The meeting was called to order at 2:03 p.m., by Vice-Chairman Beard in Conference Roum 3, at the Civic Center, Ukiah, California. Members present were: Beard, Rorecky for Goforth, Budrow, Harris, Tindle, Turner, and Woodmansee for Chairman Vara, with Fernandez arriving at 2:15 p.m. Absent: Chairman Vara. Others Present: Patty Gulis. APPROVAL OF MINUTES Roy Tindle noted that he was absent from the last meeting and that his name did not appear as absent in the minutes. ON A MOTION by Turner, seconded by Fernandez, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of March 12, 1991, as corrected. AYES: Beard, Borecky, Budrow, Harris, Tindle and Turner. NOES: None. ABSENT: Chairman Vara and Fernandez. ABSTAIN: Tindle and Woodmansee. DISCUSSION/ACTION ITEMS: 3c. Possible Diagonal Parking on School Street, Stephenson to Clay Streets. Vice-Chairman Beard reported that on School Street, north of Stephenson, there is diagonal parking and south of Stephenson there is parallel parking. He mentioned the possibility of changing the parallel parking to diagonal parking for additional parking spaces. Michael Harris noted that the Downtown Master Committee met and discussed the downtown area in regards to redevelopment, businesses, long-term parking, landscaping and finance. He also noted it is approximately a six month planning process. Patty Gulis, Mendocino Optical, stated that she is representing Mr. and Mrs. Nix, owners of the old fire house building. Mr. and Mrs. Nix are considering converting the old fire house building into retail office space, replacing the curb to eliminate most of the driveway entrances and would like to have the diagonal parking. Discussion continued regarding the street width necessary for diagonal parking, the number of driveways, additional parking, and parked vehicles blocking site visibility. Bill Beard stated that the Engineering Department could measure the block to the north of Clay Street and estimate how many additional parking spaces may be obtained. ON A MOTION by Harris, seconded by Tindle, that the Engineering Department be requested to do a schematic drawing based on dimensions in the field, and determine what type of diagonal parking can be accommodated on both sides of School Street, Stephenson to Clay Streets, for consideration at the May 14, 1991 Traffic Engineering meeting. AYES: Beard, Borecky, Budrow, Fernandez, Harris, Tindle, Turner and Woodmansee. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. Steve Woodmansee left the meeting. 3a. Reconsider Red Curb, East Side of Main, Church Street to Perkins Street - Lowell Leland. Vice-Chairman Beard reported that Mr. Leland is the owner of the newly developed property, The Little Brown Bear. Mr. Leland has requested reconsideration of the red curb zone on the east side of Main Street. Vice-Chairman Beard stated that on-street parking creates a traffic stack-up north bound for cars wanting to make a right-hand turn from Main Street onto East Perkins Street, and cars wanting to go straight through or left at Perkins. Discussion continued that there is adequate parking spaces available in the parking lot, a traffic circulation count for the East Perkins Street and Main Street intersection, and traffic flow problems north bound for vehicles making a right-hand turn from Main Street onto East Perkins Street created by on-street parking. ON A MOTION by •Harris, seconded by Tindle, to maintain the decision of the Traffic Engineering Committee to red curb the east side of Main Street, Church Street to Perkins Street. AYES: Beard, Borecky, Budrow, Fernandez, Harris, Tindle and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3b. Request to Extend Bus Zone at 1165 South Dora Street - Mendocino Transit Authority. Steve Turner stated the bus driver has difficulty parking the bus in the bus zone located at 1165 South Dora Street, due to a single vehicle consistently parking near the bus stop. He mentioned the bus pulls into the north parking lot entrance, drives around the complex and exits the south entrance to park in the bus zone. With the car parked close to the bus stop, the bus has to make a wide swing, blocking the driveway and then back up. Steve Turner noted the bus is a modified van with a door approximately six feet back from the front bumper. MINUTES OF THE TRAFFIC ENGINF.F.RING COMMITTEE APRIL 9, 1991 PAGE -2- Discussion continued regarding that bus drivers do not have full visibility when backing up, relocating the bus zone to the north side of the entrance, eliminating the bus zone due to a bus zone located approximately 100 yards to the north, and placement of a bus zone near the Brookside Retirement Complex. ON A MOTION by Tindle, seconded by Fernandez, to extend the bus zone 20 feet southerly at 1165 South Dora Street and eliminate the bus zone located approximately 100 feet to the north. AYES: Beard, Borecky, Budrow, Fernandez, Harris, and Tindle. NOES: None. ABSENT: Chairman Vara. ABSTAIN: Turner. 3d. Request to Consider Installation of Bicycle Racks in Downtown Area - Terry L. Sholin. Vice-Chairman Beard stated he received a letter, with a brochure, from Terry L. Sholin regarding bicycle racks. The request is for the Committee to consider possible bicycle racks in the downtown area. Discussion continued regarding funding, asking merchants and service clubs of the downtown area to contribute towards funding, design of the racks, liability, and placement of bicycle racks within the downtown area. ON A MOTION by Harris, seconded by Tindle, that the Traffic Engineering Committee recommend consideration of bicycle racks and bicycle facilities in the downtown area to the General Plan, Steering Committee and the Downtown Master Plan Committee. Also to request the Engineering Staff to review parking lots, and the issue of liability be referred to REMIF. The information obtained from the Engineering Staff to come back at the June 10, 1991 meeting, with the potential for interim solutions. AYES: Beard, Borecky, Budrow, Fernandez, Harris, Tindle and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3e. Request for Crosswalk on Perkins Street, West Side, at Oak Manor Drive - Marilyn Boulanger, Principal, Oak Manor School. Vice-Chairman Beard stated he received a letter from Marilyn Boulanger requesting that a crosswalk be placed across Perkins Street at the Oak Manor Drive intersection. She expressed her concern that students are crossing Perkins Street without the assistance of a crosswalk or cautioning signs. Discussion continued regarding the crosswalk and that the crosswalk is painted yellow if within 1,500 feet of the school with the appropriate caution signs, liability in an undeveloped and non-sidewalk area and placement of the crosswalk. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE APRIL 9, 1991 PAGE -3- ON A MOTION by Turner, seconded by Budrow, to paint a crosswalk and place appropriate signs on Perkins Street, west side, at Oak Manor Drive, obtaining approval from the County for the west bound sign of the crosswalk. AYES: Beard, Borecky, Budrow, Fernandez, llarris, Tindle and Turner. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. MISCELLANEOUS ITEMS Ken Budrow reported that he asked the Patrol Division to observe the area of Ford Street for speeding vehicles, and to give special alert for parking violations on the south side of Ford Street in the area posted no parking. As a result there were no citations issued in the area, however, there were parking violations. He also reported on Standley Street near Highland and Barnes, and as a result on the 28th at 8:00 a.m. there were two citations issued for speeding with both citizens living within the area.
