ADJOURNMENT MINUTES TRAFFIC ENGINEERING COMMITTEE NOVEMBER 12, 1986 The meeting was called to order by Vice Chairman Keplinger at 2:00 p.m., in the Old City Council Chambers, 111 West Church Street. Members present were Beard, Cannon, Fernandez, Goforth, Harris and Keplinger. Absent: Grothe and Chairman Vara. ON A MOTION by Goforth, seconded by Beard, it was carried unanimously to approve the October 14, 1986, minutes of the Traffic Engineering Committee as submitted. DISCUSSION/ACTION ITEMS A. Request to Eliminate Parking, South Side Ford Street, 100 Block ON A MOTION by Beard, seconded by Goforth, it was carried (no vote by Harris) to post no parking signs on the unimproved portion on the south side of Ford between State and the railroad tracks. B. Request for Red Curb Adiacent to Crosswalk on Wabash at Nokomis School ON A MOTION by Goforth, seconded by Beard, it was unanimously carried to paint the curb red adjacent to the crosswalk on Wabash at Nokomis School for a standard distance either side, both sides of the street. C. Request to Restrict Parking, Some Areas of Smith Street between Dora and Barnes Streets ON A MOTION by Harris, seconded by Beard, it was unanimously carried to hold this item over until the next regular meeting with letters to be sent to the property owners abutting the area in question, being generally Smith between Dora and Spring. D. Request for 25' Passenger Loading Zone at 564 South Dora ON A MOTION by Harris, seconded by Cannon, it was unanimously carried to provide a 25' Passenger Loading Zone with appropriate sign and white curb painting in front of 564 South Dora Street (located in front of the County Mental Health Services). F. Request to Review Possible Additional P Discussed proposal of additional parking spaces as outlined on attached map. ON A MOTION by Harris, seconded by Fernandez, it was unanimously carried to continue this matter until next meeting. (It was discussed to have the committee members walk the area prior to the next meeting.) G. Discussion - Pomeroy Exit from Orchard Plaza Discussed two-way traffic on Pomeroy between Orchard Plaza and Perkins. Possibility discussed of removing center planter. Harris stated he will contact Hugh Codding and report back at next meeting. ON A MOTION by Harris, seconded by Cannon, it was unanimously carried to continue this matter until the next meeting. Keplinger, Vice hairman ATTEST: Shirley r ver Recording Secretary TRAFFIC ENGINEERING COMMITTEE MINUTES OF NOVEMBER 12, 1986 PAGE 2 M E M O R A N D U M DATE: OCTOBER 30, 1986 1'0: CITY OF UKIAH TRAFFIC ENGINEERING COMMITTEE FROM: DIRECTOR OF PLANNING SUBJECT: PARKING ON SMITH STREET BETWEEN DORA AND BARNES Members of the Planning Commission recently noted that in the stretch of Smith Street between Dora and Barnes parking is allowed on both sides. This is particularly a problem just west of Dora Street where parking on both sides does not allow two-way traffic. In fact, even one car is very tight if cars are parked on both sides. The section from Dora to Spring includes curb and gutter on the north and curb, gutter, sidewalk on the south. The section from Spring to Barnes has no curb or sidewalk and minimal gutter for a short distance on the north side. It is my recommendation that both sides of Smith be signed No Parking (and painted red where there is curb) after the properties adjacent to Smith are notified. With two-way traffic in that section it is not appropriate for parking on either side of the street. Attached is a map illustrating the section in question. Respectfully submitted, 1~C~`~ Michael F. Kent Payne, City Manager SUBJECT: ADDITIONAL POSSIBLE PARKING AREAS Attached for the Traffic Engineering Committee's review is a map forwarded to the City by the Citizen's Committee that reviewed the Redevelopment Agency's Consultant Report. As you can tell from the attached map, ttie group believes there are a substantial number of potential new spaces. Their indication is 28 compact spaces and 9 regular spaces. Please review each of their indicated parking areas and determine if those additional spaces are available and/or why they are not available. Mid-block East of State, North Side - Remove red curb to create one space between two Easterly driveways. Stephenson Street: 1. Mid-block East of Pine, North Side - Not enough space (between driveways). - 2 - 2. N. W. Corner at Oak - Remove red curb to create one space between first two driveways. 3. N. E. Corner at State - Remove no parking signs to create two spaces at corner. Church Street: 1. S. E. Corner at School - Remove red curb to create one space. Standley Street: 1. S. E. Corner at Pine - Not enough space. 2. S. W. Corner at Main - Remove red curb next to first driveway to create one space. Smith Street: 1. S. E. Corner at Pine - No parking allowed this side of street. 2. Mid-block East of Pine, North Side - Adequate space but street is narrow and has driveway across from red curb. 3. S. W.
