Therefore, the September Traffic Engineering Committee meeting will be

TRAFFIC ENGINEERING COMMITTEE
AUGUST 12, 1986
The meeting was called to order by Acting Chairman Beard at 2:00 p.m., in the
Old City Council Chambers, 111 West Church Street. Members present were
Beard, Cannon, Goforth, Grothe, Harris, Chief Keplinger, Anderson representing
Vara and Chairman Fernandez. Absent: None.
ON A MOTION by Harris, seconded by Beard, it was carried unanimously to
approve the July 8, 1986, minutes of the Traffic Engineering Committee as
submitted.
Chairman Fernandez arrived at 2:12 p.m.
DISCUSSION/ACTION ITEMS
A. Speed Limit - Bush Street, Low Gap to Empire Drive
This matter was continued to the September 9, 1986 meeting. (The Speed Zone
Study to establish appropriate signing for Bush Street was not completed.)
B. MTA's Proposal for New Bus Stop Locations
Together, Monica Finn and the Committee reviewed MTA's proposed new bus stop
locations throughout the City of Ukiah.
Following careful consideration for the safety and convenience of passengers,
the Committee approved the following MTA bus stop locations within the City of
Ukiah:
1. Northeast corner of North Bush Street and Arlington approximately twenty
(20) feet north of stop sign.
2. Southwest side of North Bush Street and Arlington intersection
approximately twenty (20) feet south of stop sign.
3. Northeast corner of North Bush Street and Empire Drive just north of
corner.
4. Southwest corner of North Bush Street and Empire Drive just south of
corner.
5. Northwest corner of North Bush Street and Cypress approximately fifty
(50) feet north of corner.
6. Northeast corner of North Bush Street and Cypress just north of corner.
Continued to September 9, 1986 meeting, pending notification of property
owners.
7. East side of North State Street, just north of Low Gap, between the two
driveways in front of former Zimmerman Mortuary.
8. West side of South State Street in front of Mutt Hutt just north of
Freitas and south of Mutt Hutt driveway. Continued to September 9, 1986
meeting.

The matter of MTA extending the red curb approximately three feet at the
existing bus stop on the east side of the 1100 block of South Dora Street was
continued to the September 9, 1986 meeting, pending further review.
C. Red Curb in Front of 200 and 226 Empire Drive
ON A MOTION by Harris, seconded by Grothe, it was carried unanimously to paint
a centerline stripe on Empire Drive between Bush Street and State Street; and
to red paint the North curb of Empire Drive opposite Elm Street in front of
200 Empire Drive for approximately forty (40) feet East of the driveway, and
in front of 226 Empire Drive for approximately fifteen (15) feet West of the
driveway.
It was determined to notify the property owners affected by this decision. If
they have no objections, the above action will be taken.
D. Traffic Circulation - Lovers Lane Property
Director of Planning Harris reported the Planning Commission has requested a
report from the Committee regarding the traffic impact of development in this
area (700/800 dwelling units) as proposed in General Plan Amendment 1986-B.
He requested the Committee's recommendations regarding this matter.
Considerable discussion ensued regarding traffic circulation, i.e., dumping of
traffic onto the existing facilities, multiple ingress/egress points for the
development, stop signs, traffic circulation being the responsibility of the
developer (the Committee considered the costs to the developer) and the
developers need to mitigate these issues with the City/County.
ON A MOTION by Beard, seconded by Grothe, it was carried unanimously to
recommend to the Planning Commission that development in this area can be
accommodated as long as the need for "planned traffic circulation" is
recognized and all necessary improvements are included in any actual
development. Mike Harris abstained.
E. Special Events Permit - Ukiah Wheelers Poker Run, September 28, 1986
Assistant Director of Public Works Beard reported the Ukiah Wheelers Bicycle
Club is planning a family bicycle riding day entitled "The Poker Run"
scheduled for September 28, 1986. The applicant's permit application appears
to be in order.

ON A MOTION by Harris, seconded by Grothe, it was carried unanimously to
approve the Special Events Permit for the Ukiah Wheelers Poker Run scheduled
for September 28, 1986, subject to all standard conditions.
F. Request for Stop Sign - Hope and Smith Streets (Lawrence J. Gonshorowski)
Bill Beard reported his office received a letter from Lawrence J. Gonshorowski
requesting a stop sign be placed at Hope and Smith Streets to help prevent
future accidents. In hi.s letter Mr. Gonshorowski noted several near misses at
this corner.
Discussion ensued regarding landscape foliage, trees and bushes obstructing
visibility at this corner. Also discussed was the potential need in the
future of a stop sign at this corner.
ON A MOTION by Harris, seconded by Grothe, it was carried unanimously to
request property owners at this corner cut back shrubs and trees to clear
visibility for motorists.

G. Stop Sign for Southbound Traffic on South Street_at_Luce Avenue
In response to a request from the City Manager regarding a citizen's concern
for a stop sign in this area, the Committee reviewed the present status of the
stop signs at this location.
ON A MOTION by Harris, seconded by Beard, it was carried unanimously to note
to the City Manager stop signs are currently on South Street at Luce Avenue
and Observatory, and that the Committee did not feel Luce or Observatory
should be stopped.
MISCELLANEOUS ITEMS
A
al Events Permit - PENOFIN lOK, Performance Coat
val. October 18 and 19. 1986
Steve San Filippo, Race Director, reported that Performance Coatings, Inc.,
and the Ukiah Chamber of Commerce have planned a PENOFIN lOK, Performance
Coatings Running Festival for October 18 and 19, 1986. The race will begin at
8:30 a.m, on the 19th. Plans are for 1500 runners. The proposed purse will
be $36,000 plus incentives and bonuses. He described the race route.
Discussion ensued regarding proper coverage at every intersection, closure of
streets, barricades and traffic flagpersons. Performance Coatings, Inc., was
commended for their efforts in conducting last years races.
Performance Coatings, Inc., was requested to provide the standard $1,000,000
Certificate of Insurance naming the City of Ukiah as co-insured.
ON A MOTION by Cannon, seconded by Chief Keplinger, it was carried unanimously
to approve the proposed PENOFIN lOK route as presented, and the Performance
Coatings, Inc., Running event on October 19, 1986, subject to the standard
conditions, including the City being named as co-insured on the Certificate of
Insurance.

B. C.R.E.A.M. Organization - Painting of Addresses on Curbs
Deputy Director of Public Works Goforth expressed concern regarding some curb
areas being painted out and the numbers not being replaced.
C. Door to Door Sales
It was noted that young adults from outside the immediate area are going door
to door with different items for sale.

Please find attached two copies of the Engineering and Traffic
Survey for the extension of North Bush Street. This study was
completed as a work product of the 1986/87 Transportation
Planning S9ork Program.
The results of this survey indicate that a speed zone of 30
miles per hour on North Bush Street would facilitate the safe
and orderly movement of traffic. This speed was selected
chiefly because it corresponds to the prevailing speeds which
now exist on this street.
Factors which would warrant further downgrading to a lower
speed do not appear to be significant. There are no conditions
on this street which are not readily apparent to the driver and
the brief accident history has not established a problem.
I will be happy to discuss the theory and methodology of speed
zoning with City staff and the City Council, if appropriate.

BACKGROUND
North Bush Street is a two lane arterial which parallels Ukiah's
chief north-south arterial, State Street. It carries moderate
traffic volumes which will be increasing due to ongoing development
of adjacent properties.
In Fall 1985, North Bush Street was extended beyond Frank Zeek
School to meet the existing County section of Bush Street,
CR 250C, to the north of Empire Drive. This improvement closed
the gap in the Dora/Bush north-south corridor which parallels
State Street the entire length of Ukiah. This Engineering and
Traffic Survey deals with the segment of North Bush Street which
lies between Low Gap Road and the northern City limits.
FINDINGS
1. Traffic Volumes:
Traffic was monitored shortly after the new segment of Bush
Street was opened in October, 1985. Volumes obtained at that
time indicated that approximately 1550 vehicles per day utilize
this street segment. Several more dwelling units have been
completed along this street since the original volume monitoring
was conducted and several other units are now under construction.
It is anticipated that traffic will increase on this street and will
soon exceed 2,000 vehicles per day.
2. Traffic Accidents:
Since most of the street being surveyed is new, a reliable
accident history is lacking. There have been no reported
accidents on this segment from the time it was opened to
traffic through March, 1986. The first quarter of 1986 is the
most recent period for which accident data is now available.
3. Prevailing Speeds:
A Spot Speed Survey was conducted between Garrett Drive and
Empire Drive. The Prevailing Speed as indicated by the 85th
Percentile of the survey sample is 33.7 A1PH. The Pace for this
segment of street was 24-34 MPH. The Pace is the 10 D4PH range
of speeds which contains the largest number of observations.
The upper end of the Pace should be generally within 2-3 miles
per hour of the 85th Percentile and is used to verify the validity
of the 85th Percentile measurement. The radar spot speed
study on this segment of North Bush Street shows a high degree
of consistency between the 85th Percentile and the upper end
of the Pace.

4. Other Factors:
a. North Bush Street consists of two 12 foot travel lanes
with on-street parking permitted. Class II bikeways
extend from south of Garrett Drive to the City Limits
on both sides of this facility. Total width is approximately
SO feet.

b. The adjacent land use is residential. Most of the residential
area is low density although there is some medium density
mixing. To the north, adjacent to the County section of
Bush Street, there are some high density units.
c. Within the study area, there is a 3-way Stop at Arlington
Drive and a 4-way Stop at Empire Drive.
d. There is a reverse curve between Arlington and Garrett
which matches the tangent sections to the north and south
of the curve. The offset is approximately 70 feet.
e. A significant portion of this street segment lies within the
school zone which has been established for Frank Zeek School.
f. Pedestrian facilities are in place along the entire length
of North Bush Street.
g. A Class I Bikeway exists adjacent to the sidewalk along the
Frank Zeek School property from the terminus of the Class
II Bikeway north of the reverse curve.
EVALUATION
Selection of a suitable speed limit is based on the premise that
a reasonable limit is one that conforms to the actual behavior
of the majority of motorists. Therefore if the speeds of the
motorists are measured, a reasonable and effective speed limit
can be selected. The primary measures of prevailing speeds are the
eighty fifth percentile (85th P.) and Pace. The 85th Percentile
speed is that speed at which 85o of motorists travel below.
Conversely, only 15°s of motorists travel above that speed. The
Pace is a ten mile per hour range of speed which contains the
highest number of observations.
Consideration should be given to both the 85th Percentile and
Pace when establishing a suitable speed. Experience has shown
that speed limits should be established at or below the 85th
Percentile speed. The Pace is generally used as a check on
the validity of the 85th Percentile measurement. In general,
the upper limit of the Pace and the 85th Percentile should be very
close.
Prevailing speeds as established in this survey indicate that a
speed zone of 30 miles per hour would be appropriate. Although
the roadway width is conducive to higher operating speeds,
the presence of a 3-way stop, a 4-way stop, and a reverse
curve will tend to temper excessive speeds. The school zone
adjacent to Frank Zeek School will also tend to have a moderating
effect on travel speeds on this street.
AUTHORITY
Section 21351 of the California Vehicle Code empowers local
authorities to place and maintain traffic control devices upon streets
and highways under local jurisdiction as may be necessary to properly
indicate and carry out provisions of the C.V.C. or local traffic
ordinances.
Section 22357 of the California Vehicle Code permits a local
authority to declare a prima facie speed limit of greater than
25 miles per hour on any street or highway under local jurisdiction.
Such declaration shall be by ordinance and based upon an engineering
and traffic survey.
Section 40802 of the California Vehicle Code requires that speed
zones on local streets which are enforced by radar or by another
electronic means must be justified by an engineering and traffic
survey conducted within five years of the date of enforcement.
RECOMMENDATION
It is recommended that the City Council of the City of Ukiah
adopt an Ordinance to declare a 30 miles per hour zone on North
Bush Street from Low Gap Road to the northerly City limits.

Drive painted red opposite Elm Street. The curb is to be painted at the
following locations:
1. In front of 200 Empire Drive, for approximately forty (40) feet
