The meeting was called to order at 2:00 p.m., by Vice-Chairman Beard in Conference Room 3, at the Civic Center, Ukiah, California. Members present were: Beard, Borecky for Goforth, Budrow, Turner, and Yarbrough for Harris, with Fernandez arriving at 2:15 p.m.. Absent: Chairman Vara and Tindle. Others Present: Rick Douthit, Treva Douthit, Donna Roberts, Jeff Trouette, Josie Vargas, Rod Vargas, and Leonard Winter. APPROVAL OF MINUTES Steve Turner made the following correction on Page 1, Paragraph 1, "Steve Turner made the following ." ON A MOTION by Turner, seconded by Fernandez, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of February 12, 1991, as corrected. AYES: Beard, Borecky, Budrow, Fernandez, Turner, and Yarbrough. NOES: None. ABSENT: Chairman Vara and Tindle. ABSTAIN: None. DISCUSSION/ACTION ITEMS: 3f. Consider Elimination of On-Street Parkin Street Between North State Street and the R, North Side of Ford nccino 3g. Consider Elimination of On-Street Parking on Ford Street Between Railroad Tracks and Sidnie Street. Vice-Chairman Beard started the meeting by explaining the possible elimination of on-street parking on the north side of Ford Street between North State Street and the railroad crossing, and the railroad crossing and Sidnie Street. Donna Roberts submitted to the Committee a signed petition against the elimination of the on-street parking on Ford Street between Myron and Sidnie Street. Ken Budrow asked if there are immediate plans for Orchard Avenue to continue through to Brush Street. Vice-Chairman Beard responded no. Steve Turner asked if the property north of Orr Creek is in the County or City, and who has control over the development of the property. Vice-Chairman Beard responded the property is located in the County, however, if development takes place near the City boundary line, the development would be reviewed by the City on a County referral or the property annexed with development. Discussion proceeded regarding the increased traffic and traffic speed on Ford Street, lowering the speed limit on Ford Street, changing Ford Street to a one-way street, the safety of children crossing the street, inadequate parking, and the placement of stop signs on Ford Street. Vice-Chairman Beard mentioned to reduce the speed limit requires a Speed Study Survey. Ken Budrow stated that he will make a recommendation to the Patrol Division of the Police Department to observe the traffic speed on Ford Street during school hours and weekends. ON A MOTION by Turner, seconded by Borecky, that the Traffic Engineering Committee has no findings to eliminate on-street parking on the north side of Ford Street between North State and the railroad crossing. AYES: Borecky, Budrow, Fernandez, Turner, and Yarbrough. NOES: Beard. ABSENT: Chairman Vara and Tindle. ABSTAIN: None. ON A MOTION by Turner, seconded by Aorecky, that the Traffic Engineering Committee has no findings to eliminate on-street parking on Ford Street between the railroad tracks and Sidnie Street. AYES: Borecky, Budrow, Fernandez, Turner, and Yarbrough. NOES: Beard. ABSENT: Chairman Vara and Tindle. ABSTAIN: None. 3a. State Street and Talmage Road - Possible Relocation of Crosswalk, North f Intersection - Mr. Vice-Chairman Beard submitted to the Committee an aerial photograph of the intersection at South State Street and Talmage Road. He stated that a letter was received from Mr. Mathis expressing concern for the safety of pedestrians within the crosswalk. He mentioned that in reviewing the aerial photograph, a car turning from Talmage Road onto South State Street has clear visibility of pedestrians on the sidewalk and in the crosswalk. Discussion continued regarding the placement of the crosswalk closer to the intersection, visibility of pedestrians on the sidewalk and in the crosswalk, the large radius of the south curb return, and the cost of relocating the crosswalk. ON A MOTION by Turner, seconded by Beard, that the City proceed with the relocation of the crosswalk, north side of the intersection, as soon as possible to avoid any type of accident. MARCH 12, 1991 PAGE -2- Ken Budrow requested that a letter be sent to Mr. Mathis on the decision of the Traffic Engineering Committee. 3b. Possible Sigl Pine Street i ~m - Northeast Corner of Perkins Street and Vice-Chairman Beard stated he received a telephone call from a citizen expressing concern on a possible sight distance problem on the northeast corner of Perkins Street and Pine Street. The shrubs located behind the sidewalk are six to eight feet tall, and blocks the visibility for cars south bound crossing Perkins Street. Discussion continued to have the Street Department look at the shrubs and make a determination as to trimming the shrubs, removal of the shrubs, or replacing with a low ground cover type plant. ON A MOTION by Budrow, seconded by Turner, that the shrub located nearest the intersection, on the northeast corner of Pine and Perkins Streets, be removed and replaced with a low ground cover type plant, as not to obstruct visibility of the intersection or as determined by the Street Department. AYES: Beard, Borecky, Budrow, Fernandez, Turner, and Yarbrough. NOES: None. ABSENT: Chairman Vara and Tindle. ABSTAIN: None. 3c. Possible Need for Extension of Fog Line on Northwest Corner of et. Vice-Chairman Beard stated there is currently a fog line along the north edge of Talmage Road from Perry Street to the railroad tracks, and the possible need for a fog line from Perry Street westerly just passed the unimproved area on the north side of Talmage Road. Discussion continued regarding that the right-of-way is controlled by Caltrans, placement of delineators with reflectors, an encroachment permit may be required from Caltrans for the placement of delineators, or ask Caltrans to place a fog line or delineators in this area and to review the situation. ON A MOTION by Beard, seconded by Fernandez, to contact the local Caltrans representative responsible for encroachment permits, asking Caltrans to install delineators at the northwest corner of Talmage Road and Perry Street. If Caltrans is not able to install the delineators, to ask the possibility of the City installing delineators without waiting for an encroachment permit. AYES: Beard, Borecky, Budrow, Fernandez, Turner, and Yarbrough. NOES: None. ASSENT: Chairman Vara and Tindle. ABSTAIN: None. 3d. Request for Stop Signs on West Standley Street at Highland - Yvonne Metzler. Vice-Chairman Beard stated he received a letter from Yvonne Metzler expressing MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE MARCH 12, 1991 PAGE -3- concerns on the potential of increased traffic and speed at the corner of West Standley and Highland Drive. Mr. Metzler requested that the Committee consider reinstalling a stop sign on West Standley Street at Highland Prive. Discussion continued regarding the possible increase of traffic speed, and the installation of a stop sign, and request the Traffic Division of the Police Department to monitor the traffic speed in this area. ON A MOTION by Beard, seconded by Turner, to have the Traffic Division of the Police Department conduct a speed check on West Standley Street and Highland Drive with enforcement as required. AYES: Beard, Borecky, Budrow, Fernandez, Turner, and Yarbrough. NOES: None. ABSENT: Chairman Vara and Tindle. ABSTAIN: None. 3e. Request for 3-Way Stop at Gobbi Street and Orchard Avenue. Vice-Chairman Beard reported he received a telephone call from a citizen regarding the possibility of installing stop signs at the intersection of East Gobbi Street and Orchard Avenue. He noted that a storm drain was installed on Orchard Avenue, and that there are plans for the reconstruction of Orchard Avenue from East Gobbi Street to Perkins Street for the installation of traffic signal conduits. He also noted there are plans for the construction of two subdivisions south of the intersectlon allowing Orchard Avenue to connect with Marlene Street. Discussion continued regarding the future development of the East Gobbi Street and Orchard Avenue intersection, and the installation of traffic signals. ON A MOTION by Borecky, seconded by Fernandez, that the Traffic Engineering Committee take no action at this time with the understanding that the future redevelopment and installation of the traffic signals at the East Gobbi Street and Orchard Avenue intersection will address the issue. AYES: Beard, Borecky, Budrow, Fernandez, Turner, and Yarbrough. NOES: None. ABSENT: Chairman Vara and Tindle. ABSTAIN: None. MISCELLANEOUS Ken Budrow asked the Committee if a crosswalk could be painted on the north edge of Despina and Capps Lane. He mentioned there is currently an existing crosswalk located to the south of Despina and Capps Lane. The placement of the new crosswalk will allow students to cross Despina and enter the back fence gate into the High School.
