Vice-Chairman Beard started the meeting by explaining the possible elimination of on-street parking on the north side of Ford Street between North State Street and the railroad crossing, and the railroad crossing and Sidnie Street. Donna Roberts submitted to the Committee a signed petition against the elimination of the on-street parking on Ford Street between Myron and Sidnie Street. Ken Budrow asked if there are immediate plans for Orchard Avenue to continue through to Brush Street. Vice-Chairman Beard responded no. Steve Turner asked if the property north of Orr Creek is in the County or City, and who has control. over the development of the property. Vice-Chairman Beard responded the property is located in the County, however, if development takes place near the City boundary line, the development would be reviewed by the City on a County referral or the property annexed with development. Discussion proceeded regarding the increased traffic and traffic speed on Ford Street, lowering the speed limit on Ford Street, changing Ford Street to a one-way street, the safety of children crossing the street, inadequate parking, and the placement of stop signs on Ford Street. Vice-Chairman Beard mentioned to reduce the speed limit requires a Speed Study Survey. Ken Budrow stated that he will make a recommendation to the Patrol Division of the Police Department to observe the traffic speed on Ford Street during school hours and weekends. ON A MOTION by Turner, seconded by Borecky, that the Traffic Engineering Committee has no findings to eliminate on-street parking on the north side of Ford Street between North State and the railroad crossing. Discussion continued regarding the placement of the crosswalk closer to the intersection, visibility of pedestrians on the sidewalk and in the crosswalk, the large radius of the south curb return, and the cost of relocating the crosswalk. ON A MOTION by Turner, seconded by Beard, that the City proceed with the relocation of the crosswalk, north side of the intersection, as soon as possible to avoid any type of accident. AYES: Beard, Borecky, Budrow, Fernandez, Turner, and Yarbrough. NOES: None. ABSENT: Chairman Vara and Tindle. ABSTAIN: None. MINUTES OF THE TRAFFIC ENGINEERING COMMiTTEF. Possible Sight Distance Pro - Northeast Corner of Perkins Street a Vice-Chairman Beard stated he received a telephone call from a citizen expressing concern on a possible sight distance problem on the northeast corner of Perkins Street and Pine Street. The shrubs located behind the sidewalk are six to eight feet tall, and blocks the visibility for cars south bound crossing Perkins Street. Discussion continued to have the Street Department look at the shrubs and make a determination as to trimming the shrubs, removal of the shrubs, or replacing with a low ground cover type plant. ON A MOTION by Budrow, seconded by Turner, that the shrub located nearest the intersection, on the northeast corner of Pine and Perkins Streets, be removed and replaced with a low ground cover type plant, as not to obstruct visibility of the intersection or as determined by the Street Department. Discussion continued regarding that the right-of-way is controlled by Caltrans, placement of delineators with reflectors, an encroachment permit may be required from Caltrans for the placement of delineators, or ask Caltrans to place a fog line or delineators in this area and to review the situation. ON A MOTION by Beard, seconded by Fernandez, to contact the local Caltrans representative responsible for encroachment permits, asking Caltrans to install delineators at the northwest corner of Talmage Road and Perry Street. If Caltrans is not able to install the delineators, to ask the possibility of the City installing delineators without waiting for an encroachment permit. AYES: Beard, Borecky, Budrow, Fernandez, Turner, and Yarbrough. NOES: None. ABSENT: Chairman Vara and Tindle. ABSTAIN: None. 3d. As I mentioned, my office is located in a professional building on the corner of Standley and North Oak. In the interest of my health, the environment, and personal pleasure I have started riding a bicycle to work as often as possible. This has led to the problem of secure bicycle storage during working hours as the building owner provides none and my office is too small to accommodate both a bicycle and myself. After doing some investigation I discovered that the only bicycle rack downtown ( that I was able to find ) is at the courthouse. Per your suggestion, I have located a company in Santa Rosa that manufactures an inexpensive rack that would force the bicycle to be locked parallel to the curb. I feel that by installing bicycle racks, the City of Ukiah would be sending a message of environ- mental awareness to local residents. Encouraging people to use this alternate mode of transportation may even have an impact on the downtown traffic and parking congestion. Enclosed is the brochure and price list from Rally Racks. If there is anything I can do to further this cause don't hesitate to contact me. Constructed of one piece 3/s" formed steel plate. Its indestructible design is easy to use, accepts all bicycles, and serves as a handsome bicycle stand. With the addition of the cyclist's padlock, the bicycle's frame and rear wheel assembly are locked securely-all with no moving parts. It accommodates virtually all padlocks and enhances their security by protecting the shackles from hacksaws, bolt cutters and 'super cooled" chemical cracking techniques. Additional locking positions are provided for other types of locking devices such as Citadel. Kryptonite, U-Locks. Cable Locks and Disc Locks, etc. The rack is tamperproof Rally's exclusive Nylabond'" process forms a smooth, weatherproof, per- manently bonded coating over the entire unit. This greatly increases its usable life and prevents chipping, peeling or rusting. The maintenance-free surface will protect the bicycle from marring or scratching. Architecturally designed, the Rally Racks organize bicycle parking and can be used in a variety of patterns, either individually or mounted on the optional Rack Brace (see model RR-600). This is accom- plished through the use of an unusually strong cable equivalent to the security of heavy case hardened chains. One end of the cable is permanently affixed to the rack, while the other end is passed through the front wheel, then slipped onto the shackle of the cyclist's padlock. The cable is made of tempered galvanized alloy steel wires so fine and inter- wound that bolt and wire cutters won't cut through unless the cable is repeatedly at- tacked. It takes ten times longer to cut through than heavy chain. It is vinyl coated to protect the bicycle and coils up neatly like a telephone cord when not in use. A special feature of this two component unit is a complete front wheel housing, called the chassis, which provides absolute front wheel protection. This is combined with the frame and rear wheel security of the model RR-100. The chassis prevents removal of the front wheel or tampering with the quick release hubs. Part of its design is a streamlined front wheel guide for easy "roll-in, roll-out" placement. Model RR300 has no moving parts, is easy to use and accepts all bicycles. The chassis is constructed of formed and welded anodized aluminum plate for high strength and durability, and architecturally designed to blend with the environment. Design will not collect debris. Supedntentlent T0: Traffic Engineers Committee 300 Seminary Dr. Ukiah, CA 95482 T_iiis letter is to request *_ha*_ a crosswalk he nlaced across Perkins Street at the Oak Manor Drive intersection. Presently we have students crossing this very busy street (Perkins) without the assistance of a crosswalk, cautioning signs, etc. Please consider our request as we feel the children's safety is at serious risk.
