MINUTES
OCTOBER 9, 1990
The meeting was called to order at 2:07 p.m., by Chairman Vara in Conference
Room 3, at the Civic Center, Ukiah, California. Members present were: Beard,
Budrow for Keplinger, Fernandez, Harris, Turner, and Chairman Vara. Absent:
Goforth and Tindle. Others Present: Dave Hardy, Supervisor of Planning,
Mendocino Transit Authority.
APPROVAL OF MINUTES
ON A MOTION by Beard, seconded by Budrow, it was carried by the following vote
to approve the minutes of the Traffic Engineering Committee meeting of August
14, 1990, as submitted:
AYES: Beard, Budrow, Fernandez, Turner and Chairman Vara.
NOES: None.
ABSENT: Goforth and Tindle.
ABSTAIN: Harris.
The Traffic Engineering Committee meeting of September 11, 1990, was canceled
due to the lack of a quorum.
DISCUSSION/ACTION ITEMS
3A. Request for Stop Signs at Beacon Lane and Beacon Way, Beacon Lane and

Bill Beard reported this request for stop signs was received by him over the
telephone from Mr. Rice. Mr. Rice explained there used to be stop signs at
these locations but due to construction in the area the stop signs were
removed and not replaced. Mr. Beard explained that Mr. Rice expressed concern
regarding speeding vehicles at these locations.
Ken Budrow advised that unless Beacon Way is extended from Beacon Lane to
Wabash Avenue he does not feel there is a need for stop signs at these
locations.
Mike Harris concurred with Ken Budrow. He stated that if the stop signs are
not designated by code, he feels they should not be replaced.
Chairman Vara asked if Yield traffic signs would be of help in this area.
Discussion followed.
Bill Beard advised there was one vehicle traffic accident at this location in
1988, but none in 1987, 1989, and 1990. He also advised that past resolutions
did not verify that stop signs had been approved by the City Council at these
locations.
ON A MOTION by Harris, seconded by Fernandez, it was carried by the following
vote that no new stop signs be installed at Beacon Lane and Beacon Way or at
Beacon Lane and Berkley Way, reasons being that traffic is minimal at these
locations, there is adequate visibility at these intersections, there are only
8-10 dwelling units on each street, and that the Police Department review the
area for possible speeding that may have occurred:
AYES: Beard, Budrow, Fernandez, Harris, Turner and Chairman Vara.
NOES: None.
ABSEATT: Goforth and Tindle.
ABSTAIN: None.
Chairman Vara requested the Police Department contact Mr. Rice with an update
regarding the status of his request.
3B. Request for Stop Sign on Mendocino Drive at north end of Gardens Avenue -
Frank Bean.
Bill Beard stated he received this request from Frank Bean over the telephone.
He explained Gardens Avenue ties into Mendocino Drive creating a rather
strange intersection. He reported that visibility at this location appears to
be good. He advised no vehicle traffic accidents have occurred at this
intersection from 1987-1990.
Discussion ensued regarding installing a Yield sign at this location, and the
fact that there are no stop signs on most of the City's residential streets.
Steve Turner asked why the City appears to be eliminating Yield signs.
Bill Beard responded the Yield signs seem to be confusing to the public.
Mike Harris reviewed City Municipal Code 7.01.
ON A MOTION by Harris, seconded by Turner, it was carried unanimously by the
following vote to recommend no stop sign be placed on Mendocino Drive due to
the low volume of traffic and good site distance:
AYES: Beard, Budrow, Fernandez, Harris, Turner and Chairman Vara.
NOES: None.
ABSENT: Goforth and Tindle.
ABSTAIN: None.
MISCELLANEOUS ITEMS
The Traffic Engineering Committee reviewed four bus stop proposals presented
by David Hardy, Supervisor of Planning, Mendocino Transit Authority.
Discussion followed.
ON A MOTION by Beard, seconded by Vara, the following four bus stop proposals
were approved by the following vote:
1. A new stop on the northbound side of Orchard Street between Penneys and
Mervyns opposite Hospital Drive.

2. Upgrade approved stop on southbound Orchard Street at Pear Tree Plaza
with shelter compatible with that existing directly across the street.
3. Additional stop at Frank Zeek School, southbound on Bush Street between
school's driveways. Stop would be located directly across from existing
northbound stop on Bush Street. Staff recommended MTA request approval
from authorities at Frank Zeek School. Due to this area being used as a
bike lane, Staff requested planter boxes be placed at each end of the
bench for better visibility.
4. A new stop on north side of West Gobbi Street, west of Payless driveways,
between driveway and Oak Street.
AYES: Beard, Budrow, Fernandez, Harris, and Chairman Vara.
NOES: None.
ABSENT: Goforth and Tindle.
ABSTAIN: Turner.
Chairman Vara advised that the City does not have any pedestrian/bicycle
projects for 1990-91, so in turn did not make an application to MCOC for
funding this year. He advised additional information regarding this matter
will be included in the November 13, 1990 agenda packet.
Mike Harris stated he would like the Committee to consider eliminating "Yield"
traffic signs throughout the City. Discussion ensued regarding the various
locations of "Yield" signs.
ON A MOTION by Harris, seconded by Beard, it was carried by the following vote
to add the application/review of "Yield" signs to the November 13, 1990,
Traffic Engineering Committee agenda:
AYES: Beard, Budrow, Fernandez, Harris, Turner and Chairman Vara.
NOES: None.
ABSENT: Goforth and Tindle.
ABSTAIN: None.
Steve Turner expressed concern regarding the left turn pocket on East Gobbi
Street at State Street not being deep enough. It was determined to add this
item to the November 13, 1990, Traffic Engineering Committee agenda for
additional discussion.
Steve Turner stated that due to continued growth in the area he feels the City
may have a traffic circulation problem at North Orchard Street, Clara Avenue,
and Brush Street.
Mike Harris stated this area will be looked at when review/discussions of the
General Plan commences. Mr. Harris advised that the City has no jurisdiction
regarding Brush Street.
