CALL TO ORDER
The Redwood Valley County Water District held a Special Joint Meeting on September 8, 2025, the meeting
was legally noticed on September 5, 2025. The meeting was held in person only at Barra Winery: 7051 North
State Street, Redwood Valley, CA 95470. Chair A. Gaska called the meeting to order at 5:33 p.m. CHAIR A.
GASKA PRESIDING.
1. ROLL CALL
Roll was taken with the following Directors Present: Ken Todd, Bree Klotter, Tom Schoeneman, Derek Dahlen
(arrived at 5:40), and Chair Adam Gaska. Directors Absent: None. Staff Present: Kim Saylor, Deputy Clerk.
GM Walker NP.
2. APPROVAL OF AGENDA
Motion/Second: Todd/Klotter to approve the Agenda September 8, 2025, a Special Meeting. Motion
carried by the following Roll Call votes: AYES: K. Todd, T. Schoeneman, B. Klotter, and Chair, A. Gaska.
NOES: None. ABSENT: D. Dahlen (not present for this vote) ABSTAIN: None.
3. NEW BUSINESS
3.a. Proposed Annexation of the Redwood Valley County Water District Complete Service Area.
GM Salomone provided a presentation which included information from the Frequently Asked Questions
(FAQ) document provided in the agenda packet.
Public comment was opened and seven members of the public provided comments and questions that
were addressed by both District Board members and staff. The following provided their names for the
record:
Sonya Pio, Jessica Tanning, Richard Rhodes, Chuck Vau, Stephanie, Kerri Vau,
Motion/Second: No Action was taken.
4. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
Various public comments and questions were asked and answered by both boards.
5. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:42 p.m.
