The meeting was called to order at 2:00 p.m. , by Mike Harris in the City Council Chambers, at the Civic Center, Ukiah, California. Members present were: Hunt for Beard, Borecky for Goforth, Fernandez, Harris, Budrow, Turner and Brown for Chairman Vara, with Roy Tindle arriving at 2:10 p.m. Others Present: Linda McGill, Dorothy Wells and David Goodman. APPROVAL OF MINUTES ON A MOTION by Turner, seconded by Budrow, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of July 9, 1991, as submitted. AYES: Brown, Budrow, Fernandez, Harris, Hunt, Tindle, and Turner. NOES: None. ABSENT: None. ABSTAIN: Borecky. DISCUSSION/ACTION ITEMS: a. Request for Crossing Guard at South Dora and Washington Avenue Brawley, Principal Nokomis School, Terry Hird, Nokomis PTA, Linda 1 Parent. Michael Harris introduced Linda McGill. Linda McGill, Parent, expressed that she would like to have a crosswalk at the intersection of South Dora and Washington Avenue. Children between the ages of 4 to 11 cross the street at the intersection and expressed that the intersection is dangerous for children crossing with no crosswalk protection or crossing guard. Ms. McGill stated that there are crosswalks located at all schools except for Nokomis School. She presented to the Commission a signed petition to paint a crosswalk at the intersection of South Dora and Washington Avenue. Ken Budrow mentioned there is a crosswalk located at Oak Manor with volunteer parent crossing guards. Dorothy Wells, Teacher, expressed concern to have a crosswalk at the intersection and expressed that the intersection is dangerous for children to cross without the crosswalk. Michael Harris requested from the Ukiah Police Department a report on the requirements of crossing guards, traffic accidents, traffic citations and vehicle and pedstrian traffic flow at the intersection of South Dora and Washington. Discussion continued regarding volunteer parent/student crossing guards, status of traffic accidents and traffic citations at the intersection and must receive City Council approval. Triple A Insurance has a program for setting up crossing guards. Volunteers from service clubs or the PTA for crossing guards. In addition, St. Mary's has a fund available for their crossing guards. Also discussed is the possibility of the City of Ukiah and the School District jointly funding for a crossing guard. it was stated that the School District was approached in the past regarding funds for school crossing guards. The School District responded no to the funding. Ms. McGill stated that she will meet with Terry Hird, Nokomis PTA, Ken Budrow of the Ukiah Police Department and William Fernandez of Triple A Insurance regarding crosswalks and crossing guards. ON A MOTION by Fernandez, seconded by Turner, to continue this item to the October 8, 1991 meeting, requesting that Ms. McGill meet with the Nokomis PTA, Mr. Brawley, Principle of Nokomis, William Fernandez of Triple A insurance and Ken Budrow of the Ukiah Police Department to obtain information, policies and procedures on crosswalks and crossing guards, and return to the October 8, 1991 meeting with all information. AYES: Borecky, Brown, Budrow, Fernandez, Harris, Hunt, Tindle, and Turner. NOES: None. ABSENT: None. ABSTAIN: None. c. Request for Double Yellow Lines Thru Intersection of State and Perkins Streets - Dave Goodman. Dave Goodman expressed concerns that a solid-double yellow line should be painted at the intersection of State and Perkins Streets, due to motorists changing lanes in the middle of the intersection, not observing pedestrians in the crosswalks, cutting in front of other motorists and not observing the reflectors that are now currently in the intersection. George Borecky stated that more buttons could be placed in the intersection to indicate a clear line. A solid-double yellow line with buttons are inappropriate. Discussion followed regarding placement of arrows in the lanes and a solid-double yellow line. ON A MOTION by Fernandez, seconded by Borecky, to have the Public Works Department install buttons, before the Traffic Engineering Committee meeting of October 8, 1991, through the intersection of State and Perkins Streets to indicate a clearer line, as previously requested and approved. AYES: Borecky, Brown, Budrow, Fernandez, Harris, Hunt, Tindle and Turner. NOES: None. ABSENT: None. ABSTAIN: None. Minutes of the Traffic Engineering Commission September 10, 1991 Page -2- b. Request to Eliminate Parking on North State Street, East Side, Each Side of Evans Street to Provide Adequate Sight Distance for Vehicles Exiting Evans Street - Mrs. M. Foley. Mrs. L. I.ooez. Mrs. Myrna D. Yats. Discussion followed to clearly see south bound traffic, vehicles must pull forward blocking the crosswalk, and to clearly see north bound traffic vehicles must pull forward past the first parking space. It was the consensus of the Committee that there is adequate sight distance for vehicles exiting Evans Street and does not present a problem at this time. ON A MOTION by Budrow, seconded by Turner, that the Committee take no action at this time on the basis that there is adequate site distance for vehicles exiting Evans Street. AYES: Borecky, Brown, Budrow, Fernandez, Hunt, Tindle and Turner. NOES: Harris. ABSENT: None. ABSTAIN: None. d. Request to Reduce Limit on Helen Avenue (30 - Mrs. Marie Denham. Between ON A MOTION by Harris, seconded by Borecky, to continue this item to the October 8, 1991 meeting, to receive information from the City Engineer. AYES: Borecky, Brown, Budrow, Fernandez, Harris, Hunt, Tindle and Turner. NOES: None. ABSENT: None. ABSTAIN: None. e. Request for Barracade Opposite Betty on Copper Lane-Mrs. Dorothy Johnson. ON A MOTION by Burdrow, seconded by Turner, requesting that the Public Works Department research the area to determine the appropriate signage or barracade and return all information to the October 8, 1991 meeting. AYES: Borecky, Brown, Budrow, Fernandez, Harris, Hunt, Tindle and Turner. NOES: None. ABSENT: None. ABSTAIN: None. f. Bicycle Parking Facilities - Steve Turner, MTA. Steve Turner stated that funding is available to the City and that the application date is December 1, 1991. There are two sources of funding. Mike Harris stated that the City has applied to MCOG for funding for some bike lanes. On a unanious vote to continue this item to the October 8, 1991 Traffic Engineering Committee meeting. g. Proposed Ordinance for Allowing Benches and Shelters on Sidewalks - Steve Turner, MTA. Minutes of the Traffic Engineering Commission September 10, 1991 Page -B- Steve Turner stated that the Traffic Engineering Committee meeting of January 1991, approved the temporary placement of a bus stop shelter on the back edge sidewalk on the west side of Main Street across from the Library, not to interfere with the traffic site distance. MTA to obtain an encroachment permit, and to submit recommendations for guidelines for bus stops and shelters within the City to possibly allow the Committe to establish a policy for City Council consideration. Mr. Turner handed each Commission member a proposed Ordinance for allowing benches and shelters on sidewalks. ON A MOTION by Harris,seconded by Budrow, to continue this item to the October 8, 1991 meeting for further discussion and approval from the City Engineer and Public Works Department. AYES: Borecky, Brown, Budrow, Fernandez, Harris, Hunt, Tindle and Turner. NOES: None. ABSENT: None. ABSTAIN: None. h. Review of Speed Study, 1991, One-third of City. It was determined by the Committee to continue this item to the October 8, 1991 meeting, to receive input from the City Engineer. The meeting was called to order at 2:05 p.m., by Chairman Vara, in Conference Room 3, at the Civic Center, Ukiah, California. Members present were: Beard, Fernandez, Borecky for Goforth, Budrow and Chairman Vara. Members absent: Harris, Tindle and Turner. Others Present: Terry Hird and Debbie Zimmerer. APPROVAL OF MINUTES None. DISCUSSION/ACTION ITEMS: a. Request for Crossing Guard at South Dora and Washington Avenue, Gar' Brawley, Principal Nokomis School, Terry Hird, Nokomis PTA, Linda McGill Parent. Ken Budrow reported that this item is continued from the September 10, 1991 meeting, and reported what was discussed. Mr. Budrow stated that he reviewed the City Council minutes of March, 5, 1986, regarding "Matter of School Crossing Guard Policy." The City Council reduced the number of students crossing the street going to school per hour and coming from school per hour, from 50 to 40. The City Council adopted the requirement "if there is not a controlled intersection within 600 feet from the elementary school, and with a minimum hourly rate of 300 vehicles passing through the intersection during the time of children crossing." The Engineering Department surveyed the intersection to determine the number of children and vehicles crossing through the intersection. Mr. Budrow handed the Committee a report and reviewed his findings. He also reported that 659 students attending Nokomis Elementry School, 93 students live east of Dora and north of Beacon. Terry Hird, Nokomis PTA, expressed concern for the safety of children crossing at the intersection. Debbie Zimmerer expressed concern for the safety of children crossing at the intersection with no crosswalk or crossing guard. She stated that some of the children are kindegarten age and should have some form of safety for their benefit. Ken Budrow noted that both cities and School Districts establishing crossing guards should contribute funding. He also noted that the Ukiah School District has been approached regarding funding for crossing guards, and the School District said no. Discussion followed regarding the safety of the children, volunteer crossing guards, training students on the procedures of crossing guards, and funding and/or a joint funding between the City and School District. ON A MOTION by Beard, seconded by Vara, that the Traffic Engineering Committee not recommend to the City Council the placement of a crossing guard at the intersection of Washington Avenue and South Dora due to the requirements established by the City Council. The Traffic Engineering Committee recommended that the PTA approach the School District Board requesting either volunteer crossing guards or the School District funding crossing guards, if they feel the situation warrants a crossing guard. AYES: Beard, Borecky, Budrow, Fernandez, and Chairman Vara. NOES: None. ABSENT: Harris, Tindel and Turner. ABSTAIN: None. Discussion followed that the City approach the School District Board on a joint funding for crossing guards. b. Request to Reduce Speed Limit on Helen Avenue (30 MPH) Between Washington Bill Beard stated there is 40 feet curb to curb, with curb, gutter and sidewalk. Where there is no curb and gutter the pavement is extended and has adequate street width. Mr. Beard noted that Helen Avenue will be included in the Speed Study to be conducted by or before August 1992. Discussion followed regarding traffic speed flow and police enforcement. Chairman Vara asked the Ukiah Police Department Watch Commander, to investigate traffic speed on Helen Avenue and report back to the Committee. ON A MOTION by Beard, seconded by Fernandez, that the Ukiah Police Department review the speed zone on Helen Avenue and report back to the Committee, and that the Traffic Engineering Committee inform Mrs. Marie Denham of the Police Departments findings. Review of Speed Study, 1991, One-third of City. Bill Beard reviewed the Speed Zone Survey Summary. Discussion followed regarding the proposed speed limits. ON A MOTION by Budrow, seconded by Borecky, to maintain the current posted speed limits (do not increase) due to the fact that they are residential and business areas, that citizens are currently using more streets and sidewalks for recreation areas and walking, and maintain the current speed limit on Main Street at the current speed posted. AYES: Beard, Borecky, Budrow, Fernandez, and Chairman Vara. NOES: None. ABSENT: Harris, Tindle and Turner. ABSTAIN: None. c. Update on Request for Barracade Opposite Betty on Copper Lane - Mrs. Dorothy Johnson. Bill Beard stated that Betty Street runs north, comes to a T-intersection at Cooper, with a chain link fence to the private property on the north side of the intersection. In front of the fence there are three guide markers with reflectors, one large yellow sign with a black arrow pointing west, and an advance warning sign for the curve. George Borecky stated that a reflector sign could be placed underneath the arrow sign. ON A MOTION by Borecky, seconded by Beard, to raise the black and yellow arrow sign and install a reflector sign undernearth the arrow sign. AYES: Beard, Borecky, Budrow, Fernandez, and Chairman Vara. NOES: None. ABSENT: Harris, Tindle and Turner. ABSTAIN: None. d. Bicycle Parking Facilities - Steve Turner, MTA. It was unanimously voted to continue this item to the November 12, 1991 Traffic Engineering Committee meeting. e. Proposed Ordinance for Allowing Benches and Shelters on Sidewalks - Steve Turner, MTA. It was unanimously voted to continue this item to the November 12, 1991 Traffic Engineering Committee meeting for comments from the Committee. g. Request for Red Curb on Oak Manor Drive Each Side of Mohawk Drive Intersection to Provide Adequate Sight Distance - Laurelie Madsen. Bill Beard stated there are two homes fronting on Mohawk Drive with Oak Manor Drive as the cross street. He noted the nearest driveway to the south is approximately 100 feet from the intersection. ON A MOTION by Beard, seconded by Borecky, to red curb 20 feet southerly and 20 feet northerly of curb returns on the east side of Oak Manor Drive. AYES: Beard, Borecky, Budrow, Fernandez, and Chairman Vara. NOES: None. ABSENT: Harris, Tindle and Turner. ABSTAIN: None. MISCELLANEOUS ITEMS Chairman Vara requested to remove the red curb at 116-118 State and Church, formerly the District Attorney's office due to insufficient parking facilities. Discussion followed regarding a dumpster bin creating inadequate site distance on south bound traffic. George Borecky reported that the dots have been placed at the intersection of Perkins and State Streets. Mr. Borecky responded back to Mr. Goodman. Mr. Goodman expressed he was very pleased with the outcome of the additional dots. Bill Beard had a request to red curb the south side of Banker Boulevard and Cochran Avenue. It was unanimously voted to place this item on the November 12, 1991 Traffic Engineering agenda. Please review the attached documents as they will be discussed at our next meeting of November 12, 1991. Thank you. R:TEC1 M BENCHES §7140 §7143 B. The provisions of this ordinance imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code or the ordinances of this City prohibiting or limiting the standing or parking of vehicles in specified places or at specified times. (Ord. 553, §1, adopted 1963) §7141: STOPPING OR STANDING IN PARKWAYS PROHIBITED:' No person shall stop, stand or park a vehicle within any parkway. (Ord. 553, §1, adopted 1963) §7142: TRAFFIC ENGINEER TO MAINTAIN NO STOPPING ZONES AND NO PARKING AREAS; VIOLATION PROHIBITED: The City Traffic Engineer is hereby authorized to maintain, by appropriate signs or by paint upon the curb surface, all no stopping zones, no parking areas, and restricted parking areas, as defined and described in this Chapter. When said curb markings or signs are in place, no operator of any vehicle shall stop, stand or park such vehicle adjacent to any such legible curb marking or sign in violation of any of the provisions of this Chapter. (Ord. 553, §1, adopted 1963) §7143: NO PARKING AREAS? No operator of any vehicle shall stop, stand, park or leave standing such vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or other authorized officer, or traffic sign or signal: A. Within any divisional island unless authorized and clearly indicated with appropriate signs or markings. B. On either side of any street between the projected property lines of any public work, public steps, street, or thoroughfare terminating at such street, when such area is indicated by appropriate signs or by red paint upon the curb surface. C. In any area where the City Traffic Engineer determines that parking or stopping of a vehicle would constitute a traffic hazard or would endanger life or property, when such area is indicated by appropriate signs or by red paint upon the curb surface. D. In any area established by resolution of the Council as a no parking area, when such area is indicated by appropriate signs or by red paint upon the curb surface. 1. "Parkway" defined; see §7012. 2. For additional restrictions on parking under State law, see Section 22500 of the Vehicle Code. 8028 §7143 §7145 E. Upon, along, or across any railway track in such manner as to hinder, delay, or obstruct the movement of any car traveling upon such track. F. In any area where the parking or stopping of any vehicle would constitute a traffic hazard or would endanger life or property. G. On any street or highway where the use of such street or highway or a portion thereof is necessary for the cleaning, repair, or construction of the street or highway or the installation of underground utilities or where the use of the street or highway or any portion thereof is authorized for a purpose other than the normal flow of traffic or where the use of the street or highway or any portion thereof is necessary for the movement of equipment, articles or structures of unusual size, and the parking of such vehicle would prohibit or interfere with such use or movement; provided that signs giving notice of such no parking are erected or placed at least twenty four (24) hours prior to the effective time of such no parking. At any place within twenty feet (20') of a point on the curb immediately opposite the mid-block end of a safety zone, when such place is indicated by appropriate signs or by red paint upon the curb surface. ~~ ~ I. 1 At any place within twenty feet (20') of a crosswalk at an intersection in the _.G central traffic district or in any business district when such place is indicated by appropriate signs or by red paint upon the curb surface except that a bus may stop at a designated bus stop. r J. (Ord. 553, §i, adopted 1963) §7144: USE OF STREETS FOR STORAGE OF VEHICLES PROHIBITED: No person who owns, or has possession, custody or control of any vehicle shall park or leave standing such vehicle upon any street or highway or alley for seventy two (72) or more consecutive hours. (Ord. 553, §1, adopted 1963; amd. by Ord. 600, §3, adopted 1986) §7145: PARKING FOR DEMONSTRATION: No operator of any vehicle shall park said vehicle upon any street in this City for the principal purpose of advertising or displaying it for sale, unless authorized by resolution of the Council.
