TRAFFIC ENGINEERING COMMITTEF.
OCTOBER 14, 1986
The meeting was called to order by Vice Chairman Keplinger at 2:00 p.m., in
the Old City Council Chambers, 111 West Church Street. Members present were
Beard, Goforth, Grothe, Harris and Keplinger. Absent: Cannon, Fernandez and
Chairman Vara.
ON A MOTION by Harris, seconded by Beard, it was carried unanimously to
approve the September 16, 1986, minutes of the Traffic Engineering Committee
as submitted.
DISCUSSION/ACTION ITEMS
A. Parade Permit - Homecoming Float Parade, Ukiah High School
October 24, 1986, 3:30 p.m, to 4:00 p.m.
It was noted the participants will be responsible for clean-up after the
horses in the parade.
ON A MOTION by Harris, seconded by Grothe, it was carried unanimously to
approve the Ukiah High School Homecoming Parade Permit, October 24, 1986,
subject to all standard requirements and that the School District provide the
City with the necessary Certificate of Insurance, naming the City as
additional insured.
B. MTA - Proposed Bus Stops (Continued from September 16, 1986 meeting.)
116. N.E. Corner Bush Street and Cypress Avenue
Monica Finn, representing MTA, reported again no response had been received
from the property owners.
After determining that every effort had been made to notify the property
owners at the northeast corner of Bush Street and Cypress Avenue, and that no
objections had been submitted, the Committee entertained the following motion:
ON A MOTION by Harris, seconded by Grothe, it was carried unanimously to
approve a bus stop at the northeast corner of Bush Street and Cypress Avenue.
1112. South Side Standley Street, West of School Street
Monica Finn reviewed the results of an MTA drivers survey regarding what time
of day, and how many, passengers boarded and disembarked at this location.
She stated a representative from the Savings Bank and Kinney's Gifts had been
contacted and they had no objection to a multipurpose loading zone/bus stop at
this location.
Considerable discussion ensued regarding the need for multipurpose zoning in
the downtown area, safety, visibility and congestion of both pedestrians and
traffic at the corner of Standley and School Streets.

ON A MOTION by Harris, seconded by Beard, it was carried unanimously to
authorize a bus stop on Standley Street at the southwest corner of Standley
and School Streets on a trial bases with the option of an immediate review
if/when a complaint is heard.
C. Request to Extend Existing Loading Zone (South Side Smith Street, West of
State Street) or Establish New Zone, West Side State Street, North of
Smith Street
Considerable discussion ensued regarding multiple use zones, the complexity of
traffic circulation in this congested area and extending the existing loading
zone on the south side of Smith Street to accommodate equally all businesses
in this area.
ON A MOTION by Beard, seconded by Harris, it was carried unanimously to extend
the existing loading zone on the south side of Smith Street easterly to the
corner.
D. Request for Handicapped Parking - Midblock, East Side Dora Street
Perkins and Church Streets (Sign and Blue Curb) Walter Ihl
Walter Ihl. stated the Presbyterian Church on the corner of South Dora and West
Perkins Streets does not have on site parking. When he arrives at church
there is no parking for handicapped drivers. He, as a handicapped driver,
finds this to be very frustrating. He noted there are five handicapped
drivers that attend this church. He requested the Committee designate handi-
capped parking spaces on the east side of Dora Street between Perkins and
Church Streets.
Dorthy Martin, Presbyterian Church Board of Trustees, inquired as to the
feasibility of the church using removable signs to designate two handicapped
parking spaces on the east side of Dora Street on Sunday mornings. She stated
the church has made inquires regarding purchasing property within the area for
parking, but until that time feels the need for handicap parking is evident.
Director of Planning Harris noted the Zoning Code requires on site parking
before off site parking can be designated.
Discussion ensued regarding the handicapped church members useage of the
existing passenger loading zone and multiple use zoning.
ON A MOTION by Harris, seconded by Beard, it was carried unanimously to divide
equally the existing passenger loading zone on the east side of Dora Street at
Perkins to accommodate a passenger loading zone at the north end and a
handicapped parking space at the south end, with signing and painting to be
provided by the City.
E. Request to Eliminate Parking, South Side Ford Street, 100 Block
The Police Department requested parking be eliminated on the south side of
Ford Street the full length of the 100 block. Chief Keplinger noted this
portion of Ford Street is narrow and with cars parked on both sides it is

difficult, if not impossible, for traffic going in opposite directions to
pass.
Discussion ensued regarding eliminating parking on both sides of the 100 block
of Ford Street and the possibility of eliminating parking the full length of
Ford Street due to the traffic and pedestrian safety hazard in this area.
ON A MOTION by Grothe, seconded by Goforth, it was carried unanimously to
continue this item to the November 12, 1986 meeting, for further review.
f. Request to Eliminate Parking, West Side State Street, South of Lantern
Inn Motel Driveway
The Police Department requested parking on the west side of State Street,
south of the Lantern Inn Motel driveway be eliminated. The parking is located
where the roadway narrows and when in use, especially by large vehicles, the
lane is too narrow for traffic use.
ON A MOTION by Harris, seconded by Grothe, it was carried unanimously to
eliminate parking on the west side of State Street, south of the Lantern Inn
Motel Driveway.
G. Discussion - Stop Signs at Empire and Elm Streets
It was the consensus of the Committee that the traffic on Elm Street at the
corner of Empire Drive need not be stopped.
ON A MOTION by Harris, seconded by Goforth, it was carried unanimously not to
place stop signs on Elm Street at the corner of Empire Drive.
H. Discussion - Weight and Length Limits for Trucks on City Streets,
Possible Truck Route
It was determined to table this item for further review and tabulation of
current data.
MISCELLANEOUS ITEMS
Bill Beard reported a request from a Citizen's Advisory Committee for
additional parking spaces in designated areas of the City will be on the
agenda of November 12, 1986.

SUBJECT: PARKING ON SMITH STREET BETWEEN DORA AND BARNES
Members of the Planning Commission recently noted that in the stretch of Smith
Street between Dora and Barnes parking is allowed on both sides. This is
particularly a problem just west of Dora Street where parking on both sides
does not allow two-way traffic. In fact, even one car is very tight if cars
are parked on both sides. The section from Dora to Spring includes curb and
gutter on the north and curb, gutter, sidewalk on the south. The section from
Spring to Barnes has no curb or sidewalk and minimal gutter for a short
distance on the north side.
It is my recommendation that both sides of Smith be signed No Parking (and
painted red where there is curb) after the properties adjacent to Smith are
notified. With two-way traffic in that section it is not appropriate for
parking on either side of the street.
Attached is a map illustrating the section in question.

I would appreciate your Commission approving of a 26' passenger loading zone with
sign, and yellow painted curb at 564 So. Dora Street. There is a large number of
people using our facility who depend on others for rides, and/or also M.T,A.
We have had many "close calls", or "almost accidents" as a result of people double-
parking to either discharge or load passengers. In the interest of public safety,
and the safety of our patients and staff we would hope that an expedient
resolution could be reached.

desired location of the parking zone.

SUBJECT: ADDITIONAL POSSIBLE PARKING AREAS
Attached for the Traffic Engineering Committee's review is a map forwarded to
the City by the Citizen's Committee that reviewed the Redevelopment Agency's
Consultant Report. As you can tell from the attached map, the group believes
there are a substantial number of potential new spaces. Their indication is
28 compact spaces and 9 regular spaces. Please review each of their indicated
parking areas and determine if those additional spaces are available and/or
why they are not available. If you have any questions concerning this matter,
please feel free to contact me.
