I, W. J. BROADDUS, County Clerk of the County o end.ocino,
and ex of ficio Clark of the Board of Supervisors thereof, de
hereby certify as follows :
1. That at an election duly called and held in the ter-
ritory of the proposed 'Millview County Water District on
the 13th day of November, 1956, the following proposition, to wit:
"Shall the proposition to form Millview County
`relater District under the County Water District
Law be adopted?'t
was duly submitted to the qualified electors and voters of and
residing within the territorial limits of said proposed district
and was at said election duly adopted.
2. That the vote cast at said election was duly canva&sed
by the Board of Supervisors of said County of Mendocino at the
regular meeting thereof duly held this 19th day of November, 1956,
and that it then and there appeared, was found and. is true that
the total number of votes cast at said election was / 6;?- , of
which number /6".2 votes were cast in favor of the adoption of
such proposition and in favor of the organization of said Millview
County Water District, and /0 votes were cast against the
adoption of said proposition and against the organization of said
water district.
3. That at its meeting last mentioned said Board of

said Board, did duly declare the territory enclosed within the
proposed boundaries of said water district to have been duly
organized as a county water district under the aforesaid name of
Millview County Water District, a certified copy of which
order is hereunto attached, specially referred to and made a part
of this certificate for all purposes.
4. That said Millview County Water District con-
sists of all that certain territory within said County of Mendocino,
State of California, lying within the exterior boundary lines set
forth in the last mentioned order hereunto attached, reference
hereby being thereto made for purposes of description.
IN WITNESS WHEREOF, I have hereunto set my hand and affixed
the official seal of said Board of Supervisors this 19th day of
November, 1956.

WHSREAS, said resolution ordered said election to be hold
on the 13th: day of 3overnbor# 19S6, within the boundaries as so

WHEREAS, in and by said resolution said Board further
directed that notice of said election should be given as required
by law and that the Clerk of said Board should issue and publish
notice of said election for formation and for the election of
the first Board of Directors of said :district in The Ukiah News
at least once a. week for at least two weeks prior to the day
fixed for said election, the farm of which notice of election
was set forth in said resolution;
WHEREAS, it now duly appears that notice of said election
was duly and legally given by the publication of notices as by
said Code and said Resolution and Order of said Board directed;
WHEREAS, it duly appears that said election was held and
conducted on the 13th day of Novembor, 1956, and that the polls
at said election were duly open for the hours appointed therefor
and that votes of said election were cast, received and canvassed,
and that the returns thereof were made and declared in the time„
form and manner as required by said Law and by said. Resolution
and in accordance with the law governing such election; and
WHEREAS, it further duly appears that this Board has met
on the 19th day of Novembers 1956, said date being the next
regular meeting of said Board which is five or more days after
such election, and has canvassed the returns of said election,
as required by law, from which it appears that the said proposition
for the formation of said district was duly submitted to the
qualified electors of said proposed district and that the number
of votes cast in favor of and in opposition to said proposition:
are as hereinafter sat forth, and fives directors for the Board
of Directors of said District were elected as hereinafter set
forth;
NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED AND ORDERED
as follows

That said election was duly eall*ds hold and conducted
in the said territory on Tuesday, the 13th day Of- Rovemberp 1956,
and the votes cast thereat were tabulated and the returns made
and canvassed in the time* form and manner as required by law*
and the proposi-bion voted upon thereat was as follows:
"Shall the proposition to form Millviow County
Water District under the County Water District
Law be adopted?"
2. That' for the purpose of holding said election one
election precinct was duly established and provided which pre-
cinct included the whole of said proposed County Water District,
and was designated as SIFECIAL ELECTION PREGINCTI
3, That at Eaid .slection in said precinct the number of
votes cast at said election for the formation of such County
Water District was 161., of which total Aurmber of votes cast
in said proposed district 151 votes were cast in favor of the
adoption of said proposition, and 10 votes were cast against
the adoption of said proposition,
4, That 1 duly registered voter* who expected to be
absent from his election precinct on the day of the election
secured a ballot from the County Clerk,
50 That the County Clerk has certified to this Board
that said absentee ballot issued or mailed by him has been re-
turned within the time required bylaw.
6. That the Board of Supervisors canvassed said absentee,
ballot and counted the same personally, whereupon it was found
that the result of the ballot cast by said absent** voter was .

"County Water DistrictsO and it is hereby declared that said
territory in farmed as a County Water District under the name
"Millvierw County VoterDistrict",
10. That the territory comprising said district to
situate in the County of Mendooinop Ca liferniae and particularly
bounded, and, described in 4xhibit "A" hegrsto attached and by
reference made a part hereof,
11, The County Clerk of aasaid. County of Mendocino shall
immediately causer to be filed with the seoretary of State arrdl,
recorded in the offieceta of the County Recorder of said County# +meth#
a certificate stating that said proposition for the formation
of said County Waster District has been adapted a. provided by
law„ and that said. County 'Water District has beeeen duly. formod,
and shall file aar Statement of the Creation thereof together
with a dozoription and a map or plot showing the boundaries
of the district, with the County Assessor of Mendocino, County
and with the State Board. of P-gualisation, as required by
Sections 54900 to 54903, inclusive* of the Government Coder,
