1. CALL TO ORDER AND ROLL CALL
The Redwood Valley County Water District (RVCWD) Board of Directors met at a
Regular Meeting on January 28, 2026, having been legally noticed on February
12, 2026. The meeting was held in person and virtually at the following link
https://us06web.zoom.us/j/81967367611. Chair Gaska called the meeting to
order at 5:02 p.m. Roll was taken with the following Directors Present: Ken
Todd, Tom Schoeneman, Whitney Seckora at (5:04) and Chair Gaska. Directors
Absent: Derek Dahlen. Staff Present: Jared Walker, RVCWD General
Manager; and Kim Saylor, Deputy Clerk. Others present: Beth Salomone,
Director RRFC, John Reardon RRFC, Lilliana Selke, Counsel, Russian River
Flood Control. (RRFC)

2. APPROVAL OF MINUTES
January 15, 2026, Redwood Valley Minutes.
Motion/Second: Schoeneman/Todd to approve the minutes of January 15, 2026,
as submitted. Motion carries with the following roll call votes: AYES: K. Todd, T.
Schoeneman and Chair Gaska. NOES: None. ABSENT: D. Dahlen. ABSTAIN:
Whitney Seckora (not sworn in yet).
3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
The Ukiah Valley Water Authority (UVWA) - Redwood Valley County Water District mem-
bers welcome input from the audience. In order for everyone to be heard, please limit
your comments to three (3) minutes per person and not more than ten (10) minutes per
subject. The Brown Act regulations do not allow action to be taken on audience com-
ments on non-agenda items. If you wish to submit written comments, please provide in-
formation to the UVWA-Redwood Valley, located at 151 Laws Avenue, Ukiah, CA,
95482.

5. NEW BUSINESS
5.a. Oath of Office to be Administered to New Board Member.
The Clerk formally administered the Oath of Office to Whitney Seckora,
and the board member assumed their seat.
5.b. Discussion and Possible Action regarding an Amendment to the Russian
River Flood Control (RRFC) & Redwood Valley County Water District
(RVCWD) Cost Sharing Agreement.
Motion/Second: Todd/Schoeneman to Approve the Amendment to the Russian
River Flood Control (RRFC) & Redwood Valley County Water District (RVCWD)
Cost Sharing Agreement. AYES: K. Todd, T. Schoeneman, Whitney Seckora and
Chair Gaska. NOES: None. ABSENT: D. Dahlen. ABSTAIN: None.
6. UNFINISHED BUSINESS
None.
7. ADMINISTRATIVE AND OPERATIONAL REPORT
a. Presentation on Water Supply Updates.
Presenter: Jared Walker, RVCWD General Manager.
Report provided water sales are up in January over last year at the same time. Water
sales from years prior provided for reference.
b. Small Community Drought Relief Program.
Presenter: Jared Walker, WCWD General Manager.
Project is close to wrapping up still a small amount of grant funding.
c. Annexation Efforts with Russian River Flood Control.
Presenter: Jared Walker, WCWD General Manager.
The consensus of the board was to approve the amendment from RRFC & RVCWD
Cost Sharing Agreement.
d. Ukiah Valley Water Authority (UVWA) Updates.
Presenter: Jared Walker, WCWD General Manager.
Next meeting March 5, 2026, finalizing all the Resolutions for the Rate increases.
8. COMMITTEE ANNOUNCEMENTS AND REPORTS:
Presenter: Jared Walker
The Chemical Room at the Treatment Plant has a Tank that needs replacement.
Consensus of the Board that the Tank should be replaced.
Motion/Second: Schoeneman/Todd to approve replacing the Tank at the
Chemical Room at the Treatment Plant. AYES: K. Todd, T. Schoeneman, Whitney
Seckora and Chair Gaska. NOES: None. ABSENT: D. Dahlen. ABSTAIN: None.
