MINUTES
DECEMBER 8, 1990
2:00 P.M.
The meeting was called to order at 2:12 p.m., by Acting Chairman Beard in
Conference Room 3, at the Civic Center, Ukiah, California. Members present
were: Beard, Budrow for Keplinger, Goodrick for Goforth, Harris, and Turner.
Absent: Fernandez, Tindle and Chairman Vara.
APPROVAL OF MINUTES
ON A MOTION by Turner, seconded by Beard, it was carried by the following vote
to approve the minutes of the Traffic Engineering Committee meeting as
corrected.
Steve Turner made the following correction on Page 3, Paragraph 8, "545
California Vehicle Code."
Ken Budrow made the following correction on Page 5, Paragraph 6, "California
Vehicle Code 21362."
Mike Harris made the following corrections to reflect his absence on all
motions made after the discussion of the Trinity School parking.
AYES: Beard, Budrow, Harris, and Turner
NOES: None.
ABSENT: Fernandez, Tindle, and Chairman Vara.
ABSTAIN: Goodrick.
3. DISCUSSION/ACTION ITEMS
a. Request for Two Designated
West Church Street -
t of Administration
Bill Beard mentioned that there is a parking area located in the rear of the
Administration Building. He noted that the vehicles can be parked in the rear
of the Administration Building and allow the teachers to obtain the vehicles
keys from the Administration office and exit through the back door.
Ken Budrow expressed that on the east side of the school there is availability
for parking during the day and would be a more centralized location.
Bill Beard questioned whether the curbs should be marked to allow parking for
the two vehicles, and noted the possibility of stripping with a passenger
loading zone. Mike Harris responded that public streets can not be designated
for public parking.
Ken Budrow noted that vehicles parked for any length of time in a loading zone
can be cited.
Discussion ensued.
Bill Beard stated that he will contact Mr. Sequiera to convey the concerns of
the Committee, and if Mr. Sequiera would like to discuss this issue further,
this item will be added to the January 8, 1990 Agenda.
ON A MOTION by Turner, seconded by Harris, the Traffic Engineering Committee
is unable to find a means in the vehicle code to designate two parking spaces
on a public street for private use by the Trinity School for Children, and
suggests that the School review the on site facilities to establish a central
location on their property to park the two vehicles, and that the Committee is
open to further discussion and consideration.

b. Pedes
on West Side of
at Southwest Corner of
Bill Beard stated that this area is located across the street from Mervyns on
Orchard Avenue. There is a gap in the curb and gutter, and a narrow street
right-of-way south of Clara on the west side of Orchard Avenue. There is a
fence on private property located on the south west corner of Clara Avenue and
Orchard Avenue that has branches and shrubbery growing through the fence. He
stated the only place for pedestrians to walk is on the edge of the pavement
and that the shrubbery and branches create a problem for the pedestrians. He
suggested that the Committee write a letter to the property owner asking them
remove the shrubbery and branches back to the existing fence, and the City
provide a 4 inch fog stripe along the edge of the pavement to create a 4 foot
wide area for pedestrians to walk.
Ken Budrow asked if the 4 inch fog stripe is similar to a bike lane. Bill
Beard responded yes.
Mike Harris asked if the stripping is a legitimate street marking. Bill Beard
responded yes.
Discussion continued regarding fog stripping the area.
Mike Harris asked if the City will be liable for the area to be designated as
a pedestrian area. Bill Beard responded no.
ON A MOTION by Harris, seconded by Beard, that the Traffic Engineering
Committee authorize the Chairman to write a letter to the property owner
located on the south west corner of Clara Avenue and Orchard Avenue requesting
that the branches and shrubs be trimmed back to the existing fence along
Orchard Avenue, and that the Public Works Department be authorized to place a
4 inch fog strip for pedestrian safety as determined appropriate.

c. Possible No Parking on Orchard Avenue from Perkins Street to North End.
Bill Beard stated that north on Orchard Avenue from Perkins Street there is
red curb marking to Hospital Drive on both sides of the street, however, the
red markings are faded. He stated that the curb and gutter stops on the east
side opposite Ford Street and extends on the west side to Orr Creek. He
recommended that the red curb markings be renewed and to extend red curb on
Orchard Avenue to Orr Creek.
Mike Harris noted that during the opening of Mervyns cars were parked on
Orchard Avenue. Bill Beard responded that he recently surveyed the area
between 1:30 and 2:00 p.m. and only two (2) cars parked on Orchard Avenue with
parking was available in the parking lot during that time.
Ken Budrow asked if on Orchard Avenue, north of Clara, past the old barn on
the north west corner, there is a housing complex on Orchard Avenue, will this
area be considered for red curb markings. Bill Beard responded there is a
parking lot with an entrance immediately between the barn and Ford Street.
Discussion continued regarding the parking and red curb on Orchard Avenue.
ON A MOTION by Harris, seconded by Turner, that the entire distance of Orchard
Avenue from Perkins Street and north, on both sides of the street, be red curb
and/or renewed red curb for traffic and pedestrian safety, due to adequate
parking in the adjacent parking lots and the increased traffic on Orchard
Avenue requiring a free flow of vehicles.
AYES: Beard, Budrow, Goodrick, Harris, and Turner.
NOES: None.
ABSENT: Fernandez, Tindle, and Chairman Vara.
ABSTAIN: None.
4. MISCELLANEOUS ITEMS
Steve Turner asked if the light timing study has been completed on East Gobbi
and South State Street. Bill Beard responded yes, however, at this time he
has not prepared his report.
Steve Turner asked if there is a long term traffic plan or signalization plan
for such intersections as Main Street and Perkins Street, Main Street and East
Gobbi Street, and Orchard Avenue and East Gobbi Street, and if there is a time
line for the funding and signalization. Mike Harris responded this will be
included in the General Plan. The RFP will include more detail on the
transportation and circulation and could possibly include traffic
signalization.
Bill Beard noted there are plans for traffic signalization at Orchard Avenue
and East Gobbi Street using fees collected from developments.
