7. RIGHT TO APPEAL DECISION
Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The
City has adopted Section 1094.6 of the California Code of Civil Procedure, which generally limits to ninety days (90) the time
within which the decision of the City Boards and Agencies may be judicially challenged.
8. CONSENT CALENDAR
The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council.
Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event the item will
be considered at the completion of all other items on the agenda. The motion by the City Council on the Consent Calendar will
approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations.

Recommended Action: Approve the purchase of equipment for the Network Rebuild Project from

for Continued Consulting Services for the Ukiah Valley Fire Authority's Pre-Hospital Emergency

Reimbursable Travel and Other Direct Expenses.
Recommended Action: Receive the report of a contract amendment to the Professional Services
Agreement with AP Triton, LLC for continued consulting services for the Ukiah Valley Fire
Authority's Pre-Hospital Emergency Medical Services for fiscal year 2026-27 in an amount not to
exceed $60,000 plus reimbursable travel and other direct expenses.

$20,000 for Information Technology security transition, emergency support, and network rebuild
project assistance.

Medical Control Oversight with Dr. Brandon Begley, Extending the Contract to the End of the
26/27 Fiscal Year with a Corresponding Increase in the Amount of $47,300 for Covered
Services for the Fiscal Year.

Recommended Action: Authorize the City Manager to negotiate and execute an amendment to the
contract for Medical Control Oversight with Dr. Brandon Begley, extending the contract to the end
of the 26/27 Fiscal Year and increasing the contract by $47,300 for a total not-to-exceed amount of
$185,600.

8.f. Approval of Contract Amendment in the Amount of $50,000 with Enercon Services, Inc. for
Additional General Engineering Services for the Electric Utility Department and Authorization
for the City Manager to Negotiate and Execute the Corresponding Amendment.
Recommended Action: Approve a contract amendment in the amount of $50,000 with Enercon
Services, Inc. for additional General Engineering Services for the Electric Utility Department and
authorization for the City Manager to negotiate and execute the corresponding amendment.

8.g. Consider Approval of a Contribution of Up to $215,000 to the Mendocino County Inland Water
and Power Commission for Fiscal Year 2026–27 and a Corresponding Budget Amendment.
Recommended Action: Approve a contribution of up to $215,000 to the Mendocino County Inland
Water and Power Commission (IWPC) for Fiscal Year 2026–27, payable in four quarterly
installments of $53,750, with each installment contingent upon continued alignment between the
City and IWPC regarding goals and objectives; and approve a corresponding budget amendment.

8.h. Discussion and Consideration of a Letter of Support for Continued Evaluation of a Regional
EMS Joint Powers Agreement (JPA) and Authorization for the Mayor to Sign the Letter of
Support.
Recommended Action: Authorize the Mayor to sign a letter of support for the Ukiah Valley Fire
Authority (UVFA) to continue evaluating the potential benefits of entering into a Regional EMS
Joint Powers Agreement (JPA) with other public ambulance-providing agencies in Mendocino
County.

within the subject matter jurisdiction of the City Council, you may do so at this time. In order for everyone to be heard, please
limit your comments to three (3) minutes per person and not more than ten (10) minutes per subject. The Brown Act
regulations do not allow action to be taken on audience comments in which the subject is not listed on the agenda.

12.a. Review Proposed Amendments to the Fee Schedule of the Community Development
Department Building Division; and Consider Adopting a Resolution Approving the Proposed
Amendments.
Recommended Action: Review proposed amendments to the Fee Schedule of the Building
Division of the Community Development Department and consider the following options:

Option 1: Adopt a resolution approving a 5% adjustment to Building Division fees for Fiscal Year
2026-27, effective July 1, 2026, and direct Staff to return to the City Council each June for review
and consideration of future adjustments to the fee schedule.
Option 2 – Staff Recommendation: Adopt a resolution approving a 5% adjustment to Building
Division fees for Fiscal Year 2026-27, effective July 1, 2026, and authorizing annual adjustments
effective July 1 of each subsequent year based on the April-to-April percentage change in the
CPI-U for the San Francisco-Oakland-Hayward area, provided that if the annual CPI-U increase
exceeds 5%, Staff shall return the fee schedule to the City Council for review and consideration
before implementing an adjustment for that year.
Staff recommends that the City Council select Option 2 and adopt the corresponding resolution.

14.a. Adoption of Resolution Appointing Darcy Vaughn as City Attorney, Approval of Employment
Agreement, Authorization for the Mayor to Execute the Agreement, and Direction to Staff to
Complete the Transition from Contract Legal Services to an In-House City Attorney Position.
Recommended Action: Adopt a resolution appointing Darcy Vaughn as City Attorney, approve the
Employment Agreement, authorize the Mayor to execute the Agreement, and direct Staff to
complete the transition from contract legal services to an in-house City Attorney position.
