TRAFFIC ENGINEERING COMMITTEE
JULY 8. 1986
The meeting was called to order by Acting Chairman Harris at 2:00 p.m., in the
Old City Council Chambers, 111 West Church Street. Members present were
Beard, Goforth, Harris, Chief Keplinger and Anderson representing Vara.
Absent: Cannon, Grothe and Chairman Fernandez.
ON A MOTION by Goforth, seconded by Beard, it was carried unanimously to
approve the June 10, 1986, minutes of the Traffic Engineering Committee as
submitted.
DISCUSSION/ACTION ITEMS
A. Request for Red Curb - West Side of Mason Street, Standley Street to
Smith Street (Chief Keplinger)
Chief Keplinger reported that when cars are parked near the corner on the West
side of Mason Street it creates a blind spot for vehicles leaving the Police
Station. He requested for the safety and visibility of vehicles leaving the
Police Station the curb on the West side of Mason Street from Standley Street
to Smith Street be painted red.
ON A MOTION by Beard, seconded by Chief Keplinger, it was carried unanimously
to paint the curb red on the West side of Mason Street from Standley Street to
Smith Street.
B. Request for Additional Speed Limit Sign - Northbound Bush Street, South
of Empire Drive (Senior Citizens in Walnut Village on Bush Street)
One of the principle concerns discussed was the need of a Speed Zone Study for
Bush Street.
ON A MOTION by Goforth, seconded by Chief Keplinger, it was carried
unanimously to direct the Engineering Division and the Police Department to
conduct a Speed Zone Study for Bush Street to establish appropriate signing.
MISCELLANEOUS
A. MTA'S Proposal - New Bus Stop Locations
Monica Finn reviewed MTA's proposal for new bus stop locations throughout the
City of Ukiah. She explained that for safety and convenience of passengers
MTA would like to install bus stop signs in several locations throughout the
area.
ON A MOTION by Goforth, seconded by Chief Keplinger, it was carried
unanimously to request MTA outline the proposed locations on a current bus
stop map to be submitted to the Committee for review at their August 12, 1986
meeting.

B. Request to Paint Centerline Striping on Empire Drive
Ted Goforth reported a request has been received from Rosalind Peterson to
paint centerline striping on Empire Drive between State and Bush Streets.
ON A MOTION by Goforth, seconded by Beard, it was carried unanimously to paint
centerline striping on Empire Drive between State and Bush Streets.
C. Matter of Red Curb in Front of 200 and 204 Empire Drive
It was determined to continue the matter of red curb in front of 200 and 204
Empire Drive to the August 13, 1986 meeting, pending notification of property
owners in the area.
D. C.R. E.A.M. Organization - Painting of Addresses on Curbs
Bill Beard reported his office has received several complaints regarding the
C.R.E.A.M. Organization. He explained the Organization does not comply with
the Traffic Engineering Committee's permit intent for painting addresses on
curbs.
Discussion ensued regarding the misconception of liability and responsibility.
Chief Keplinger noted the City of Ukiah is not liable, responsible nor is the
City sponsoring this project.
It was determined to request the C.R.E.A.M. Organization submit a summary
report of all action regarding this matter to the Committee at the completion
of the project.
E. Matter of Red Curb on Church Street
Candy Anderson reported the red curb at the corner of School Street and West
Church Street is now being used as a loading zone by the local merchants and
as a parking space for citizens conducting business in the Finance Office.
She requested it be painted green and used as a loading zone.
One of the principle concerns discussed was pedestrian safety and visibility
of the crosswalk on Church Street.
A MOTION by Anderson, seconded by Harris, to initiate a loading zone by
painting the curb green at the corner of School Street and West Church Street
failed for the lack of a majority vote.
ADJOURNMENT
There being no further business, the meeting was adjourned at 3:25 p.m.

SUBJECT: Procedure for Obtaining Permit for Parade or Special Event
The following is a list of rules and regulations that must be followed to
obtain a permit for a parade/special event:
1. The applicant shall give at least sixty (60) days advance notice to the
TEC. This can be done in person or by letter. The regular TEC meetings
are held on the second Tuesday of each month at 2:00 p.m. , in the Old
City Council Chambers, 111 West Church Street. The applicant shall, in
writing, outline the nature of the request, proposed routes, date and
time of event and estimate of the number of participants.
2. Liability Insurance - This requirement can be met by either naming the
City of Ukiah as co-insured on an existing policy ($1,000,000.00 minimum
coverage) or by obtaining the necessary insurance from the City of Ukiah
Finance Department, 203 South School Street.
3. The street, at all times, will be open to emergency vehicles. No
barricades or other structures will be placed within the roadway that
cannot, in the event of an emergency, be easily removed without the use
of equipment.
4. By news release and/or paid advertisement, applicant shall advise
residents and businesses in the area affected by the parade route of the
planned traffic control at least 72 hours prior to the proposed event.
5. Applicant shall, in writing, indemnify and save harmless the City of
Ukiah and its officers and employees thereof from any claims, suits or
actions of any name, kind and description brought forth, or on account
of, injuries to or death of any person or damages to property resulting
from the use of any City streets for said event.
6. Applicant shall provide sufficient number of flagpersons to implement any
and all necessary traffic controls. Those individuals who will act as
flagpersons advising motorists of the situation and soliciting coopera-
tion of those motorists who may be affected during the period of the
event shall be properly instructed and equipped to execute their task
safely and politely. The Chief of Police, or his designee, must review
and approve the program of instruction for training of the person for
such duty (Vehicle Code Sectlon 21100).

7. Applicant shall arrange for necessary approved type barricades through
private rental agencies. Placement of barricades shall be coordinated
and approved by the Police Department.
8. Applicant shall contact the Ukiah Police Department, Ukiah Fire
Department and Public Works Department for coordination purposes to
assure the citizens are inconvenienced to the least extent possible.
9. The applicant shall be billed for any costs associated with this event
should any overtime costs be incurred by any City department. Any
exception to this requirement must be approved by the City Council.
10. Toilet Facilities - If the requested permit is for an event that will
take place in a confined area in excess of three hours, one toilet will
be required for every 100 persons in expected attendance. If local
businesses are open and if owners are agreeable to let the general public
use their restroom facilities, this would satisfy the requirement.
11. Security Officers - Applicant should arrange for private security guards,
if appropriate, at a rate of four (4) security guards for the first 400
people in attendance and additional guard for each 200 in excess of 500.
12. Miscellaneous Requirements - Any additional requirements will be
specified on a separate sheet.

Dear Mr. Beard,
My family and I live on the corner of Smith and Springy.
We are very near the T intersection of Hone and Smith streets.
Motorists usually drive quite fast on Smith street.
About one month ago, I was almost hit b,y a car as I was about
to turn right off of Hope street onto Smith street. On July 9th
an accident occurred at the corner of Hope and Smith. Luckily,
no one was injured.
I bPli.eve somet,hinF needs to he done to prevent future accidents.
I propose:
(A) The city should dead-end Hone street at Smith street.
If option (A) is not feasible, then I propose:
(B) 1. Cut back bushes, etc. for better visibility.
2. Place a stop sign on Hope and Smith streets.
(Gne stop sign on Hope)
I sincerely feel, that in order to avoid accidents, the wiser
decision would be option (e),
