MINUTES
SEPTEMBER 10, 1991
2:00 P.M.
The meeting was called to order at 2:00 p.m., by Mike Harris in the City
Council Chambers, at the Civic Center, Ukiah, California. Members present
were: Hunt for Beard, Borecky for Goforth, Fernandez, Harris, Budrow, Turner
and Brown for Chairman Vara, with Roy Tindle arriving at 2:10 p.m.
Others Present: Linda McGill, Dorothy Wells and David Goodman.
APPROVAL OF MINUTES
ON A MOTION by Turner, seconded by Budrow, it was carried by the following
vote to approve the minutes of the Traffic Engineering Committee meeting of
July 9, 1991, as submitted.
AYES: Brown, Budrow, Fernandez, Harris, Hunt, Tindle, and Turner.
NOES: None.
ABSENT; None.
ABSTAIN: Borecky.
DISCUSSION/ACTION ITEMS:
a. Request for Crossing Guard at South Dora and Wa
Brawley Principal Nokomis School, Terry Hird, Nok_o
Parent.
Michael Harris introduced Linda McGill.
Linda McGill, Parent, expressed that she would like to have a crosswalk at the
intersection of South Dora and Washington Avenue. Children between the ages
of 4 to 11 cross the street at the intersection and expressed that the
intersection is dangerous for children crossing with no crosswalk protection
or crossing guard. Ms. McGill stated that there are crosswalks located at all
schools except for Nokomis School. She presented to the Commission a signed
petition to paint a crosswalk at the intersection of South Dora and Washington
Avenue.
Ken Budrow mentioned there is a crosswalk located at Oak Manor with volunteer
parent crossing guards.
Dorothy Wells, Teacher, expressed cottcern to have a crosswalk at the
intersection and expressed that the intersection is dangerous for children to
cross without the crosswalk.
Michael Harris requested from the Ukiah Police Department a report on the
requirements of crossing guards, traffic accidents, traffic citations and
vehicle and pedstrian traffic flow at the intersection of South Dora and
Washington.
Discussion continued regarding volunteer parent/student crossing guards,
status of traffic accidents and traffic citations at the intersection and must
receive City Council approval. Triple A Insurance has a program for setting
up crossing guards. Volunteers from service clubs or the PTA for crossing
guards. In addition, St. Mary's has a fund available for their crossing
guards. Also discussed is the possibility of the City of Ukiah and the School
District jointly funding for a crossing guard.
It was stated that the School District was approached in the past regarding
funds for school crossing guards. The School District responded no to the
funding.
Ms. McGill stated that she will meet with Terry Hird, Nokomis PTA, Ken Budrow
of the Ukiah Police Department and William Fernandez of Triple A Insurance
regarding crosswalks and crossing guards.
ON A MOTION by Fernandez, seconded by Turner, to continue this item to the
October 8, 1991 meeting, requesting that Ms. McGill meet with the Nokomis PTA,
Mr. Brawley, Principle of Nokomis, William Fernandez of Triple A insurance and
Ken Budrow of the Ukiah Police Department to obtain information, policies and
procedures on crosswalks and crossing guards, and return to the
October 8, 1991 meeting with all information.

c. Request for Double Yellow
Streets - Dave Goodman.
'hru Intersection of
and Perkins
Dave Goodman expressed concerns that a solid-double yellow line should be
painted at the intersection of State and Perkins Streets, due to motorists
changing lanes in the middle of the intersection, not observing pedestrians in
the crosswalks, cutting in front of other motorists and not observing the
reflectors that are now currently in the intersection.
George Borecky stated that more buttons could be placed in the intersection to
indicate a clear line. A solid-double yellow line with buttons are
inappropriate.
Discussion followed regarding placement of arrows in the lanes and a
solid-double yellow line.
ON A MOTION by Fernandez, seconded by Borecky, to have the Public Works
Department install buttons, before the Traffic Engineering Committee meeting
of October 8, 1991, through the intersection of State and Perkins Streets to
indicate a clearer line, as previously requested and approved.
AYES: Borecky, Brown, Budrow, Fernandez, Harris, Hunt, Tindle and Turner.

b. Request to Eliminate Parking on North State Street, East Side, Each Side
of Evans Street to Provide Adequate Sight Distance for Vehicles Exiting
Evans Street - Mrs. M. Foley, Mrs. L._I.opez, Mrs. Myrna D. Yats.
Discussion followed to clearly see south bound traffic, vehicles must pull
forward blocking the crosswalk, and to clearly see north bound traffic
vehicles must pull forward past the first parking space. It was the consensus
of the Committee that there is adequate sight distance for vehicles exiting
Evans Street and does not present a problem at this time,
ON A MOTION by Budrow, seconded by Turner, that the Committee take no action
at this time on the basis that there is adequate site distance for vehicles
exiting Evans Street.
AYES: Borecky, Brown, Budrow, Fernandez, Hunt, Tindle and Turner.
NOES: Harris.
ABSENT: None.
ABSTAIN: None.
d. Request to Reduce Speed Limit on Helen Avenue (30 MPH) Between
ON A MOTION by Harris, seconded by Borecky, to continue this item to the
October 8, 1991 meeting, to receive information from the City Engineer.
AYES: Borecky, Brown, Budrow, Fernandez, Harris, Hunt, Tindle and Turner.
NOES: None.
ABSENT: None.
ABSTAIN: None.
e. Request for Barracade Opposite Bett on Copper Lane-Mrs. Dorothy Johnson.
ON A MOTION by Burdrow, seconded by Turner, requesting that the Public Works
Department research the area to determine the appropriate signage or barracade
and return all information to the October 8, 1991 meeting.
AYES: Borecky, Brown, Budrow, Fernandez, Harris, Hunt, Tindle and Turner.
NOES: None,
ABSENT: None.
ABSTAIN: None.
f. Bicycle Parking Facilities - Steve Turner, MTA.
Steve Turner stated that funding is available to the City and that the
application date is December 1, 1991. There are two sources of funding.
Mike Harris stated that the City has applied to MCOG for funding for some bike
lanes.
On a unanious vote to continue this item to the October 8, 1991 Traffic
Engineering Committee meeting.
g. Proposed Ordinance for Allowing Benches and Shelters on Sidewalks - Steve
Turner, MTA.

Steve Turner stated that the Traffic Engineering Committee meeting of
January 1991, approved the temporary placement of a bus stop shelter on the
back edge sidewalk on the west side of Main Street across from the Library,
not to interfere with the traffic site distance. MTA to obtain an
encroachment permit, and to submit recommendations for guidelines for bus
stops and shelters within the City to possibly allow the Committe to establish
a policy for City Council consideration.
Mr. Turner handed each Commission member a proposed Ordinance for allowing
benches and shelters on sidewalks.
ON A MOTION by Harris,seconded by Budrow, to continue this item to the
October 8, 1991 meeting for further discussion and approval from the City
Engineer and Public Works Department.

NOES: None.
ABSENT: None.
ABSTAIN: None.
h. Review of Speed Study, 1991, One-third of City.
It was determined by the Committee to continue this item to the
October 8, 1991 meeting, to receive input from the City Engineer.
