WILLOW COUNTY WATER DISTRICT
BOARD OF DIRECTORS REGULAR MEETING
March 11, 2024
6:30 P.M.
Present: Ross LaRue, Director Mike Hildreth, Director
Gary Nevill, Director Devin Gordon, Director
Absent: None
Others Present: Jared Walker - GM, Kim Saylor - Board Secretary, - Chris Watt, Public - Elizabeth
Salomone
Director Nevill called the meeting to order at 6:30 p.m. Roll Call was taken.
Minutes
Director LaRue made a motion, seconded by Director Hildreth, to approve the minutes of the
February 12, 2024 Regular Board Meeting. This motion was passed with a unanimous aye vote.
Financial Statement
Director Gordon made a motion, seconded by Director LaRue, to approve the financials for
February 2024. This motion was passed with a unanimous aye vote.
Public Forum
• None
Closed Session:
Director LaRue made a motion, seconded by Director Gordon, to adjourn to closed session at 6:33
p.m. This motion was passed with a unanimous aye vote.
a. Conference with Legal Counsel
i. Potential Litigation per Government Code Section 54956.9(d)(4)(2)
ii. Information received. Direction given.
Director LaRue made a motion, seconded by Director Gordon to return to open session at 8:01
p.m.
Staff Reports
a. General Manager
i. New Project with C & S Waste Solutions, re: new master meter and backflow device
ii. GM Walker reported Form 700’s are due by April 1st and paper copies are provided
for each of the Directors.
b. Office Manager
i. None.
Old Business
a. Report on PG&E Potter Valley Project
i. GM, Walker reported that there were no new updates.
b. Report on Water District Projects
i. GM, Walker reported that meter change-out projects are still ongoing for
Millview.
ii. Solar Panels on one of Redwood Valleys tanks was damaged in a recent storm,
further assessment and insurance estimate needed.
iii. Redwood Valley lake pump motor work has been completed.
c. Report on JPA and Consolidation Efforts
i. GM, Walker reported that there is a series of meetings/workshops coming up.
The GSA meeting is April 11, 2024.
ii. GM, Walker reported that there are several meetings in the upcoming week
including possible discussions regarding the new Ukiah Valley Water Authority
(UVWA). Millview and Redwood Valley signed JPA, City of Ukiah still needs
several exhibits approved prior to them signing.
iii. The board requested more financial information, and a follow-up meeting in the
next couple of weeks.
New Business
a. Consideration of Quote from Garton Tractor to Purchase Kubota Lawn Mower
i. Director LaRue made a motion, seconded by Director Hildreth to approve the
purchase of a Kubota Lawn Mower. This motion was passed with a unanimous aye
vote.
Adjourn
Director LaRue made a motion, seconded by Director Gordon, to adjourn. This motion was
passed with a unanimous aye vote. The meeting was adjourned at 8:22 p.m.
