Harris. Absent: Fernandez and Tindle. Other Present: David Hardy, MTA. Roy Tindle entered the meeting at 2:20 p.m. APPROVAL OF MINUTES Approval of the minutes are continued to the next meeting. DISCUSSION/ACTION ITEMS a. Request to Review Site h State Street for C Steve Turner mentioned that the location is in the shopping center of Miller's Donuts and the Lodge. There are two driveways, one located in front of Miller's Donuts and one located in front of the Lodge. Steve Turner noted there are five parking spaces on the street between the two driveways and delivery trucks do park there. Ken Budrow noted from the south driveway there is a marked red zone to the north of the driveway before the first parking space. Alice Yarbrough noted that they do not meet the parking requirements. ON A MOTION by Budrow, seconded by Turner, to eliminate one parking space and paint as a red curb north of the south driveway at 1268 South State Street, with a review in one month on the site distance visibility. AYES: Borecky, Brown, Budrow, Turner, and Yarbrough, and Vice-Chairman Beard. NOES: None. ABSTAIN: None. ABSENT: Fernandez and Tindle. b. Request for Red Curb, East Side of South Main Street, from Northerly to Existing Red Curb to Provide Stacking Room i Lane at Perkins Street - Bill Beard. Bill Beard started the discussion by stating that during the afternoon and evening hours, cars park on Main Street from Church Street northerly which creates problems for vehicles making a right turn onto Perkins Street. To have it red curb from from Church Street and northerly would allow vehicles to go to the right for the right lane turn, allowing other vehicles to go straight. The new construction of the Little Brown Rear building will provide on-site parking. Steve Turner asked if the vacant lot next to the Main Street Deli is considered a parking lot or is it undesignated. Alice Yarbrough responded it is undesignated. Alice Yarbrough noted that Little Brown Bear will have the required parking space for the new construction. Steve Turner asked if there are current plans for a traffic signalization at the Perkins and Main Streets intersection at this time. Bill Beard responded no. It was noted that there is public parking located next to the Public Library that could be used for parking if needed. ON A MOTION by Turner, seconded by Yarbrough, to red curb the east side of South Main Street, from Church Street northerly to existing red curb to provide stacking room for right turn lane at Perkins Street. AYES: Borecky, Brown, Budrow, Turner, and Yarbrough, and Vice-Chairman Beard. NOES: None. ABSTAIN: None. ABSENT: Fernandez and Tindle. c. Request for Better Delineation of Lane Lines in Intersection for West Bound Traffic Crossing State Street - Walt Ingersoll_ Bill Beard stated he had received a call from Mr. Ingersoll asking if there could be better delineation of the lane lines on Perkins where it crosses State Street. Ken Budrow asked if lines could be painted. Bill Beard responded no. Roy Tindle entered the meeting at 2:20 p.m. Ken Budrow asked if the asphalt could be indented and install the reflectors. Bill Beard responded we may not have the necessary equipment and requires different type reflectors. George Borecky noted that we do not have the proper equipment to install that type of reflector. ON A MOTION by Beard, seconded by Budrow to replace the reflectors on the lane line in the intersection for west bound Perkins traffic crossing State Street and add some non-reflectors. Request from MTA to Place Bus Stop Shelters on Back Edge of Sidewalk on West Side of Main Street Across from Library. David Hardy stated that the most heavily patronized bus stop location is the central Ukiah transfer point on Main Street, across from the Public Library and serves over 100 daily passengers boardings and alightings. The stop includes a bus shelter set back, off the southbound sidewalk, located on the Fidelity National Title Insurance Company parking lot. The manager of Fidelity National Title Insurance Company has contacted MTA and stating that the bus stop and it's transit passenger activity has contributed to problems within that area. The manager has asked that MTA move the bus stop so that he may do something else with the property, and later stated that he was interested in building a fence on the parking lot. MTA is exploring the downtown area in an effoxt to select a long term site where an intermodal transfer center may eventually be established. This study will include the capacity of the facility, carriers, where it will be located, and the cost. The future site will require extensive rerouting and adjustment of transit schedules. MTA intends to maintain an on-street location on or near the existing one. It is expected that a transit stop will always be required on Main Street near Perkins. MTA is requesting permission that the shelter be maintained in its existing location, only placed on the back edge of the sidewalk. (Pictures were presented at the meeting for review). Bill Beard noted that an encroachment permit will be required along with property and liability insurance in the amount of $1,000,000,000 naming the City of Ukiah as insured. Dave Hardy noted that MTA has a X5,000,000 blanket bond insurance on all bus stops. George Borecky asked if the shelter could be removed and have that location remain a bus stop. Mr. Hardy responded that MTA provides shelters for their passengers as protection from all types of weather. Mr. Hardy also noted that it is the intention of MTA to have all bus stop shelter made from plexiglass, the same as the one located near J.C. Penneys. Ken Budrow asked if the Committee has the authority to grant permission to MTA to place the shelter on the sidewalk area. Bill Beard responded it may require going before the Gity Council with a policy issue. Discussion ensued regarding the location of the bus stop further north on Main Street, or in front of the parking lot of the old Rexall Store, that this location is the most heavily patronized but stop location, and the overhang TRAFFIC ENGINEERING COMMITTEE JANUARY 10, 1991 PAGE 3 from the back of the bus shelter hanging over the property. ON A MOTION by Bill Beard, seconded by Tindle, to approve the temporary placement of the bus stop shelters on back edge of sidewalk on the West side of Main Street across from Library, not to interfere with the traffic site distance, and that MTA obtain an encroachment permit for a period not to exceed six months. During the six month encroachment permit, MTA is to submit recommendations for guidelines for bus stops and shelters within the City to possibly allow the Committee to establish a policy for City Council consideration. AYES: Borecky, Brown, Budrow, Vice-Chairman Beard. NOES: None. ABSTAIN: Turner. ABSENT: Fernandez.
