WILLOW COUNTY WATER DISTRICT
BOARD OF DIRECTORS REGULAR MEETING
July 8, 2024
6:30 P.M.
Present: Ross LaRue, Director Mike Hildreth, Director
Gary Nevill, Director Devin Gordon, Director
Absent: None.
Others Present: Jared Walker - GM, Kim Saylor - Board Secretary.
Director Nevill called the meeting to order at 6:30 p.m. Roll Call was taken.
Minutes
Director Hildreth made a motion, seconded by Director Gordon to approve the Minutes for June
2024. The motion was approved with a unanimous vote.
Financial Statements
Director Gordon made a motion, seconded by Director Hildreth to approve the Financial
Statements for June 2024. The motion was approved with a unanimous vote.
Public Forum
None.
Closed Session:
Director Hildreth made a motion, seconded by Director Gordon, to adjourn to closed session at
6:31 p.m. This motion was passed with a unanimous aye vote.
a. Conference with Legal Counsel
i. Potential Litigation per Government Code Section 54956.9(d)(4)(2)
ii. Information received. Direction given.
Director Hildreth made a motion, seconded by Director Gordon, to return to open session at 6:45
pm.
Staff Reports
a. General Manager – C & S Waste Solutions Fire & some Ag water usage created upwards
of 3 million gallons extra usage. We will bill for the estimated usage and pumping cost.
b. Office Manager – None.
Old Business
a. Report on Eel-Russian Project Authority – (ERPA) - None
b. Report on Water Districts’ Projects – Meter change outs continue in multiple districts.
c. Report on Ukiah Valley Water Authority – (UVWA) – Waiting for the July 9th meeting
for more updates.
New Business
a. Consideration of Adding Fire Hydrant on Upper Fircrest Drive.
i. Information was given and received; a discussion was had involving not having
adequate water supply for a hydrant at that location.
b. Consideration of Proposed Budget for Fiscal Year 2024-2025
i. Information was given and received; bring back for discussion at the next meeting.

Adjourn
Director Nevill made a motion, seconded by Director Gordon, to adjourn. This motion was
passed with a unanimous aye vote. The meeting was adjourned at 7:12 p.m.
