The meeting was called to order at 2:05 p.m., by Chairman Vara in Conference Room 3, at the Civic Center, Ukiah, California. Members present were: Beard, Goforth, Yarbrough for Harris, Budrow, Turner and Chairman Vara. Absent: Fernandez and Tindle. Others Present: Lowell Leland, Sandie Smythe, Penny Mathis and David Hardy. APPROVAL OF MINUTES Steve Turner made the following correction on Page 3, Paragraph 4, "Steve Turner reported that on May 14, 1991 after the meeting was cancelled, Mr. Martin explained that the 90 feet of parking. ." ON A MOTION by Turner, seconded by Budrow, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of June 9, 1991, as corrected. AYES: Beard, Budrow, Turner and Chairman Vara. NOES: None. ABSENT: Fernandez and Tindle. ABSTAIN: Goforth and Yarbrough. SCUSSION/ACTION ITEMS: a. Reconsider Red Curb, East Side of Main, Church Street to Perkins Street - Lowell Leland. Chairman Vara introduced Mr. Leland. Mr. Leland is requesting that the Committee reconsider the red curb on the east side of Main Street to obtain one additional on-street parking. He stated that the traffic stack-up, north bound was created by construction vehicles during construction of the new building. Chairman Vara asked if the traffic stack-up north bound is still a continuing problem. Ted Goforth responded yes. Ken Budrow noted that the Ukiah Police Department Watch Commander has expressed no traffic stacking problem, unless vehicles are park in the red zone for deliveries. Bill Beard distributed to each member a Vehicle Volume Summary Peak Hour Traffic Movement Report. Dicussion continued regarding the second floor now occupied and their customers using the parking lot, 18 parking spaces are available for customer parking, senior citizens prefer using on-street parking, the current existing red curb from the intersection south is approximately 100 feet, no on-street parking during increased traffic volume, employees parking in the public parking lot allowing more parking for customers, MTA bus stop is located in front of the Library, and the vacant lot behind the deli for parking. ON A MOTION by Yarbrough, seconded by Goforth, to extend the red curb southerly approximately 23 feet, allowing one parking space located in front of the Little Brown Bear. AYES: Budrow, Goforth, Yarbrough, Turner and Chairman Vara. NOES: Beard. ABSENT: Fernandez and Tindle. ABSTAIN: None. c Request to Remove Parking, North Side of East Gobbi Street Chairman Vara introduced Sandie Smythe. Ms. Smythe is requesting that the Committee consider red curbing or No Parking signs on north side of East Gobbi Street, from the freeway off-ramp to Babcock Lane due to the parking of large trucks in the area and blocking traffic visibility. She stated the traffic visibility is blocked when leaving the mobile home park by the large trucks when parked between the mobile home park and the overnighter. Ms. Smythe handed Chairman Vara a signed petition for the red curb. Ken Budrow quoted from Vehicle Code Section 284, Paragraph 5. Discussion continued regarding traffic visibility problems, large trucks parked for days without moving, and the possibility of the trucks parking in the vacant lot located across the street. ON A MOTION by Yarbrough, seconded by Budrow, to install No Parking signs on the north side of East Gobbi Street to Babcock (Oak Nigh ter and Manor Oaks Park) for the interest of safety, site distance visibility, and cars leaving and entering may not see children walking or playing in the area. AYES: Beard, Budrow, Goforth, Turner, Yarbrough and Chairman Vara. NOES: None. ABSENT: Fernandez and Tindle. ABSTAIN: None. b. Request to Mark Parallel Parking Around Trinit School - Steven Katsaris. ON A MOTION by Turner, seconded by Vara, to continue this item to the September 10, 1991 meeting, on the condition that Trinity School is to return to the Committee with a proposal stating the number of vehicles involved, number of parking spaces required to accomodate employee parking, an additional plan to assist with the parking problem, and obtain neighborhood opinions for further discussion. Minutes of the Traffic Engineering Committee July 9, 1991 Page 2 Dicussion followed that the Public Works September 10, 1991 meeting, with a cost estimate spaces and how many parking spaces can be painted. d. Request to Relocate Existing North Bound just. South of Hastings Road - MTA, Steve Department return to the to paint the marked parking Stop on South State Stre~ Steve Turner is requesting the relocation of an existing north bound MTA bus stop located on South State Street due to the signalization improvements at the intersection of State Street and Talmage Road to the Airport entrance. He stated that the bus stop is currently located in front of the City Electric Department building on Hastings and State Street. Bill Beard responded that the MTA bus stop location will not interfere with the signalization improvements and will not need to be relocated. e. MTA Ukiah Transfer Point Study - David Hardy. Chairman Vara introduced David Hardy. Mr. Hardy presented to the Committee the planning project by MTA to establish two transit stops, one locate in central Ukiah and one in the unincorporated north Ukiah area. Mr. Hardy presented to the Committee a draft copy of the Ukiah Transfer Point Study, Phase 1: Alternatives Analysis. The Study was approved for circulation by the MTA Board. He also stated that there are five proposed locations: 1. Stephenson Street Intermodal Center. 2. Standley Street Transit Mall. 3. Railroad Station Multimodal Center. 4. North of Ukiah at the Crossroad Center 5. North State and Hensley Creek Road. These locations will also provide restrooms, refreshment, snack areas, pedestrian access, ticketing, newspaper and magazine stands, and travel agency. Discussion followed regarding the possibility of Greyhound merging with the transit centers, pedestrian accessibility, more access to shopping and working areas, access to the college, landscaping, parking capacity, the facilities to accomodate up to five buses, and controlled arrivals and departures. f. Traffic Signal Operations at State and Scott Streets State and Norton Streets. Bill Beard stated that Mr. Goforth received a letter from a concerned citizen regarding the 6 second delay in the timing of the lights located at the intersection of State and Scott Streets and State and Norton Streets. Lights turn red at Scott and State Streets, and Norton and State Streets with a 6 second delay between each intersection in light turning red. Minutes of the Traffic Engineering Committee July 9, 1991 Page 3 Discussion followed on the possibility of a 3 second delay in the timing of the lights, eliminating the timing delay and the possibility of traffic stack up. ON A MOTION by Beard, seconded by Turner, that the Engineering Department review the peak period of traffic volume at the intersections of State and Scott Streets and State and Norton Streets to determine if there would be a stacking problem with the removal of the timing delay. AYES: Beard, Budrow, Goforth, Turner, Yarbrough and Chairman Vara. NOES: None. ABSENT: Fernandez and Tindle. ABSTAIN: None. Chairman Vara reported Chat the City Manager has requested a "hiatus" of all Commissions/Committees for the month of August.
