HomeMy WebLinkAbouttecm_061191TRAFFIC ENGINEERING COMMITTEE MINUTES JUNE 11, 1991 2:00 P.M, The meeting was called to order at 2:00 p.m., by Member Ken Budrow in Conference Room 3, at the Civic Center, Ukiah, California. Members present were: Borecky for Goforth, Budrow, Hunt for Beard, Tindle, and Turner. Absent: Fernandez, Harris and Chairman Vara. Others Present: Patty Gulis, Lowell Leland and Steven Katsaris. APPROVAL OF MINUTES ON A MOTION by Turner, seconded by Borecky, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of April 9, 1991, as submitted. AYES: Borecky, Budrow, Hunt, Tindle and Turner. NOES: None. ABSENT: Fernandez, Harris and Chairman Vara. ABSTAIN: None. DISCUSSION/ACTION ITEMS: 3h. Diagonal Parking Plan, School Street, Clay to Stephenson Streets. Bob Hunt presented and explained the schematic drawing based on dimensions in the field indicating a proposal for diagonal parking. Patty Gulis, Mendocino Optical, stated that she is representing Mr, and Mrs. Nix, owners of the old fire house building. Mr. and Mrs. Nix are considering to convert the old fire house building into retail office space, replacing the curbs and eliminating most of the driveway entrances and would like to have diagonal parking. Discussion followed regarding the street width necessary for diagonal parking, the number of driveways, parked vehicles blocking site visibility, obtaining one additional parking space, and due to the taper of the curb lines the width of the travel lanes become to narrow for two-way traffic. ON A MOTION by Turner, seconded by Tindle, based on the determinatior, of the Engineering Department to retain parallel parking that offers a safer driving area. AYES: Borecky, Budrow, Hunt, Tindle and Turner. NOES: None. ABSENT: Fernandez, Harris and Chairman Vara. ABSTAIN: None. 3b. Request to Mark Parallel Parking Around Trinity School - Steven Katsaris. Mr. Steven Katsaris, Trinity School, expressed concern that there are no markings for parking spaces on Church, Barnes and Hope Streets. He is requesting that these streets be marked for parallel parking to help organize employee parking. There are approximately 118 employees currently employed at Trinity School. Discussion followed regarding the narrow width of Church Street, minimum width of streets to allow parking on one side of the street, marked parking spaces within residential areas, time, cost and maintenance for markings, City policy for marking parking spaces, the City entering into a possible agreement with the School for the school to paint and maintain the markings for parking spaces under City specifications, employees parking in front of residential homes, and employees working together to help reduce parking problems. Ken Budrow expressed concerns regarding what type of policy the City has regarding the School to paint and maintain the markings for parking spaces, the layout, what type of configuration and the number of parking spaces required. He requested from Mr. Katsaris return to the Committee with a proposal showing the parking spaces and configurations at the July 9, 1991 meeting. It was requested this item be continued to the July 9, 1991 meeting, to receive additional input from the City Engineer and Planning Department. ON A MOTION by Budrow, seconded by Tindle, to review City policy regarding the School painting, maintaining cost and maintenance of markings for parking spaces, and to request Trinity School to return to the Committee with a proposal stating the number of vehicles involved, number of parking spaces required to accomodate employee parking, an additional plan to assist with the parking problem, and obtain neighborhood opinions, for further discussion at the July 9, 1991 Traffic Engineering Committee meeting. AYES: Borecky, Budrow, Hunt, Tindle and Turner. NOES: None. ABSENT: Fernandez, Harris and Chairman Vara. ABSTAIN: None. NEW ITEM ON A MOTION by Turner, seconded by Tindle, to add to the June 11, 1991 agenda for discussion the reconsideration to red curb, the east side of Main Street, Church Street to Perkins Street in front of The Little Rrown Bear, Lowell Leland. Roy Tindle reported the Committee's decision to red curb the east side of Main Street is due to on-street parking creating a traffic stack-up, north bound for cars wanting to make a right-hand turn from Main Street onto East Perkins Street, and cars wanting to go straight through or left turn at Perkins. Mr. Leland is requesting that the Committee reconsider the red curb on the east side of Main Street to obtain the one additional on-street parking. He Minutes of the Traffic Engineering Committee June 11, 1991 Page -2- stated the traffic stack-up, north bound was created by the construction vehicles during construction of the new building. Discussion continued regarding on-street parking continuing to create a traffic stack-up, adequate parking in the parking lot, painting the on-street parking space as a 10 minute yellow zone, the second floor of the building now occupied and their customers using the parking lot, the vacant lot behind the deli, and Main Street deli building now vacant. ON A MOTION by Tindle, seconded by Turner, to continue this item to the July 9, 1991 meeting, to receive additional input from the City Engineer and Planning Department, and request that the Engineering Department review the traffic count circulation, re-evaluate the traffic stack-up situation with the newly vacant building on the southeast corner of Perkins and Main Streets, formerly Main Street Deli. AYES: Borecky, Budrow, Hunt, Tindle and Turner. NOES: None. ABSENT: Fernandez, Harris and Chairman Vara. ABSTAIN: None. 3a. Request for Passenger Loading Zone on Henry Street for New Life School, 300 West Smith Street - Mr. Thomas E. Martin. Ken Budrow reported that Mr. Martin, Board of Trustee for New Life School, is requesting that the parking spaces on Henry Street be designated as a passenger loading zone to allow parents to drop off and pick up their children. Steve Turner reported that on May 14, 1991, after the meeting was cancelled, Mr. Martin explained that the 90 feet of parking on Oak Street is currently occupied by Cox Motors employees, the vehicles repaired at the dealership, and employees of the school parking on Henry Street. The situation creates difficulty for parents to find a parking space to drop off and pick up their children. Discussion continued on placing a 24-minute parking limit on Henry Street, removing 20 feet of red zone and replacing with a 20-foot passenger loading zone, the School's property is located within the parking district and the street and curb located outside the parking district. ON A MOTION by Turner, seconded by Tindle, that the City paint a 20 to 24 foot Passenger Loading zone at the west end section of the 40-foot No Parking zone located west of Oak Street on the south side of Henry. If it is determined by the Public Works Department that the Passenger Loading zone will create a problem in that area, to return to the July 9, 1991 Traffic Engineering meeting with all information. AYES: Borecky, Budrow, Hunt, Tindle and Turner. NOES: None. ABSENT: Fernandez, Harris and Chairman Vara. ABSTAIN: None. 3c. Reauest for Crosswalks: Across Ford Street at Sidnev Street. Across Minutes of the Traffic Engineering Committee June 11, 1991 Page -3- Ken Budrow reported that Vice-Chairman Beard received a telephone call from Mr. Farnsworth. Roy Tindle mentioned that he observed the intersection of Ford and Sidney Streets. He reported that he noticed an increase of traffic and traffic speed, and children playing in the area. Ken Budrow stated that a pedestrian walking down Sidney Street and crosses Ford Street on the extension of the sidewalk, the pedestrian is technically within the crosswalk, and vehicles are to yield to pedestrians as if the pedestrian were in a crosswalk. Discussion continued regarding pedestrians crossing at Orchard Avenue and Sidney Street, pedestrians not using the crosswalk at Ford and Sidney Streets, City policy for placement of crosswalks, increased traffic and traffic speed on Ford Street, and site distance visibility on Orchard Avenue. ON A MOTION by Tindle, seconded by Turner, to install a crosswalk across Ford Street on the west side of Sidney Street. AYES: Hunt, Turner and Tindle. NOES: Budrow and Borecky. ABSENT: Fernandez, Harris and Chairman Vara. ABSTAIN: None. ON A MOTION by Turner, seconded by Borecky, based on no site distance visibility and the lack of sidewalk facilities on the south side of Clara Street and the west side of Orchard Avenue, it was denied to install a crosswalk across on Orchard Avenue at Clara Avenue. AYES: Borecky, Budrow, Hunt, Tindle and Turner. NOES: None. ABSENT: Fernandez, Harris and Chairman Vara. ABSTAIN: None. 3d. Request for Bus Stop on West Bound Dora Avenue, just West of Spring Street - MTA, Steve Turner. Steve Turner presented photographs of the proposed MTA bus stop. He explained that Pomolita Elementary School will be conducting a six-week Summer School session and has no transportation for the students. MTA is re-routing their bus route to accomodate Pomolita Elementary School during the six-week summer school session. Steve Turner is requesting that a temporary bus stop sign be placed in the landscaping along the existing red curb west bound on Dora Avenue, west of Spring Street. He stated that he has discussed the temporary bus stop with the Principal of Pomolita Elementary School and that the bus route will travel the same direction at all times. ON A MOTION by Borecky, seconded by Tindle, to place a temporary bus stop on west bound Dora Avenue, just west of Spring Street, to begin immediately and continue through August 1, 1991. Request to Relocate Existing North Bound Bus Stop on South State Street, dust South of Hastings Road - MTA, Steve Turner. Steve Turner requested that this item be continued to the July 9, 1991 Traffic Engineering meeting. 3f. Traffic Signals and Norton Streets. aeration at State and Scott Streets, State and It was requested that this item be continued to the July 9, 1991 Traffic Engineering meeting, to receive additional input from the City Engineer and Planning Department with information pertaining to the General Plan, the consultant reviewing traffic and signalization study and diagrams. 3g. Truck Turn Movement, South Bound on Orchard Turning Left into Perkins Street - Referred from Suggestion Box Committee. Ken Budrow explained that a suggestion from the Suggestion Box asked if on the corner of Perkins and Orchard, should there be a truck route due to constant problems with semi-trucks turning and hitting the traffic signal lights. Discussion continued that the truck route be from West Gobbi Street, turning right on Orchard Avenue and travelling straight through the intersection of Perkins Street and Orchard Avenue. it was stated it is the responsibility of the truck driver/company who hits the traffic signal lights for cost of repairs, reviewing all truck routes within the City, and the future reconstruction of Orchard Avenue from Perkins to West Gobbi Streets. ON A MOTION by Tindle, seconded by Turner, requested the City Engineer and Planning Department review possible truck routes and configurations in the traffic circulation study before construction and signalization of Orchard Avenue from Perkins Street to West Gobbi Street. MISCELLANEOUS ITEMS Roy Tindle mentioned the site distance problem on the northwest corner of West Church and State Streets. The use of a large dumpster during the reconstruction of the former Family Support building blocks traffic visibility when leaving West Church Street to drive straight or making a left turn. He asked if there is an encroachment permit for the use of the dumpster. Steve Turner asked about the status of the installation of bicycle racks in the downtown area and requested MTA Transfer Point Study be placed on the July 9, 1991 agenda.
