ADJOURNMENT MINUTES TRAFFIC ENGINEERING COMMITTEE SEPTEMBER 16, 1986 The meeting was called to order by Acting Chairman Harris at 2:00 p.m., in the Old City Council Chambers, 111 West Church Street. Members present were Beard, Cannon, Goforth, Harris, Keplinger and Anderson representing Vara. Absent: Grothe and Chairman Fernandez. ON A MOTION by Beard, seconded by Keplinger, it was carried unanimously to approve the August 12, 1986, minutes of the Traffic Engineering Committee as submitted. DISCUSSION/ACTION ITEMS A. Request to Remove Red Curbin¢ at Perkins and Barnes Streets Assistant Director of Public Works Beard reported his office has received a request from Agnes Loucks to remove the red curb at Perkins and Barnes Streets. During discussion it was established that for safety sake the red curbing should remain in place. ON A MOTION by Cannon, seconded by Keplinger, it was carried unanimously to deny the request to remove red curbing at Perkins and Barnes Streets. B. Bush Street Speed Study - Low Gap Road to Empire Drive Assistant Public Works Director Beard reviewed the Engineering and Traffic Survey Study for the extension of North Bush Street. This study was completed by the County of Mendocino under the MCOG 1986/87 Transportation Planning Work Program. Mr. Beard reported the results of this survey indicate that a speed zone of 30 miles per hour (mph) on North Bush Street would facilitate the safe and orderly movement of traffic. The 30 mph speed was selected because it represents the 85 percentile speeds which now exist on this street. Chief Keplinger recommended a speed zone of 25 miles per hour. During discussion it was noted that factors which would warrant further downgrading to a lower speed do not appear to be significant; also, there does not appear to be any conditions on this street that are not readily apparent to the driver. ON A MOTION by Beard, seconded by Cannon, it was carried unanimously to post a speed zone of 30 miles per hour on North Bush Street from Low Gap to Empire Drive and to retain the existing school zone signing. TRAFFIC ENGINEERING COMMITTEE MINUTES OF SEPTEMBER 16, 1986 PAGE 1 C. Proposed Red Curb, 200 and 226 Empire Drive Assistant Director of Public Works Beard reviewed a letter from Phyllis Rickel, 226 Empire Drive, opposing the centerline stripe on Empire Drive between Bush Street and State Street, and the north curb of Empire Drive opposite Elm Street being painted red. Discussion ensued regarding off site parking in this area, traffic circulation and the use of stop signs. Deputy Director of Public Works Goforth reported that when two cars are parked in front of 226 Empire Drive they overlap into the neighbors driveway. Planning Director Harris stated the Zoning Code requires two off street parking spaces for each residence. Bill Beard stated he feels the red curb is necessary for site distance and for the safe movement of traffic in this area. ON A MOTION by Goforth, seconded by Beard, it was carried unanimously to proceed with painting red the north curb of Empire Drive opposite Elm Street and to centerline Empire Drive. D. MTA - Proposed Bus Stops Monica Finn, representing MTA, and the Committee reviewed the following MTA proposed new bus stop locations. 6. N.E. Corner Bush Street and Cypress Avenue Due to no response from property owners, Monica Finn requested this item be continued to the October 14, 1986 meeting. 8. West Side State Street, North of Mutt Hutt Driveway ON A MOTION by Cannon, seconded by Keplinger, it was carried unanimously to approve a bus stop location on the west side of State Street just north of the Mutt Hutt driveway. 12. South Side Standley Street, West of School Street Considerable discussion ensued regarding the safety, visibility and congestion of both pedestrians and traffic at the corner of Standley and School Streets. It was noted there is no bus stop on Standley Street from Bush Street to Main Street. A MOTION by Cannon, seconded by Beard, to place a bus stop on the south side of Standley Street west of School Street failed by a tie vote. A MOTION by Harris to recommend the City Council eliminate two parking spaces on Standley Street and place a bus stop at the southeast corner of Standley and Oak Streets failed for the lack of a second. TRAFFIC ENGINEERING COMMITTEE MINUTES OF SEPTEMBER 16, 1986 PAGE 2 A MOTION by Beard, seconded by Cannon, to convert the loading zone by Kinney~s Gifts to a red zone to be used as a bus stop on Standley Street was defeated by a four to two vote. Discussed at length was the possibility of combining the existing loading zone on the south side of Standley Street at the corner of School Street with a timed bus stop. ON A MOTION by Cannon, seconded by Keplinger, it was carried unanimously to continue Bus Stop 12 to the October 14, 1986 meeting, pending further review. 15. West Side South Orchard Avenue, Adjacent to DMV/CHP Sign, Existing Stop ON A MOTION by Goforth, seconded by Cannon, it was carried unanimously to approve a bus stop on the west side of South Orchard Avenue, adjacent to the Department of Motor Vehicles/California Highway Patrol sign. East Side South Dora Street, 1100 Block ON A MOTION by Cannon, seconded by Keplinger, it was carried unanimously to extend the red curb approximately three feet at the existing bus stop on the east side of the 1100 block of South Dora Street. E. Report - Sight Distance Clearance, Hope and Smith Streets It was determined the property owners have corrected the sight distance problems at this location. F. Request to Extend Existing Loading Zone (South Side Smith Street, West of State Street) or Establish New Zone, West Side State Street, North of t Mr. Yee, owner of the Furniture Emporium, requested the existing loading zone on the south side of Smith Street, west of State Street be extended to accommodate the big tractor/trailer rigs that must park there to unload furniture for his store. Also, he suggested if this was not possible, he would like to convert one parking space on the west side of State Street, north of Smith Street, into a loading zone. Considerable discussion ensued regarding multiple use zones and the complexity of traffic circulation in this congested area. ON A MOTION by Goforth, seconded by Beard, it was carried unanimously to continue this matter to the October 14, 1986 meeting, pending further review. G. Election 1) Chairman: Fred Keplinger nominated George Vara. Candy Anderson nominated Fred Keplinger. TRAFFIC ENGINEERING COMMITTEE MINUTES OF SEPTEMBER 16, 1986 PAGE 3 ON A MOTION by Goforth, seconded by Beard, it was carried unanimously to close the nominations. George Vara was elected Chairman of the Traffic Engineering Committee by a four to two vote. 2) Vice Chairman: Bob Cannon nominated Fred Keplinger. Fred Keplinger was elected Vice Chairman by a unanimous voice vote. MISCELLANEOUS ITEMS Assistant Director of Public Works Beard recommended consideration be given to establishing a truck route through the City of Ukiah. He explained that due to the length, width and weight of the trucks going through the City, traffic congestion is a hazard and the City streets are incurring extensive damage. This matter was continued to the October 14, 1986 meeting, pending further research. Candy Anderson requested the Committee take another look at Phyllis Rickel's request for a stop sign at 200 Empire Drive going west and a stop sign at the north side of 1998 Elm (on Empire Drive) making this area a three-way stop sign intersection. Ha ris, Acting Chairman ATTEST: ~~ Faye Mc ee, Recordi Secretary TRAFFIC ENGINEERING COMMITTEE MINUTES OF SEPTEMBER 16, 1986 PAGE 4 PARADE/SPECIAL EVENT PERMIT APPLICATION T0: FROM: City of Ukiah Traffic Engineering Committee (TEC) -~+Cr~ -C~~~c~ 1 (Telephone) SUBJECT: Procedure for Obtaining Permit for Parade or Special Event The following is a list of rules and regulations that must be followed to obtain a permit for a parade/special event: 1. The applicant shall give at least sixty (60) days advance notice to the TEC. This can be done in person or by letter. The regular TEC meetings are held on the second Tuesday of each month at 2:00 p.m., in the Old City Council Chambers, 111 West Church Street. The applicant shall, in writing, outline the nature of the request, proposed routes, date and time of event and estimate of the number of participants. 2. Liability Insurance - This requirement can be met by either naming the City of Ukiah as co-insured on an existing policy ($1,000,000.00 minimum coverage) or by obtaining the necessary insurance from the City of Ukiah Finance Department, 203 South School Street. 3. The street, at all times, will be open to emergency vehicles. No barricades or other structures will be placed within the roadway that cannot, in the event of an emergency, be easily removed without the use of equipment. 4. By news release and/or paid advertisement, applicant shall advise residents and businesses in the area affected by the parade route of the planned traffic control at least 72 hours prior to the proposed event. 5. Applicant shall, in writing, indemnify and save harmless the City of Ukiah and its officers and employees thereof from any claims, suits or actions of any name, kind and description brought forth, or on account of, injuries to or death of any person or damages to property resulting from the use of any City streets for said event. 6. Applicant shall provide sufficient number of flagpersons to implement any and all necessary traffic controls. Those individuals who will act as flagpersons advising motorists of the situation and soliciting coopera- tion of those motorists who may be affected during the period of the event shall be properly instructed and equipped to execute their task safely and politely. The Chief of Police, or his designee, must review and approve the program of instruction for training of the person for such duty (Vehicle Code Section 21100). Parade/Special Event rmit Application Page 2 7. Applicant shall arrange for necessary approved type barricades through private rental agencies. Placement of barricades shall be coordinated and approved by the Police Department. 8. Applicant shall contact the Ukiah Police Department, Ukiah Fire Department and Public Works Department for coordination purposes to assure the citizens are inconvenienced to the least extent possible. 9. The applicant shall be billed for any costs associated with this event should any overtime costs be incurred by any City department. Any exception to this requirement must be approved by the City Council. 10. Toilet Facilities - If the requested permit is for an event that will take place in a confined area in excess of three hours, one toilet will be required for every 100 persons in expected attendance. If local businesses are open and if owners are agreeable to let the general public use their restroom facilities, this would satisfy the requirement. 11. Security Officers - Applicant should arrange for private security guards, if appropriate, at a rate of four (4) security guards for the first 400 people in attendance and additional guard for each 200 in excess of 500. 12. Miscellaneous Requirements - Any additional requirements will be specified on a separate sheet.
