1. CALL TO ORDER AND ROLL CALL
The Redwood Valley County Water District (RVCWD) Board of Directors met at a Regular
Meeting on January 15, 2026, having been legally noticed on January 12, 2025. The
meeting was held in person and virtually at the following link
https://us06web.zoom.us/j/81967367611. Chair Gaska called the meeting to order at 5:02
p.m. Roll was taken with the following Directors Present: Ken Todd, Tom Schoeneman,
and Chair Gaska. DIRECTORS ABSENT: Derek Dahlen. Staff Present: Jared Walker,
RVCWD General Manager; and Kim Saylor, Ukiah Deputy City Clerk.
CHAIR GASKA PRESIDING.
2. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
Public Comment:
No public comment was received.
3. APPROVAL OF MINUTES
a. Approval of the Minutes for the December 18, 2025 RVCWD Regular Meeting.
Motion/Second: Schoeneman/Gaska to approve the minutes for the December
18, 2025, RVCWD Regular Meeting as submitted. Motion carried by the following
roll call votes: AYES: T. Schoeneman, K. Todd and Chair A. Gaska. NOES: None.
ABSENT: D. Dahlen. ABSTAIN: None.
4. FINANCIAL REPORTS
a. Financial Reports Received.
Public Comment: None.
Motion/Second: Schoeneman/Todd to accept the financial reports as submitted.
Motion carried by the following roll call votes: AYES: Todd, Schoeneman and Chair
Gaska. NOES: None. ABSENT: Dahlen. ABSTAIN: None.
5. ADMINISTRATIVE AND OPERATIONAL REPORT
General Management Report.
Presenter: Jared Walker, RVCWD General Manager.
a. Presentation on Water Supply Updates
Report was received. Lake Mendocino is up 35, 000 ft with ½ ft per day being released currently.
b. Small Community Drought Relief Program
GM Walker reported signing cover letter for the grant, extension through end of February to submit.
Anticipating to pump/run water from well with a portable generator at the end of the month as part
of the regular operating process.
c. Annexation Efforts with Russian River Flood Control (RRFC) (member Consensus for
urgent item to be added)
c1. Discussion and Possible Action to Appoint a Successor to Represent B. Klotter
to the RRFC/RVCWD Ad Hoc.
Recommended Action: Appoint a representative to the RRFC/RVCWD Ad Hoc.
Motion/Second: Gaska/Schoeneman to appoint Adam Gaska as a representative to the
RRFC/RVCWD Ad Hoc. Motion carried by the following roll call votes: AYES: Todd,
Schoeneman and Chair Gaska. NOES: None. ABSENT: Dahlen. ABSTAIN: None.
6. UNFINISHED BUSINESS
Presenter: Jared Walker, RVCWD General Manager.
None.
7. NEW BUSINESS
a. Rotation of Officers for 2026
Recommended Action: Appoint a Chairman to the Redwood Valley County Water District
Board for 2026.
Motion/Second: Schoeneman/Todd to appoint Adam Gaska as Chairman to the
Redwood Valley County Water District Board for 2026. Motion carried by the
following roll call votes: AYES: Todd, Schoeneman and Chair Gaska. NOES:
None. ABSENT: Dahlen. ABSTAIN: None.
b. Appointment of Candidate to the Redwood Valley County Water District (RVCWD)
Board.
Recommended Action: Appoint Candidate to the RVCWD Board.
Member Consensus to continue this item at the special meeting scheduled January 28,
2026, at 5:00p.m. the Water Districts Conference Room located at 151 Laws Avenue,
Ukiah, CA 95482.
8. COMMITTEE MEMBER ANNOUNCEMENTS AND REPORTS
Form 700 reminder to all Directors, it must be filled out by April 1, 2026 or fines will
be assessed.
