Members present were: Beard, Goforth, Harris, Keplinger, Tindle, and Turner. Absent: Fernandez and Chairman Vara. APPROVAL OF MINUTES - April 10, 1990 Roy Tindle made the following changes to the Minutes of the March 13, 1990 meeting. On page 1, APPROVAL OF MINUTES, does not show the vote for approval of the April 10, 1990, minutes: ON A MOTION by Harris, seconded by Fernandez, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of March 13, 1990, as submitted: AYES: Fernandez, Harris, Tindle, Turner, and Acting Chairman Beard. NOES: None. ABSENT: Chairman Vara. ABSTAIN: Goforth, and Keplinger. On Page 2, Item 3a, fourth paragraph should read: "Discussion ensued regarding the intersection of Walnut and Live Oak possibly being too wide for crosswalks, placement and stripping of crosswalks, additional street signs, traffic enforcement, speed bumps, and ingress/egress avenues to the park." ON A MOTION by Harris, seconded by Goforth, it was carried by the following vote to approve the minutes of the Traffic Engineering Committee meeting of April 10, 1990, as amended: AYES: Beard, Goforth, Harris, Tindle, Turner, and Acting Chairman Keplinger. NOES: None. ABSENT: Fernandez, and Chairman Vara. ABSTAIN: None. DISCUSSION/ACTION ITEMS 3a. Crosswalks and Access to Todd Grove Park (continued from April 10 1990.) Roy Tindle noted this item was continued to receive additional input from Fred Keplinger and Ted Goforth. He also noted that the Committee discussed the possibility of speed bumps at the entrance of Anton Stadium. Steve Turner suggested the possibility of stop signs at the north bound intersection of Walnut and Live Oak, and placement of two crosswalks located in front of the swimming pool area. Mike Harris noted that the Committee discussed identifying where the City limits are located at the Park. Discussion followed regarding stop signs at the intersection of Walnut and Live Oak, placement of crosswalks located in front of the swimming pool area, and speed bumps at Anton Stadium or a stop sign at the front entrance. Ted Goforth advised that speed bumps located at the front entrance of Anton Stadium could cause problems with vehicles turning off of the main street, into the parking lot and that a stop sign exiting the parking lot is preferred. He also advised that speed bumps could interfere with surface drainage and suggested that the speed bumps be placed further back into the parking lot. Discussion ensued regarding speed bumps at Anton Stadium, and a stop sign exiting the parking lot. Ted Goforth noted that the City's insurance company advised against speed bumps, and that he would contact the insurance company for policy conditions regarding speed bumps. ON A MOTION by Harris, seconded by Turner, that the Public Works Department prepare a proposal to identify the parks city limits, stop signs and/or speed bumps at Anton Stadium parking lot, and potential crosswalks to the Park and Golf Course, and report back to the Committee at the July 10, 1990, meeting. Discussion ensued regarding stop signs at the exit of Anton Stadium parking lot, crosswalks, and speed bumps. AYES: Beard, Goforth, Harris, Tindle, Turner, and Acting Chairman Keplinger. NOES: None. ABSENT: Fernandez, and Chairman Vara. ABSTAIN: None. 3b. Request for Handicapped Space on Warren Drive, West Side Near Perkins Street - Jovice Milton (cnntinnad from Anril ln_ 1Q0(1 1 Fred Keplinger stated he met with Joyce Milton. He stated when talking with Mrs. Milton, a recruiting vehicle was parked on the sidewalk, which prevents emergency vehicles access, all parking spaces were occupied, and any person in a wheelchair or walker would have to go completly around the cars to reach the sidewalk. Mr. Keplinger proposed that the sidewalk be marked NO PARKING and designate the south west parking space located next to the Realty Company be reserved for handicap parking. ON A MOTION by Harris, seconded by Goforth, to deny the parking space on the west of Warren Drive for handicap parking, and a notification be sent to the property owner that the Traffic Engineering Committee proposes that the south west parking space located next to the Realty Company be reserved for handicap parking, and that the sidewalk be kept clear at all times for emergency vehicle access. ABSTAIN: None. 3c. Crosswalk Pedestrian Accidents at State and Perkins Streets (Continued from April 10, 1990). Mike Harris reported he could find no visibility problems. Bill Beard reported that the crosswalk is 10 feet wide and not considered a full-width crosswalk. To allow for a full-width crosswalk would move the traffic further back from the intersection. Discussion continued on a cause factor for the pedestrian accidents. William Fernandez arrived at 3:00 p.m. ON A MOTION, by Beard, seconded by Tindle, on findings by the Traffic Engineering Committee, it is determined that the past pedestrian accidents in the south crosswalk of South State Street and Perkins Street do not appear to have been related to the signal timing lights or the geometries of the intersection. AYES: Beard, Fernandez, Goforth, Harris, Tindle, Turner, and Acting Chairman Keplinger. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3d. Cooper Lane Extension - Betty to South Orchard Avenue Extension. Bill Beard reported that the Orchard Avenue extension will begin at East Gobbi Street and Orchard Avenue, continue south through private and undeveloped property connecting at Marlene Street. He asked if it would be feasible to extend Cooper Lane to meet with the new Orchard Avenue extension. It was noted that there are proposed plans for 150 duplexs and apartments to be constructed on the undeveloped property between East Gobbi Street and Marlene Street located along the freeway. Public Works Department expressed that the Cooper Lane extension would allow access for traffic and emergency vehicles for this area and decrease traffic circulation on Waugh Lane and Leslie Street. Roy Tindle asked if a park will be developed in the area. Mr. Harris responded there is a proposal to reserve 1.1 acres to be located around the tree area for a park. Discussion continued regarding the extension of Cooper Lane, proposed developments, reserving a strip of land for an access area, and traffic circulation to Waugh Lane and Leslie Street. ON A MOTION by Tindle, seconded by Turner, that the Traffic Engineering MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JUNE 12, 1990 PAGE 3 Committee recommends to the Planning Commission to consider the Cooper Lane extension, and reserve an appropriate portion of land for an access for traffic circulation. AYES: Beard, Fernandez, Goforth, Harris, Tindle, Turner, and Acting Chairman Keplinger. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3e. Possible Stop Sign on Jackson Avenue at Hazel Avenue. Bill Beard reported that a minor subdivision has been approved at this intersection. The intersection is a 90° angle, the street is narrow and paved, low residential traffic, and a six foot fence is located on both sides of the street. It is determined that a stop sign be placed for the east bound traffic on Jackson Street. ON A MOTION by Beard, seconded by Goforth, that the Planning Department investigate the Zoning Ordinance on Jackson Avenue and Hazel Avenue and report back to the Committee at the July 9, 1990 meeting. AYES: Beard, Fernandez, Goforth, Harris, Tindle, Turner, and Acting Chairman Keplinger. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3f. Sight Distant, North Driveway on Orchard Avenue for Orchard Plaza Shonnine Center. Trunk alu,avn ParkeA ;,,ter s„„rh „f n,-; „o...~., Fred Keplinger reported that he drove by the Orchard Plaza Shopping Center and confirmed that a truck was parked there. Bill Beard mentioned that he received a telephone call from an employee of the shopping center and expressed the problems of exiting from the driveway unable to see traffic coming from the south on Orchard Avenue. Mike Harris suggested to extend the red curb further south. The red curb is currently at the standard marking of 3 feet. ON A MOTION by Harris, seconded by Turner, that the Public Works Department be authorized to extend the red curb on the east side of Orchard Avenue, south from the north driveway to an appropriate distance as determined by the Department. AYES: Beard, Fernandez, Goforth, Harris, Tindle, Turner, and Acting Chairman Keplinger. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 3g. N.E. Corner of Alice and Observator Possible No Parking along Alice Frontage to Allow for Pedestrians. MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JUNE 12, 1990 PAGE 4 Mike Harris recommended that a letter be sent to the Baptist Bible Church requiring that the playground area be removed from the public right-of-way. Ted Goforth advised that the Planning Department investigated this area and it was determined there is no public right-of-way. Discussion continued regarding no sidewalks, and no curb for pedestrians to walk along the Alice Street frontage, and to install NO PARKING signs. ON A MOTION by Goforth, seconded by Tindle, it was recommended that the Traffic Engineering Committee write a letter to the Pastor of the Church informing him of the complaints, and that the Committee will be considering NO PARKING signs along the Alice frontage to allow for pedestrians at the July 10, 1990 meeting. AYES: Beard, Fernandez, Goforth, Harris, Tindle, Turner, and Acting Chairman Keplinger. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. 4. MISCELLANEOUS ITEMS. Mike Harris reported that Greyhound Bus Lines planned to move the business to South State Street across from Talmage Road. This location has been discontinued. Discussion followed for other possible locations for Greyhound Bus Lines to move their business. Bill Beard received a complaint letter from Vincent J. Corcoran, D.C., expressing parking problems with his neighbor to the south. The neighbor parks his personal vehicles in the one parking space located in front of the Doctor's office for days. Mr. Beard advised that the distance from the downtown parking, time parking would not be enforced by the meter maids in this area. Discussion continued regarding the placement of time parking on South Dora Street. ON A MOTION by Tindle, seconded by Harris, the Traffic Engineering Committe to write a letter to the property owners between West Gobbi Street and Observatory informing them that the Traffic Engineering Committee will be considering time parking on the east side of South Dora Street. AYES: Beard, Fernandez, Goforth, Harris, Tindle, Turner, and Acting Chairman Keplinger. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None. Bill Beard received a letter from De Angelis Construction regarding a fire access road for Apple Avenue. Mr. Beard recommended that the Public Works Department and Planning Department make a recommendation to the Planning MINUTES OF THE TRAFFIC ENGINEERING COMMITTEE JUNE 12, 1990 PAGE 5 Commission for the fire access road. Discussion continued regarding an extension from Apple Avenue to Prozio Lane. ON A MOTION by Harris, seconded by Turner, that the Traffic Engineering Committee finds that the public right-of-way connection be consistent in width and curbs between Apple Avenue and Porzio Lane be required as part of any development on properties that will be developed. AYES: Beard, Fernandez, Goforth, Harris, Tindle, Turner, and Acting Chairman Keplinger. NOES: None. ABSENT: Chairman Vara. ABSTAIN: None.
