MINUTES
November 12, 1991

The meeting was called to order
Conference Room 3, at the Civic

Members absent: Roy Tindle.
APPROVAL OF MINUTES
at 2:05 p.m., by Vice-Chairman Beard, in
Center, Ukiah, California. Members present

ON A MOTION by Harris, seconded by Fernandez, it was carried by the following
vote to approve the minutes of the Traffic Engineering Committee meeting of
September 10, 1991, as submitted.
AYES: Beard, Borecky, Budrow, Fernandez, Harris, Turner and Brown.
NOES: None.
ABSENT: Tindle.
ABSTAIN: None.
Pat Brown made the following correction to the Minutes of October 8, 1991.
Page 4, Paragraph 4, "Mr. Borecky responed back to Mr. Goodman. Mr. Goodman
expressed he was very pleased with the outcome of the additional dots".
ON A MOTfON by Borecky, seconded by Budrow, it was carried by the following
vote to approve the minutes of the Traffic Engineering Committee meeting of
October 8, 1991, as corrected.
AYES: Beard, Borecky, Budrow, Fernandez and Brown.
NOES: None.
ABSENT: Tindle.
ABSTAIN: Harris and Turner.
DISCUSSION/ACTION ITEMS:
a. Request for Red Curb on Southeast Corner of Banker Boulevard and Cochran
Avenue.
Mr. Beard stated that he received a telephone call from a resident who lives
in the area. The resident stated that vehicles park on or around the
southeast curb return making it difficult to turn from Banker Boulevard onto
Cochran Avenue.
Discussion followed regarding the large radius curb return, vehicles parking
near the curb return, painting the curb return red the standard 20 feet.
ON A MOTION by Harris, seconded by Turner, that the Public Works Department
red curb the curb return at the southeast corner of Banker Boulevard and
Cochran Avenue, including an additional 20 feet from the curb return. The
Traffic Engineering Committee is to inform the property owner of the painting
of the red curb, if there are any problems due to the red curb the Public
Works Department is to return to the next Traffic Engineering Committee with
those comments.
AYES: Beard, Borecky, Brown Budrow, Fernandez, Harris and Turner.

ABSTAIN: None.
b. _Request to Reduce Speed Limit on Helen Avenue (30 MPH) Between Washington
Avenue and Observatory - Mrs. Marie Denham. (Report from Police
Deoartment).
Ken Budrow reported on the memorandum prepared by Sargent Barclay indicating
that the traffic is light and that a hazardous condition does not exist.
Copies of the memorandum were handed to the Committee members.
Discussion followed regarding appropriate school zone signage and traffic
speed on Helen Avenue, a Speed Zone Study will be conducted in May or June,
1992, that will include Helen Avenue.
ON A MOTION by Budrow, seconded by Turner, that the Traffic Engineering
Committee take no action at this time on the 30 MPH speed limit on Helen
Avenue until completion of the Speed Zone Study in May or June, 1992.
AYES: Beard, Borecky, Brown Budrow, Fernandez, Harris and Turner.
NOES: None.
ABSENT: Tindle.
ABSTAIN: None.
ON A MOTION by Budrow, seconded by Turner, it was requested that the Public
Works Department review the south end of Helen Avenue and Observatory for
appropriate school zone and school speed limit signage and report back to the
Committee at the December 10, 1991 meeting.
AYES: Beard, Borecky, Brown Budrow, Fernandez, Harris and Turner.
NOES: None.
ABSENT: Tindle.
ABSTAIN: None.
c. Bicycle Parking Facilities.
Discussion followed regarding City liability, cost and insurance coverage,
contacting other cities regarding their policies on bike parking facilities,
bike parking facilities in public right-of-way, bike racks in City parking
lots, bike racks on school property, a Master Bike Plan, and bicycle parking
facilities through the Transportation and Circulation and Parks and Recreation
of the General Plan.

Steve Turner stated that MTA has a blanket bond to cover all MTA benches and
facilities with the City named as additional insured.
Bill Beard reported that funding through the State, the City is required to
have a Master Bicycle Plan that indicates bike routes throughout the City and
commuter bicycles routes (not just for exercise).
Steve Turner reported that he is proposing to MTA bicycle parking facilities
at MTA bus stops and bicycle racks on MTA buses to be funded in the future.
It was the concensus of the Committee to review the City insurance liability
on public right-of-ways and public property.
ON A MOTION by Turner, seconded by Harris, it is requested that the Traffic
Engineering Committee ask the Transportation and Circulation Element Committee
of the General Plan to consider including bicycle routes and bicycle parking
facilities.
AYES: Beard, Borecky, Brown Budrow, Fernandez, Harris and Turner.
NOES: None.
ABSENT: Tindle.
ABSTAIN: None.
d. Proposed Ordinance for Allowing Benches and Shelters on Sidewalks - Steve
Turner, MTA.
Discussion followed regarding MTA's proposal, insurance coverage,
public right-of-way, design of the shelters, walkway areas located in front of
the shelters are four feet (4') in width, 5.0 covered shelter structures and
6.0 non-covered benches.
Steve Turner reported on the Americans with Disability Act. He stated that MTA
will be reviewing the proposal for accesses on MTA buses for the handicap.
ON A MOTION by Harris, seconded by Budrow, that this item be continued to the
January 14, 1992 meeting, returning any comments regarding the proposal and
insurance requirements.
AYES: Beard, Borecky, Brown Budrow, Fernandez, Harris and Turner.
NOES: None.
ABSENT: Tindle.
ABSTAIN: None.
Discussion followed regarding easements and TDA Funding to obtain easements.
Steve Turner left the meeting at 3:10 p.m.
MISCELLANEOUS ITEMS
a. Discussion of Citv Code Section 7143, No Parkinft Areas.
Bill Beard reported on City Code Section 7143 and handed a copy of the Code to
each member. He reported that the owner of the building located on the
northwest corner of State Street and Church (formerly the District Attorney's

office) is asking for one additional parking space. In the past one parking
space was removed because of site distance problems. Mr. Beard read Sections
H, I and J from City Code Section 7143.
Discussion followed regarding site distance and that no parking space can be
installed within 20 feet of a curb return immediately opposite the mid-block
end of a safety zone, a crosswalk at an intersection in the central traffic
district, and approach of any traffic signal.
Ken Budrow stated that he received a letter from Ms. Goodrich regarding a
parking ticket she received while working at the New Life School located at
Henry and Smith Street. She expressed that there is no parking for people who
work at the school and parking that is available is time limited parking.
Ken Budrow stated that he talked with Ms. Goodrich and suggested that parking
is available in the public parking lots.
Items to be placed on the December 10, 1991, agenda. Temporary placement of
stop signs at the intersection of Orchard Avenue and West Gobbi Street, and
the crosswalk located on the northwest corner South Dora and City Hall's back
parking lot entrance.
