CALL TO ORDER BEARD, FERNANDEZ, GOFORTH, HARRIS, KEPLINGER, TINDLE, TURNER AND CHAIRMAN VARA 2. APPROVAL OF MINUTES: FEBRUARY 12, 1991 3. DISCUSSION/ACTION ITEMS: a. State Street and Talmage Road - Possible Relocation of Crosswalk, North Side of Intersection - Mr. John Mathis. b. Possible Sight Distance Problem - Northeast Corner of Perkins Street and Pine Street (Parking Lot). c. Possible Need for Extension of Fog Line on Northwest Corner of Talmage Road and Perry Street. d. Request for Stop Signs on West Standley Street at Highland - Yvonne Metzler. e. Request for 3-Way Stop at Gobbi Street and Orchard Avenue. f. Consider Elimination of On-Street Parking on the North Side of Ford Street Between North State Street and the Railroad Crossing. g. Consider Elimination of On-Street Parking on Ford Street Between Railroad Tracks and Sidnie Street. 4. MISCELLANEOUS ITEMS 5. ADJOURNMENT R:TEC1 TEC AGENDA 3/12/91 TRAFFIC ENGINEERING COMMITTEE MINUTES FEBRUARY 12, 1991 2:00 P.M. The meeting was called to Conference Room 3, at the were: Beard, Borecky for Tindle and Turner. Absent: APPROVAL OF MINUTES order at 2:00 p.m., by Vice-Chairman Beard in Civic Center, Ukiah, California. Members present Goforth, Budrow for Keplinger, Fernandez, Harris, Chairman Vara. Others Present: Mr. John Mathis. Steve Turner made the following corrections on Page 3, Paragraphs 6, 7 and 8, "Steve Turner asked if the light timing study has been completed on East Gobbi and South State Street." "Steve Turner asked if there is a long term traffic plan or signalization plan for such intersections as Main Street and Perkins Street, Main Street and East Gobbi Street, ". "Bill Beard noted there are plans for traffic signalization at Orchard Avenue and East Gobbi Street using fees collected from developments." Mike Harris noted that his name did not appear as voting on all Motions. ON A MOTION by Harris, seconded by Turner, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of December 11, 1991, as corrected. AYES: Beard, Budrow, Fernandez, Harris, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: Borecky and Tindle. Steve Turner made the following correction on Page 3, Paragraph 7, "Dave Hardy noted that MTA has a $5,000,000 blanket bond insurance on all bus stops." Ken Budrow made the following correction on Page 1, Paragraph 4, "Steve Turner noted there are five parking spaces on the street between the two driveways and delivery trucks do park there." ON A MOTION by Turner, seconded by Beard, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of January 8, 1991, as corrected. AYES: Beard, Borecky, Budrow, Tindle, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: Fernandez and Harris DISCUSSION/ACTION ITEMS 3d. State Street and Talmage Road Hazardous Pedestrian Crossing on North Side of Intersection - Mr. John Mathis. Bill Beard introduced Mr. John Mathis. Bill Beard reported that he received a letter and photographs from Mr. Mathis regarding the pedestrian crosswalk at South State Street and Talmage Road. Mr. Mathis expressed concerns that there is no visibility to oncoming traffic, turning from Talmage Road onto South State Street, of pedestrians in the crosswalk, due to the crosswalk being placed back from the intersection. Steve Turner asked if crosswalks are to be placed in line with the sidewalk. Bill Beard responded yes. However, the crosswalk was installed by the State at the time the State installed the signals. Bill Beard stated it would cost approximately $5,000 to relocate the crosswalk and relocate the signals. He noted this would be a capitol improvement and could be considered for the 1991/92 Budget. Discussion continued regarding relocation of the pedestrian signals, placing the crosswalk closer towards the intersection, possible reconstruction of the intersection and signalization, the width of the intersection, and reviewing the graphic designs of the intersection at the next meeting. ON A MOTION by Harris, seconded by Turner, to continue discussion of this item to the March 12, 1991 meeting, with the City Engineer bringing back to the Committee a copy of the graphics showing the intersection on South State Street and Talmage Road. AYES: Beard, Borecky, Budrow, Fernandez, Harris, Tindle, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3a. Mill and Oak Street Sight Distance. Bill Beard reported that a City vehicle travelling east bound on Mill Street had been involved in a two car accident at the intersection of Mill and School Streets. Discussion continued regarding that the height of the shrubs interfering with traffic visibility, vehicles parked on Mill Street block traffic visibility, the possibility that vehicles do not make a complete stop before entering into the intersection, and that the accident rate in this area is low. It was unanimously voted that no action would be taken. 3b. Additional Downtown Parking. 1. Remove Loading Zone - North West Corner State and Standley Streets. Bill Beard reported that he received a letter from Norman deVall requesting MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE FEBRUARY 12, 1991 PAGE -2- AYES: Beard, Borecky, NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3e. Restricted Travel W. Bill Beard reported there is property of North State Street to the railroad plan to install curbed sidewalks and there is parking on the north side of on the south side. Discussion ensued regarding the installation of No Parking signs on the north side of the street, traffic problems created with cars parking on the north side of the street, increased traffic, property improvements, and Ford Street to Orchard Avenue being narrow in width created by on-street parking on the north and south side of the street. ON A MOTION by Harris, seconded by Tindle, to continue discussion of this item to the March 12, 1991 meeting, with the understanding that the proposed action be considered to eliminate parking from State Street to the railroad tracks on Ford Street, and to have Staff notify all property owners on Ford Street of the proposed No Parking signs. AYES: Beard, Borecky, Budrow, Fernandez, Harris, Tindle, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. It was recommended to place on the April 9, 1991 Traffic Engineering agenda, to further discuss Ford Street, from the railroad tracks to Sidnie, regarding vehicle parking on the south and north sides of Ford Street. 3f. MTA - Center Budrow, Fernandez, Harris, Tindle, and Turner. on Ford Street, North of State Street on the north side of Ford Street, east tracks, that is part of a development widening of the street. He mentioned the street, a red zone, and No Parking ~e of Bus Stop Bench in Parking Lot Steve Turner brought two (2) model benches to be viewed by the Committee, for ultimate Council adoption, regarding the placement of MTA benches on public sidewalks. The cost of benches with no back is $75.00; and X350.00 with a back. Discussion continued regarding the size and appearance of the benches, placing the benches on sidewalks, cost of the benches, and a City policy for placing benches on sidewalks. MISCELLANEOUS ITEMS Mike Harris mentioned there has been discussion in regards to expanding the parking district, and that questions have been asked by the public regarding south School Street and Stephenson as to why the change from angle parking to parallel parking, and why there is no parking allowed on the lot near North Security Pacific. Mike Harris asked if this could be placed on the March 12, 1991 agenda, for further discussion. We, the residents of the area impacted by the proposal to ban parking on Ford Street (between Myron and Sidnie), have signed the following petition to block this proposal for these reasons: 1) Ford Street has become increasingly utilized since the opening of Mervyn's. Traffic on Ford Street is currently heavy and rapid. This is a RESIDENTIAL neighborhood, and by eliminating the parking this would further exacerbate this problem. Amore desirable alternative, for both the neighborhood, particularly the SAFETY of the many children, and the traffic-flow problem would be to place stop signs in this area. 2) Sy eliminating parking on Ford Street, it would cause a security problem for those residents having to park at least a block away. At Ford St. Townhouses there is a door to each housing unit every 22 feet, and each driveway can accommodate only 1 vehicle. It is unfair and unreasonable to expect a homeowner or a guest to park such a distance away. 3) The adjacent streets (Sidnie and Myron) are already overcrowded with cars, and could not accommodate the additional load from Ford Street. We strongly urge you to stop the proposal to ban parking, and further, enhance the quality of this neighborhood by the placement of stop signs.
