MINUTES
AUGUST 14, 1990
The meeting was called to order at 2:12 p.m., by Acting Chairman Beard at the
Ukiah Municipal Golf Course, Ukiah, California. Members present were: Beard,
Budrow for Keplinger, Fernandez, Goforth, Tindle, Turner, and Chairman Vara.
Absent: Harris.
APPROVAL OF MINUTES
ON A MOTION by Turner, seconded by Fernandez, it was carried by the following
vote to approve the minutes of the Traffic Engineering Committee meeting of
June 12, 1990, as submitted:
AYES: Beard, Budrow, Fernandez, Tindle, and Turner.
NOES: None.
ABSENT: Goforth, Harris and Chairman Vara.
ABSTAIN: None.
Chairman Vara and Goforth arrived at 2:20 p.m.
Acting Chairman Beard turned the meeting over to Chairman Vara.
DISCUSSION/ACTION ITEMS
3a. Crosswalks and Access to Todd Grove Park (continued from June 12, 1990).
The Traffic Engineering Committee reviewed a map of the Todd Grove Park area
and discussed the following possibilities to improve access to Todd Grove
Park: a crosswalk across Walnut Avenue at Park Boulevard; a crosswalk across
Park Boulevard from the corner of Anton Stadium parking lot to the Swimming
Pool; a stop sign at Anton Stadium parking lot; speed bumps in Anton Stadium
parking lot; a stop sign on Clubhouse Drive at Park Boulevard; a crosswalk
from the Clubhouse across to Todd Grove Park; and, a one-way street on
Clubhouse Drive.
Bill Beard advised that the property in front of the Clubhouse was purchased
at the time that either the park area or the golf course was purchased. He
explained it has never been shown on a map as far as a subdivision track so it
is a City street by virtue of existing.
Ted Goforth stated a crosswalk is needed from the Clubhouse to the bar-b-que
area due to the need to have access to the bathrooms.
Discussion followed.
ON A MOTION by Goforth, seconded by Tindle, it was carried by the following
vote to install a crosswalk across Walnut Avenue at Park Boulevard:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, and Turner.
NOES: None.
ABSENT: Harris and Chairman Vara.
ABSTAIN: None.
ON A MOTION by Goforth, seconded by Tindle, it was carried by the following
vote to install a crosswalk across Park Boulevard from the easterly corner of
Anton Stadium parking lot to the Swimming Pool:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, and Turner.
NOES: None.
ABSENT: Harris and Chairman Vara.
ABSTAIN: None.
ON A MOTION by Goforth, seconded by Tindle, it was carried by the following
vote to install a crosswalk across Clubhouse Drive from the north corner of
the Clubhouse to the Todd Grove Park bar-b-que area opening in the wall:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, and Turner.
NOES: None.
ABSENT: Harris and Chairman Vara.
ABSTAIN: None.
ON A MOTION by Goforth, seconded by Tindle, it was carried by the following
vote to install a stop sign at the easterly exit of the Anton Stadium parking
lot:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, and Turner.
NOES: None.
ABSENT: Harris and Chairman Vara.
ABSTAIN: None.
ON A MOTION by Tindle, seconded by Fernandez, it was carried by the following
vote to install speed bumps on the Anton Stadium parking lot 50 feet back from
both the entrance and exit:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, and Turner.
NOES: None.
ABSENT: Harris and Chairman Vara.
ABSTAIN: None.
ON A MOTION by Turner, seconded by Tindle, it was carried by the following
vote to install a stop sign at the west exit of the Anton Stadium parking lot:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, and Turner.
NOES: None.
ABSENT: Harris and Chairman Vara.
ABSTAIN: None.
It was determined that additional study was needed regarding the proposed stop
sign at Clubhouse Drive.
Discussion followed regarding loading zones, handicap parking, and one-way
streets.

ON A MOTION by Tindle, seconded by Turner, it was carried by the following
vote to eliminate parking 20' in either direction of the crosswalk across
Walnut Avenue at Park Boulevard:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, and Turner.
NOES: None.
ABSENT: Harris and Chairman Vara.
ABSTAIN: None.
It was determined to hold a public hearing at the Traffic Engineering
Committee's October 9, 1990 meeting to receive citizen input regarding making
Park Boulevard a one-way street.
3b. N.E. Corner of Alice and Observatory, Possible No Parking Along Alice
Frontage to Allow for Pedestrians.
Ted Goforth reported several citizens who live on Alice Avenue have complained
about the lack of pedestrian frontage along Alice Avenue. He explained the
property line on the corner of Alice and Observatory comes out almost to the
curb line, so most of the cars are parked right up against the fence on the
property line which does not allow room for pedestrians to walk without having
to go out into the street.
Roy Tindle asked if the fence is legal.
Mr. Goforth replied it is a pre-existing, non-conforming use.
Discussion ensued regarding placement of no parking signs.
ON A MOTION by Goforth, seconded by Fernandez, it was carried by the following
vote to install a no parking zone on the Alice Avenue side of the parcel at
400 Observatory Avenue for reasons of pedestrian safety:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, Turner and Chairman Vara.
NOES: None.
ABSENT: Harris.
ABSTAIN: None.
Ken Budrow suggested an option would be to to ask the property owner if he
would be willing to install a sidewalk which would keep pedestrians out of the
street and also maintain a parking space.
Bill Beard replied the front yard is very small and the property line runs out
to the curb where the fence is located. Any type of setback to allow sidewalk
to be installed would impact the already small front yard.
It was determined to notify the property owner of this option and to make him
aware that in the event he chooses to install a sidewalk, curb and gutter at
this location the no parking zone would be removed.
3c. Request for Stop Signs, 4-Way, at Brush Street and Orr Street -
Mrs. Guardine.
Bill Beard reported Mrs. Guardine lives in a unit at the southwest corner of

this intersection which is in the City limits. He advised that Brush Street
and Orr Street at this corner is all in the County so the Committee could not
take any action to install stop signs at this intersection. He noted an
option would be to make a recommendation to the County Public Works Department
to consider placing stop signs at this location.
Discussion followed.
ON A MOTION by Beard, seconded by Tindle, it was carried by the following vote
to make a recommendation to the appropriate Mendocino County agency
recommending they study the intersection of Brush Street and Orr Street for
review of possibly placing 4-stop signs at this location:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, Turner and Chairman Vara.
NOES: None.
ABSENT: Harris.
ABSTAIN: None.
Chairman Vara turned the meeting over to Acting Chairman Beard and left at
3:00 p.m.
3d. Request for Centerline Stripe - Capps Lane, Homewood Drive, and
Carrigan Lane.
Bill Beard advised that normally subdivision type streets are not striped
unless there is a problem with them. He noted that Empire Drive which is in
this area does not have a centerline stripe.
Discussion ensued regarding the traffic patterns in this subdivision. The
width and curvature of Capps Lane was also discussed. It was determined that
neither Homewood Drive nor Carrigan Lane have the same traffic patterns as
Capps Lane, thus, striping would not be needed on these two streets at this
time.
ON A MOTION by Goforth, seconded by Turner, it was carried by the following
vote to centerline stripe Capps Lane from Bush Street to Despina Lane:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, and Turner.
NOES: None.
ABSENT: Harris and Chairman Vara.
ABSTAIN: None.
3e. Request for Timed or Restricted Parking in area of 807 South Dora -
Doctor Corcoran.
Bill Beard reported he received a complaint letter from Vincent J. Corcoran,
D.C., expressing parking problems with his neighbor to the south. The Doctor
indicated the neighbor owns approximately seven vehicles and one of the
vehicles is often parked in front of his office for days at a time. Doctor
Corcoran requested that a two hour timed parking restriction be placed on this
one parking space. Mr. Beard advised that due to the distance from downtown
parking, timed parking would be difficult for the meter maids to enforce in
this area.

Georgia Rowe, 811 S. Dora Street, stated she is the neighbor in question and
does not oppose the timed two hour parking for the one space in front of the
Doctor's office, but does object to a two hour parking restriction for the
800 block of South Dora Street. She explained this parking is used by mixed
residential, doctors' offices, and St. Mary's School. She noted Doctor
Corcoran has four off-street parking spaces at the rear of the building for
his practice.
Leland Wolfe, 803 S. Dora Street, stated he feels the timed parking
restriction should only apply to the one parking space in front of the
Doctor's office.
Ken Budrow, Police Department, questioned how future spot, timed, parking
would be handled and expressed concern regarding enforcement.
A MOTION by Beard, seconded by Goforth, to recommend the City Council
establish a two hour parking restriction in front of 807 S. Dora Street failed
by the following vote:
AYES: None.
NOES: Beard, Budrow, Fernandez, Goforth, Tindle, Turner and Chairman Vara.
ABSENT: Harris.
ABSTAIN: None.
Bill Beard explained the City Council establishes timed parking.
Discussion followed regarding school employees using the street parking,
residential use of street parking, adequate room for turn around, and that
there is no other timed parking in the immediate area on Dora Street.
3f. Reguest for 3-Way Stop at Perkins and Leslie Street.
Bill Beard reported he received this request from a handwritten note that had
been placed on his desk.
Discussion followed regarding the need for a current circulation study of this
intersection, the possibility of rerouting Leslie Street traffic to Hospital
Drive, and the long range plans for Perkins Street as addressed in the
redevelopment plan.
Bill Beard reviewed a 1983 traffic pattern count for this intersection. He
stated there have been two non-injury traffic accidents in the last 18 months
with one being a head-on collision and the other was a vehicle that was
rear-ended.
ON A MOTION by Turner, seconded by Tindle, it was carried unanimously that a
three-way stop sign is not an appropriate solution to the existing traffic
pattern at Perkins and Leslie Streets, and to refer this matter to the
Planning Department for consideration during the circulation element of the
General Plan revision this year:
AYES: Beard, Budrow, Fernandez, Goforth, Tindle, and Turner.
NOES: None.
ABSENT: Harris and Chairman Vara.

MISCELLANEOUS ITEMS
Ken Budrow expressed concern regarding congestion and the traffic flow in the
downtown area, i.e., State Street at Perkins Street. He indicated the present
condition could be a hazard for emergency vehicle access.
It was determined the matter of speed limit signs on Low Gap Road near the
High School is out of the City's jurisdiction and the Traffic Engineering
Committee will refer this matter to the County.
