MINUTES
TRAFFIC ENGINEERING COMMITTEE
JANUARY 9, 1990
The meeting was called to order at 2:10 p.m. by Chairman Vara in Conference
Room 3, Ukiah Civic Center, 300 Seminary Avenue, Ukiah, California. Members
present were: Beard, Goforth, Keplinger, Turner and Chairman Vara. Absent:
Fernandez and Tindle.
Mike Harris arrived at 2:20 p.m.
APPROVAL OF MINUTES - December 12, 1989
George Vara made the following changes on the Minutes of the December 12, 1989
meeting. On Page 2, Item 3C, first paragraph should read: "Caltrans has
recommended there not be an on/off ramp at Brush Street because it would be
too close to Perkins Street on/off ramp."
On Page 5, Miscellaneous, first paragraph should read: "He suggested the red
curb in front of this location be removed or the Police Department should
begin citing the van."
Steve Turner made the following change on Page 3, the motion should read:
"Item 1 to permit a 40' to 50' bus stop dust south of the north driveway in
front of the Ukiah Medical Center."
ON A MOTION by Beard, seconded by Turner, it was carried by the following vote
to approve the minutes of the Traffic Engineering Committee meeting of
December 12, 1989 as amended:
AYES: Beard, Goforth, Keplinger, Turner and Chairman Vara.
NOES: None.
ABSENT: Fernandez and Tindle.
ABSTAIN: None.
DISCUSSION/ACTION ITEMS:
3A. Request for stop signs: Grove and Dora, Grove and Spring, Spring and
Walnut - Mrs. Menton.
Bill Beard stated Mrs. Menton expressed concerns regarding traffic in this
area and the safety of school children crossing the streets. She is
requesting stop signs at Grove and Dora, Grove and Spring, and Spring and
Walnut.
Chairman Vara stated this situation has been discussed before by the Committee
and that the City Council is reluctant to put stop signs in this area, and
asked if there is a possible long term solution regarding stop signs for this
area.
Bill Beard advised that he did not do an Accident Survey Report of the area.
Discussion continued regarding traffic and stop signs in this area, the
possibility of radar enforcement, and the safety of the school children.
ON A MOTION by Harris, seconded by Turner, it was carried by the following
vote to request the Police Department to review the general area of Grove,
Dora, and Spring and Walnut for the possibility of radar enforcement for
observation of traffic speed in these areas:
AYES: Beard, Goforth, Harris, Keplinger, Turner, and Chairman Vara.
NOES: None.
ABSENT: Fernandez and Tindle.
ABSTAIN: None.
Bill Beard stated the vehicle volume on Dora south of Grove is 177; on Dora
north of Grove is 67; on Grove east of Dora is 537; and on Grove west of Dora
is 247.
3B. Removal of red curb and creation of passenger loading zone at 369 South
School Street (Old Fire Station).
Chairman Vara contacted Pam Jensen to explain the removal of the red curb and
the creation of a passenger loading zone and she mentioned that a passenger
loading zone would be more convenient for the handicapped people being dropped
off. Mr. Vara also stated that he was not able to talk directly to the
owners.
Discussion followed regarding business and personal automobiles parked in the
red zone not being cited, creating a passenger loading zone, and adding one
additional public parking space. It was noted the original plan was to
eliminate the red curb, add a public parking space on the north end, add a
passenger loading zone at the main entrance, and maintain the red curb on the
south end of the block.
Discussion followed changing the white line for passenger loading zone to a
yellow line for loading zone. The yellow line would allow trucks to load and
unload and allow MTA to load and unload passengers. The white line is
strictly a passenger loading zone.
Steve Turner stated the north bound MTA Bus stops on School Street with the
bus entrance door in front of the main entrance of the old Fire Station. With
the loading zone the bus can park from the corner to the main entrance.
ON A MOTION by Turner, seconded by Vara, it was carried by the following vote
to remove the red curb, add one additional public parking space on the north
end, add a passenger loading zone at the main front entrance, maintain the red
curb on the south end of the block, and the possibility of adding a loading
zone located between the passenger loading zone and the public parking space.
AYES: Beard, Goforth, Harris, Keplinger, Turner and Chairman Vara.
NOES: None.
ABSENT: Fernandez and Tindle

3C. Relocate speed limit sign on Low Gap at High School - Keplin er.
Ted Goforth stated if the County does not have a speed limit sign beyond the
City limits or a sign indicating a higher speed, the City's speed limit sign
is appropriate. If the County has posted a lower speed limit, the City sign
is inappropriate. In traffic areas, such as Helen and Clay, where End of
Speed Limit signs are posted with a lacer speed limit sign directly behind is
considered inappropriate. The Public Works Department is in the process of
removing End of Speed Limit signs to the speed of 25/30. The Public Works
Department will contact the County to find what the County limit is for Low
Gap at the High School.
The relocation of the speed limit sign or change of posted speed limit on
Low Gap at the Hiqh School will be referred to the Street Department for
reviewing.

3D.
School Street between Perkins and Stan
Mike Harris received a request from the Main Street Committee for the Farmers
Market. The Market will be located on School Street between Perkins and
Standley, to be held Thursday evenings from 5:00 p.m. to 7:00 p.m. The event
will begin July 6, 1990, and continue through September or October, 1990.
Farmers Market will function under the same conditions set by the City last
year.
Discussion followed that the City received no complaints from the public or
businesses in the area last year. The Committee has no problems with the
Market being held this year.
The consensus of the Committee was for Farmers Market to start at 5:30 p.m.
instead of 5:00 p.m. The Market will be located on School Street between
Perkins and Standley, to be held Thursday evenings. The event will start
July 6, 1990, and continue through September or October 1990, under the same
conditions set by the Committee of last year. It was requested the Market
renew their insurance.
MISCELLANEOUS
Chairman Vara reported he has received c:cmiplaints fran Ukiah Solid Waste,
Inc., regarding the raroval of the red curb on the south side of Smith Street,
adjacent to the Palace Hotel that created one parking space. Ukiah Solid
Waste picks-up garbage for the businesses across the street, and uses this
area to turn their trucks around.
The Committee determined it was not feasible to block one parking space for a
full day for Ukiah Solid Waste to maneuver the dump trucks.
Chairman Vara will contact Ukiah Solid Waste and inform them of the decision

made by the Committee.
Mike Harris reported the Ukiah Stride will be held on Sunday, April 8, 1990,
from 8:00 a.m. to 8:30 a.m. The event will take place on Hospital Drive,
Orchard Avenue, and Ford Street.

FEBRUARY 13, 1990
The meeting was called to order at 2:00 p.m. by Acting Chairman Beard in
Conference Room 3, Ukiah Civic Center, 300 Seminary Avenue, Ukiah, California.
Members present at roll call were: Brown (representing Chairman Vara),
Fernandez, Tindle, Turner, Yarbrough (representing Harris), and Acting
Chairman Beard. Absent: Goforth and Keplinger.
DISCUSSION/ACTION ITEMS
3A.
st for Crosswalk across Park Boulevard to Park and
"Children at Play" Sign on Walnut Avenue near Park Boulevard -
Janine Lieberman
Acting Chairman Beard noted that a letter dated February 1, 1990, from
Janine Lieberman of the Ukiah Co-Operative Nursery School had been provided in
the agenda packet. He also distributed a letter dated February 12, 1990, from
Art Kramer of the Faith Lutheran Pre-School and Day Care Center. He explained
that both letters requested the placement of signs and/or crosswalks in the
Park Boulevard/Walnut Street area and introduced Janine Lieberman to discuss
this request.
Mike Harris arrived at 2:10 p.m.
Janine Lieberman, Ukiah Co-Operative Nursery School, stated that she felt that
additional traffic controls were needed near Todd Grove Park and along
Park Boulevard. She noted that this request was a safety issue for this
entire area and that not only the Ukiah Co-Operative Nursery School would
benefit from additional traffic controls, but also the Faith Lutheran
Pre-School and anyone crossing the street from Anton Stadium to Todd Grove
Park. She expressed concern that people are not aware that children are
present in the area and distributed maps to the Committee which illustrated
how narrow Park Boulevard is when vehicles are parked on both sides of the
street.
Discussion followed.
Art Kramer, Faith Lutheran Pre-School and Day Care Center, discussed possible
locations for appropriate signing while referring to the location map.
Roy Tindle expressed concern that there are no traffic controls for entering
and exiting Anton Stadium and suggested that the traffic circulation in the
Anton Stadium/Todd Grove Park area be studied.
Mr. Kramer suggested cross-hatching the entire area on Park Boulevard near
Todd Grove Park, Anton Stadium, and the schools. He further suggested
possibly making Park Boulevard a one-way street.
Steve Turner agreed that these alternatives could be helpful as he felt that
people travelled too fast in this area. Roy Tindle stated that he felt that
some type of pedestrian walkway surrounding Todd Grove Park should be provided
and felt that the traffic in this area should be studied further.
Mike Harris asked Ms. Lieberman how many children attended the Nursery School.
Ms. Lieberman responded that 15 children attend the School each day.
Mr. Harris advised that a use permit is required for a day care operation with
more than 12 children. Ms. Lieberman advised that the Nursery School has been
in existence for over 40 years.
Discussion followed wherein Mr. Harris advised that red curbing the area would
eliminate street parking and provide additional visibility. He felt that
traffic flow and off-street parking should be considered.
Acting Chairman Beard explained that in similar situations where a street is
very narrow, parking would be removed from one side of the street to alleviate
the problem. He noted that stop signs are not deemed appropriate for speed
enforcement and advised that speed problems are referred to the Police
Department.
Discussion followed.
Mr. Kramer suggested reducing the speed limit in this area to 15 miles per
hour as 25 miles per hour was too fast for this area. He advised that if cars
are parked on both sides of the street, a person must go over the centerline
to complete the turn.
Daniel Pollesel, Ukiah Co-Operative Nursery School, advised that they had
contacted the Police Department to express concern with speeding in the area.
Discussion followed regarding the installation of "School Zone" signs in the
area.
Bill Fernandez felt that speeding in this area was a problem and felt that
striping or cross-hatching the entire area, including the area by the Golf
Course and Anton Stadium, could alleviate this problem.
Roy Tindle stressed that the traffic flow for Anton Stadium should be studied.
Pat Brown stated that she felt 15 miles per hour around Todd Grove Park would
be appropriate.
Ms. Lieberman asked if some type of signing could be installed at this time
while the Committee studied a long-range traffic plan for the area.
Discussion followed regarding an overall traffic study of the Todd Grove Park
area, possible immediate signing for the Nursery School, and the street
parking in the area.
ON A MOTION by Tindle, seconded by Turner, it was carried by the following
vote to approve the installation of a "Children at Play" sign on the south
side of the intersection of Park Boulevard and Walnut Avenue:

ON A MOTION by Tindle, seconded by Fernandez, it was carried by the following
vote that the Traffic Engineering Committee would study the traffic
circulation around Todd Grove Park, including Walnut Avenue, Park Boulevard,
and Anton Stadium, in order to improve traffic circulation and pedestrian
access to Todd Grove Park:
AYES: Brown, Fernandez, Harris, Tindle, Turner, and Acting Chairman Beard.
NOES: None.
ABSENT: Goforth and Keplinger.
ABSTAIN: None.
Acting Chairman Beard advised that this matter would be placed on the March or
April agenda and asked if any members of the Committee desired to be involved
in the preliminary phase of the study. Bill Fernandez, Roy Tindle, and
Steve Turner responded that they would participate in the preliminary phase of
the study.
Roy Tindle requested that this matter be finalized and implemented before
Summer. Acting Chairman Beard explained the process by which traffic controls
are determined. Mr. Tindle also requested traffic counts for Park Boulevard
and Walnut Avenue. Mr. Beard advised that traffic counts would be conducted.
Discussion followed regarding the overall traffic study for the area.
3B. Request to make Barnes, Clay to Betty, one way southbound, and Betty,
McPeak to Oak Park, one wav eastbound - Robert Swan
Acting Chairman Beard introduced Mr. Swan and asked him to discuss his
request.
Robert Swan, 428 Oak Park, discussed the traffic problems on Barnes Street and
noted that he had to back out of his driveway on to Barnes Street. He felt
that Barnes Street was more similar to an alley than a street and should be
travelled one way only.
Acting Chairman Beard advised that Barnes Street was originally an alley.
Bill Retallick, 422 South Barnes Street, advised that he had no objections to
making Barnes Street a one-way street and noted that the neighbors he had
contacted had no objections. He felt that from a safety aspect, Barnes Street
was too narrow to be a two-way street.
Roy Tindle agreed that Barnes Street should be a one-way street. He asked if
the Fire Department would have access problems if Barnes Street was a one-way
street.
Discussion followed regarding emergency access and various alternatives to
alleviate the problem on Barnes Street.

Mr. Tindle suggested making Barnes Street one way southbound between Clay and
Betty Streets. Mike Harris concurred with this suggestion, but recommended
that the Police and Fire Departments review emergency access prior to the
matter being considered by the City Council.
Acting Chairman Beard advised that before the Committee recommends a traffic
change of this type to the City Council, all of the neighbors in the area
should be notified that this matter is being considered by the Traffic
Engineering Committee. He recommended that petitions of approval for a
one-way street be circulated in the neighborhood.
ON A MOTION by Tindle, seconded by Harris, it was carried by the following
vote to continue this matter to the next meeting to provide Mr. Swan with an
opportunity to circulate a petition of support among the affected property
owners and for staff to obtain a recommendation from the Police and Fire
Departments to make Barnes Street a one-way street, southbound, from Clay to
Betty, and Betty Street a one-way street, eastbound, from McPeak to Oak Park:
AYES: Brown, Fernandez, Harris, Tindle, Turner, and Acting Chairman Beard.
NOES: None.
ABSENT: Goforth and Keplinger.
ABSTAIN: None.
Mr. Retallick asked about the maintenance of Barnes Street. Acting Chairman
Beard advised that since it is considered an alley, it is probably not
scheduled to be repaved. He advised that he would research whether
Barnes Street is scheduled to be patched.
3C. Request for recommendation regarding access from alleys - Planning
Department (Alice Yarbrough)
Mike Harris advised that the Planning Department was requesting a
determination from the Traffic Engineering Committee as to whether or not
access from alleys was appropriate. He noted that a lot split on
Soseph Street and four proposed garages on Norton Street have recently raised
this issue.
Discussion followed regarding the proposed projects.
Roy Tindle expressed concern with allowing primary access from an alley, but
felt that allowing secondary access from an alley was not a problem.
Acting Chairman Beard advised that he would not consider primary access from
an alley appropriate as the City does not maintain alleys as it maintains
streets.

3D. Stop Sign on Hospital Drive at Orchard Avenue - Ted Goforth
Acting Chairman Beard advised that the request for a stop sign on Hospital
Drive at Orchard Avenue was submitted by City field crews.
Discussion followed.
ON A MOTION by Fernandez, seconded by Harris, it was carried by the following
vote to recommend to the City Council that a stop sign be installed on
Hospital Drive at Orchard Avenue:
AYES: Brown, Fernandez, Harris, Tindle, Turner, and Acting Chairman Beard.
NOES: None.
ABSENT: Goforth and Keplinger.
ABSTAIN: None.
3E. Stop Sign on Washington Court at Washington - Ted Goforth
Acting Chairman Beard advised that the request for a stop sign on Washington
Court at Washington was submitted by City field crews.
Discussion followed.
ON A MOTION by Tindle, seconded by Turner, it was carried by the following
vote to recommend to the City Council that a stop sign be installed on
Washington Court at Washington:
AYES: Brown, Fernandez, Harris, Tindle, Turner, and Acting Chairman Beard.
NOES: None.
ABSENT: Goforth and Keplinger.
ABSTAIN: None.
Roy Tindle noted that no street sign exists on Washington Court. Acting
Chairman Beard advised that he would notify the Street Department that the
street sign on Washington Court needs to be replaced.
3F. General Discussion - Master Street Plan - Rill Beard
Acting Chairman Beard advised that the City Manager had requested that the
Traffic Engineering Committee review a Master Street Plan to coordinate with
the Circulation Element of the General Plan which the Planning Department is
currently updating. Mr. Beard displayed a large City map which included
proposals from City Staff, Redevelopment activities, and field crews.
Discussion followed regarding proposals included on the map, the Airport, and
development occurring around the Airport.

Roy Tindle asked if the large map could be divided into smaller maps to make
it more convenient to review. Acting Chairman Beard advised that he would
provide the Committee with smaller maps.
MISCELLANEOUS ITEMS
Acting Chairman Beard advised that Joyce Milton from Century 21 had contacted
him regarding the installation of a handicapped parking space on Warren Drive
near Perkins Street.
Discussion followed.
Mike Harris stated that he felt it would be more appropriate to have a
handicapped parking space in the parking lot rather than in the street.
It was the consensus of the Committee that this matter would be agendized for
the next meeting.
Acting Chainnan Beard advised that he would be agendizing for the next meeting
the matter of setting a load limit on the Orr Creek Bridge on Orr Street.

APPROVAL OF MINUTES: January 9, 1990
Acting Chairman Beard noted that approval of the Traffic Engineering Committee
Meeting Minutes of January 9, 1990, would be continued to the next meeting due
to lack of a quorum of members present who attended the January 9, 1990
meeting.
Roy Tindle stated that he appreciated receiving additional information and
maps with the agenda packet.

Dear Mr. Beard and Committee Members:
This is a letter of support for traffic signs and
crosswalks near Todd Grove in the general vicinity of where
Park Blvd and Walnut Streets intersect.
The Ukiah Co-operative Nursery School has written to you
with their concerns and suggested placement of signs-
While our school has similar concerns we do not necessarily
support the exact locations of cross walks and signs that
the Ukiah Ca-operative have indicated.
We would like to see something done to help those crossing
near the Park Blvd/ Walnut St. intersection to do it
safely. There are several alternatives available which
would allow children, parents with children, and school
groups to go to the park safely.
In addition to the ideas stated by the Co-operative, there
could be signs informing drivers that the area is
congested, that there are school children present, and so
forth. Also, the entire area between the the Anton
parking lot and the swimming pool entrance could be
cross-striped to warn drivers of the possible presence of
children.

SUBJECT: SAFETY ISSUE - TRAFFIC SIGNS AND CROSSWALKS
UKIAH CO-OPERATIVE NURSERY SCHOOL
Dear Mr. Beard and Committee Members,
In December 1988 the Co-Op School requested signage and cross-
walks on Park Boulevard and Walnut Avenue which circles Todd Grove
Park. We are pleased and wish to thank you for putting in a cross-
walk on either side of the School on Park Boulevard and a "Pedestrian
Crossing" sign heading west past the School.
We feel, however, that additional measures are needed for safety
and that "Pedestrian Crossing" is not a strong enough cue to drivers
to alert them that small children may be in the area.
The problems are:
1. Traffic heading east from the Park (from Walnut Ave. to Park
Blvd.) cannot see that a school is nearby and have no warning for
caution.
There is a stop sign in the opposite direction to approach the
Walnut circle, but no signage whatsoever as drivers approach Park
Blvd., a much more narrow street with cars parked on both sides and
the School on the south side.
2. There are no crosswalks at all on the west side of the Park,
leading to the Park.
There are at least three groups who could benefit from a cross-
walk here:
- The Co-Op School
- Faith Lutheran Church Pre-School (who also has after-
school care for children up to fifth grade)
- People parking in Anton Ball Field and walking
across to the swimming pool in the summer.
Additionally, a new development of 14 - 16 houses is under
construction at the south end of the Golf Course which will increase
traffic. Mrs. Evelyn Parducci, a principle owner here, is in agree-
ment with our request for signs and crosswalks. Her letter of
support is enclosed.

The Pre-school teacher, Donna Noyd, at Faith Lutheran Church,
is in agreement with this request also. She anticipates greater
numbers of children in her after-school program as Year-Round-
Education goes into effect.
The Co-Op School, being a nursery school for children aged
three to five, naturally requires that parents escort the children
to and from cars and school. And to increase our safety we have
installed a porch gate. Nonetheless, we feel crossing the street
to vehicles can be hazardous in this area during our peak hours
at 9 a.m. and 11:30 - 12:00 noon, Monday through Friday.
Further, crossing the street to the Park is a distinct danger
with a small child in each hand, not to mention a group of 15,
which is the class size.
Our request is for:
1. A sign along Walnut Avenue heading toward Park Boulevard. Sugges-
tions are:
- Stop
- School Crossing
- School Ahead Feet (with straight-ahead arrow)
- Slow, Children at Play (or Crossing)
2. A crosswalk to the Park on the west side placed anywhere from
the Church to the corner of Walnut and Park Blvd. '
Please remember this is a safety issue. The type of institution,
whether preschool or upper school, whether private, parochial or
public is not a factor. We are all citizens of Ukiah and we all de-
serve the protections the City can provide.

Traffic Engineering Coaunittee
Dear Sirs:
I have been briefed on the traffic concerns of the
Co-Op Nursery School and been asked to write a letter
supporting their request to the City.
They have approached me because I am a part owner of
the subdivision near the Park which may contribute to
increased traffic in the area.
I support the School's request and feel that an
additional sign, such as "Children at Play" would be
appropriate on the approach to Park Boulevard. The request
for a crosswalk to the Park along this street is also quite
reasonable, in my opinion.
