HomeMy WebLinkAbouttecm_070886MINUTES TRAFFIC ENGINEERING COMMITTEE JULY 8, 1986 The meeting was called to order by Acting Chairman Harris at 2:00 p.m., in the Old City Council Chambers, 111 West Church Street. Members present were Beard, Goforth, Harris, Chief Keplinger and Anderson representing Vara. Absent: Cannon, Grothe and Chairman Fernandez, ON A MOTION by Goforth, seconded by Beard, it was carried unanimously to approve the June 10, 1986, minutes of the Traffic Engineering Committee as submitted. DISCUSSION/ACTION ITEMS A. Request for Red Curb - West Side of Mason Street, Standley Street to Smith Street (Chief Keplinger) Chief Keplinger reported that when cars are parked near the corner on the West side of Mason Street it creates a blind spot for vehicles leaving the Police Station. He requested for the safety and visibility of vehicles leaving the Police Station the curb on the West side of Mason Street from Standley Street to Smith Street be painted red. ON A MOTION by Beard, seconded by Chief Keplinger, it was carried unanimously to paint the curb red on the West side of Mason Street from Standley Street to Smith Street. B. Request for Additional Speed Limit Sign - Northbound Bush Street, South of Empire Drive (Senior Citizens in Walnut Village on Bush Street) One of the principle concerns discussed was the need of a Speed Zone Study for Bush Street. ON A MOTION by Goforth, seconded by Chief Keplinger, it was carried unanimously to direct the Engineering Division and the Police Department to conduct a Speed Zone Study for Bush Street to establish appropriate signing. MISCELLANEOUS A. MTA'S Proposal - New Bus Stop Locations Monica Finn reviewed MTA's proposal for new bus stop locations throughout the City of Ukiah. She explained that for safety and convenience of passengers MTA would like to install bus stop signs in several locations throughout the area. ON A MOTION by Goforth, seconded by Chief Keplinger, it was carried unanimously to request MTA outline the proposed locations on a current bus stop map to be submitted to the Committee for review at their August 12, 1986 meeting. Request to Paint Centerline Strinine on Emuire Drive Ted Goforth reported a request has been received from Rosalind Peterson to paint centerline striping on Empire Drive between State and Bush Streets. ON A MOTION by Goforth, seconded by Beard, it was carried unanimously to paint centerline striping on Empire Drive between State and Bush Streets. C. Matter of Red Curb in Front of 200 and 204 Empire Drive It was determined to continue the matter of red curb in front of 200 and 204 Empire Drive to the August 13, 1986 meeting, pending notification of property owners in the area. D. C.R.E.A.M. Organization - Paintine of Addresses on Curbs Bill Beard reported his office has received several complaints regarding the C.R. E.A.M. Organization. He explained the Organization does not comply with the Traffic Engineering Committee's permit intent for painting addresses on curbs. Discussion ensued regarding the misconception of liability and responsibility. Chief Keplinger noted the City of Ukiah is not liable, responsible nor is the City sponsoring this project. It was determined to request the C.R.E.A.M. Organization submit a summary report of all action regarding this matter to the Committee at the completion of the project. E. Matter of Red Curb on Church Street Candy Anderson reported the red curb at the corner of School Street and West Church Street is now being used as a loading zone by the local merchants and as a parking space for citizens conducting business in the Finance Office. She requested it be painted green and used as a loading zone. One of the principle concerns discussed was pedestrian safety and visibility of the crosswalk on Church Street. A MOTION by Anderson, seconded by Harris, to initiate a loading zone by painting the curb green at the corner of School Street and West Church Street failed for the lack of a majority vote. ADJOURNMENT There being no further business, the meeting was adjourned at 3:25 p.m. Michael F.
