1. CALL TO ORDER AND ROLL CALL
The Millview County Water District (MCWD) met at a Regular Meeting on April 21, 2026
having been legally noticed on April 16 ,2026. The meeting was held in person and virtually
at the following link: https://us06web.zoom.us/j/86293652807. Chair Prince called the
meeting to order at 5:04 p.m. Roll was taken with the following Members Present: Michael
DeMartini, Bryan Ross and Tim Prince. Members Absent: None. Staff Present: Jared
Walker, MCWD General Manager; Chris Neary, Outside Counsel and Kim Saylor, Deputy
Clerk.

2. APPROVAL OF MINUTES
Presenter: Jared Walker, MCWD General Manager.
a. Approval of the Minutes for March 17, 2026, Regular Meeting.
Motion/Second: B. Ross /M. DeMartini to approve the Minutes for March 17, 2026
Regular Meeting, as submitted. Motion carried by the following roll call votes: AYES:
DeMartini, Ross and Chair Prince. NOES: None. ABSENT: None. ABSTAIN: None.

None.
4. FINANCIAL REPORTS

5. NEW BUSINESS

Consideration and Possible Action to approve a quote for a new motor and well rehab.
Motion/Second: B. Ross /T. Prince to approve quote for a new motor and well rehab.
Motion carried by the following roll call votes: AYES: DeMartini, Ross and Prince. NOES:
None. ABSENT: None. ABSTAIN: None.
6. UNFINISHED BUSINESS
Presenter: Jared Walker, MCWD General Manager.
Discussion and Possible Action regarding a Common Interest Agreement
Motion/Second: B. Ross /M. DeMartini to approve Common Interest Agreement
Motion carried by the following roll call votes: AYES: DeMartini, Ross and Prince. NOES:
None. ABSENT: None. ABSTAIN: None.
7. ADMINISTRATIVE AND OPERATIONAL REPORT
Presenter: Jared Walker, MCWD General Manager.
Report on Local Water Districts Projects.
River Intakes at the treatment plant are getting seasonal preparation, weed abatement and
mowing. Pilot program through the state for meter telemetry which will yield free meters for
the plant sites in 3 locations. River Estates has two sites, and Willow has one location.
Bella Vista housing development is pending, possibly breaking ground next month.
Infrastructure improvements and pre
Hopland has ground water monitoring wells that need to be installed.
Sonoma water had mid water year synopsis and discussed Wyoming and Colorado lack of
snowpacks has created more of a water insecurity than expected.
a. Report on Eel-Russian Project Authority (ERPA) & Inland Water and Power
Commission (IWPC).
Last two IWPC meetings were mostly surrounding budget. A request for Water Authority to
join IWPC and replace Redwood Valley is coming up.
Efforts to coordinate with multiple water agencies to be prepared for upcoming water
storage and dam discussions.
b. Report on Ukiah Valley Water Authority (UVWA).
April Meeting cancelled due to lack of quorum. Next Meeting May 7, 2026 at 5:00 at the
UVCC. Elections, TAC appointment.
Possible draft budget for Millview next month.
Jared is being appointed to the TAC, as a member of the City of Ukiah.
c. Report on Ackerman Bridge Update.
No new updates.

9. SET NEXT MEETING DATE
Presenter: Jared Walker, MCWD General Manager.
a. Discussion, Consideration, and Scheduling of Next Meeting Date with Meeting to be
Held at the Water District Office Conference Room,151 Laws Avenue, Ukiah, CA
95482, at 5:00 p.m.
Member Consensus to schedule the next Regular meeting on May 19, 2026, at 5:00 p.m.
Unless there is no business to come before the board. (M. DeMartini will be absent by pre-
arrangement for the May 19, 2026, meeting).
10. CLOSED SESSION
Motion/Second: M. DeMartini/T. Prince to go into closed session at 5:59 p.m.
Govt. Code Section 54956.8 Conference with Real Estate Negotiators Jared Walker,
Christopher Neary re: Waldteufel Pre1914 Water Right. Under discussion, price and terms.
Information received, direction given to staff.
Conference with Legal Counsel – Anticipated Litigation
(Government Code Section 54956.9(d)(2)) Significant exposure to litigation (1 case)
Information received, no action taken.
Member Consensus to bring this item back to the next meeting.
Motion/Second: M. DeMartini/B. Ross to come out of closed session at 6:25.
11. ADJOURNMENT
There being no further business, the meeting adjourned at 6:27 p.m.
