1. CALL TO ORDER AND ROLL CALL
The Redwood Valley County Water District (RVCWD) Board of Directors met at a Regular Meeting on
December 18, 2025, having been legally noticed on December 15, 2025. The meeting was held in person and
virtually at the following link https://us06web.zoom.us/j/81967367611. Chair Gaska called the meeting to order at
5:00 p.m. Roll was taken with the following Directors Present: Ken Todd, Tom Schoeneman, Derek Dahlen
and Chair Gaska. ABSENT: None. Staff Present: Jared Walker, RVCWD General Manager; and Kim Saylor,
Ukiah Deputy City Clerk.

2. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
Public Comment:
No public comment was received.
3. APPROVAL OF MINUTES
a. Approval of the Minutes for the November 20, 2025 RVCWD Regular Meeting.
Motion/Second: Schoeneman/Gaska to approve the minutes for the November 20, 2025, RVCWD
Regular Meeting as submitted. Motion carried by the following roll call votes: AYES: Todd,
Schoeneman and Chair Gaska. NOES: None. ABSENT: None. ABSTAIN: Todd and Dahlen.
4. FINANCIAL REPORTS
a. Financial Reports Received.
Public Comment: None.
Motion/Second: Schoeneman/Dahlen Motion carried by the following roll call votes: AYES: Todd,
Schoeneman, Dahlen and Chair Gaska. NOES: None. ABSENT: None. ABSTAIN: None.
5. ADMINISTRATIVE AND OPERATIONAL REPORT
a. General Management Report.
Presenter: Jared Walker, RVCWD General Manager.
Report was received.
6. UNFINISHED BUSINESS

a. Presentation on Water Supply Updates

b. Eel Russian Project Authority (ERPA) & IWPC
ERPA and IWPC met on December 11, 2025. Budget was discussed at IWPC. Annual operating budget
was proposed.
c. Small Community Drought Relief Program
An extension of the timeline was granted through the end of February 2026. The goal is to use
the last potion of the grant funding to go towards getting the PG&E power drop.
d. Annexation Efforts with Russian River Flood Control No new updates.
7. NEW BUSINESS
a. None.
8. COMMITTEE MEMBER ANNOUNCEMENTS AND REPORTS
Director Klotter resigned, the Vacancy for Redwood Valley has been posted on Willow County
website: willowcountywaterdistrict.org.
