The meeting was called to order at 2:00 p.m., by Vice-Chairman Beard in Conference Room 3, at the Civic Center, Ukiah, California. Members present were: Beard, Borecky for Goforth, Budrow for Keplinger, Fernandez, Harris, Tindle and Turner. Absent: Chairman Vara. Others Present: Mr. John Mathis. APPROVAL OF MINUTES Steve Turner made the following corrections on Page 3, Paragraphs 6, 7 and 8, "Steve Turner asked if the light timing study has been completed on East Gobbi and South State Street." "Steve Turner asked if there is a long term traffic plan or signalization plan for such intersections as Main Street and Perkins Street, Main Street and East Gobbi Street, ". "Bill Beard noted there are plans for traffic signalization at Orchard Avenue and East Gobbi Street using fees collected from developments." Mike Harris noted that his name did not appear as voting on all Motions. ON A MOTION by Harris, seconded by Turner, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of December 11, 1991, as corrected. AYES: Beard, Budrow, Fernandez, Harris, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: Borecky and Tindle. Steve Turner made the following correction on Page 3, Paragraph 7, "Dave Hardy noted that MTA has a X5,000,000 blanket bond insurance on all bus stops." Ken Budrow made the following correction on Page 1, Paragraph 4, "Steve Turner noted there are five parking spaces on the street between the two driveways and delivery trucks do park there." ON A MOTION by Turner, seconded by Beard, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of January 8, 1991, as corrected. AYES: Beard, Borecky, Budrow, Tindle, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: Fernandez and Harris DISCUSSION/ACTION ITEMS 3d. State Street and Talmage Road Pedestrian Crossing on North Side aon - Mr. Bonn Matnis. Bill Beard introduced Mr. John Mathis. Bill Beard reported that he received a letter and photographs from Mr. Mathis regarding the pedestrian crosswalk at South State Street and Talmage Road. Mr. Mathis expressed concerns that there is no visibility to oncoming traffic, turning from Talmage Road onto South State Street, of pedestrians in the crosswalk, due to the crosswalk being placed back from the intersection. Steve Turner asked if crosswalks are to be placed in line with the sidewalk. Bill Beard responded yes. However, the crosswalk was installed by the State at the time the State installed the signals. Bill Beard stated it would cost approximately $5,000 to relocate the crosswalk and relocate the signals. He noted this would be a capitol improvement and could be considered for the 1991/92 Budget. Discussion continued regarding relocation of the pedestrian signals, placing the crosswalk closer towards the intersection, possible reconstruction of the intersection and signalization, the width of the intersection, and reviewing the graphic designs of the intersection at the next meeting. ON A MOTION by Harris, seconded by Turner, to continue discussion of this item to the March 12, 1991 meeting, with the City Engineer bringing back to the Committee a copy of the graphics showing the intersection on South State Street and Talmage Road. AYES: Beard, Borecky, Budrow, Fernandez, Harris, Tindle, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3a. Mill and Oak Street Sight Distance. Bill Beard reported that a City vehicle travelling east bound on Mill Street had been involved in a two car accident at the intersection of Mill and School Streets. Discussion continued regarding that the height of the shrubs interfering with traffic visibility, vehicles parked on Mill Street block traffic visibility, the possibility that vehicles do not make a complete stop before entering into the intersection, and that the accident rate in this area is low. It was unanimously voted that no action would be taken. 3b. Additional Downtown Parking. 1. Remove Loading Zone - North West Corner State and Standley Streets. Bill Beard reported that he received a letter from Norman deVall requesting MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE FEBRUARY 12, 1991 PAGE -2- the removal of the loading zone on the northwest corner of State and Standley Streets, located on Standley Street. Discussion continued regarding the removal of the loading zone, there being a loading zone for delivery trucks, and the possibility of double parking. ON A MOTION by Budrow, seconded by Tindle, it is recommended not to remove the loading zone on the northwest corner of State and Standley Streets, with the findings that there is a need for a loading zone for delivery trucks, and the possible creation of double parking problem if a loading zone is not retained. AYES: Beard, Borecky, Budrow, Fernandez, Harris, Tindle, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 2. Remove Passenger Loading Zone in Front of Palace Hotel. Mike Harris reported there have been discussions with the current owner of the Palace Hotel regarding the possibility of establishing a new restaurant on the lower level. Also discussed was the removal of the passenger loading zone for additional parking. Discussion continued regarding the removal of the loading zone for additional parking. ON A MOTION by Borecky, seconded by Fernandez, to remove the passenger loading zone for additional standard parking with the findings that there is currently no requirements for a passenger loading zone. AYES: Beard, Borecky, Budrow, Fernandez, Harris, Tindle, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3c. Consider Retiming Signals at State Street and Low Gap Road. Bill Beard reported that he received a letter regarding the retiming of the traffic signals at North State Street and Low Gap Road to allow additional traffic signal time for Low Gap Road. He mentioned that North State Street requires additional time due to the volume of traffic. Bill Beard also reported there is a possibility of the City hiring a consultant to do a signalization study of all signals within the City. Discusslon continued regarding the retiming of the traffic signals and other intersections due to the increased volume of traffic, and the possible signalization study. ON A MOTION by Harris, seconded by Turner, to recommend that the signals at North State Street and Low Gap Road be included in the overall "pending" signalization study anticipated by the Engineering Department, with no immediate action taken at this time. Restricted Travel Budrow, Fernandez, Harris, Tindle, and Turner. on Bill Beard reported there is property of North State Street to the railroad plan to install curbed sidewalks and there is parking on the north side of on the south side. North Side, East of State Street on the north side of Ford Street, east tracks, that is part of a development widening of the street. He mentioned the street, a red zone, and No Parking Discussion ensued regarding the installation of No Parking signs on the north side of the street, traffic problems created with cars parking on the north side of the street, increased traffic, property improvements, and Ford Street to Orchard Avenue being narrow in width created by on-street parking on the north and south side of the street. ON A MOTION by Harris, seconded by Tindle, to continue discussion of this item to the March 12, 1991 meeting, with the understanding that the proposed action be considered to eliminate parking from State Street to the railroad tracks on Ford Street, and to have Staff notify all property owners on Ford Street of the proposed No Parking signs. AYES: Beard, Borecky, Budrow, Fernandez, Harris, Tindle, and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. It was recommended to place on the April 9, 1991 Traffic Engineering agenda, to further discuss Ford Street, from the railroad tracks to Sidnie, regarding vehicle parking on the south and north sides of Ford Street. 3f. MTA - Review of Prot. Center Administrative ~e of Bus Stop Bench in Parking Lot Behind Civic Steve Turner brought two (2) model benches to be viewed by the Committee, for ultimate Council adoption, regarding the placement of MTA benches on public sidewalks. The cost of benches with no back is $75.00; and $350.00 with a back. Discussion continued regarding the size and appearance of the benches, placing the benches on sidewalks, cost of the benches, and a City policy for placing benches on sidewalks. MISCELLANEOUS ITEMS Mike Harris mentioned there has been discussion in regards to expanding the parking district, and that questions have been asked by the public regarding south School Street and Stephenson as to why the change from angle parking to parallel parking, and why there is no parking allowed on the lot near North Security Pacific. Mike Harris asked if this could be placed on the March 12, 1991 agenda, for further discussion.
