This Amendment No. 1, entered on April 20th, 2026 revises the Agreement for
Professional services dated September 25th, 2025 between the City of Ukiah and EBA
Engineering, for professional services relating to Landfill Closure Consulting and
Engineering Services.
This Amendment No. 1 adds additional Scope of Work per Exhibit 1 and adds an
additional $145,330. This revises the total, not-to-exceed amount to $395,330.
Except as expressly amended by this Amendment, all other terms remain unchanged and
in full force and effect.

Dear Mr. Eriksen:
Per your request, EBA Engineering (EBA) is providing the City with this update to the
original General Services Proposal dated July 7, 2025 to outline estimated future costs
related to the landfill closure services for the City of Ukiah Landfill (Landfill). As of March
31, 2026, the entirety of the original $250,000 contract was expended. In addition to
ongoing meetings and correspondence with the City and regulatory agencies, other
services partially or fully completed under the original agreement have included: a
preliminary closure assessment; various responses to the Fifth Amendment of Notice and
Order 2013-01 dated January 30, 2025 as issued by the Local Enforcement Agency
(LEA); surface emissions monitoring and reporting; an aerial topographic survey of the
Landfill; updating of the construction drawings and landfill gas (LFG) collection system
design, Technical Specifications, and Construction Quality Assurance (CQA) Plan,
including sampling and testing of on-site LFG; preparation of flare specifications, bid
assistance, and meetings; implementation of refuse confirmation borings; and
preparation of an updated water corrective action cost estimate for financial assurance
purposes.
In regards to moving forward, the intent is to have all the design, permitting, and document
submittals completed by August 2026 in advance of the North Coast Regional Water
Quality Control Board’s (NCRWQCB’s) issuance of the closure and postclosure
maintenance Waste Discharge Requirements (WDR) and Monitoring and Reporting
Program (MRP) that are tentatively scheduled for December 2026 or February 2027. The
services to be provided that extend beyond the March 2026 contract completion are
summarized below. Please note that the task numbers identified below coincide with the

task numbers utilized in the original general services contract, as applicable. Task
numbers that are missing correspond to tasks that have already be completed, while new
task numbers represent new scopes of work that were added following the original
contract execution.
Task 1 – General Research, Correspondence & Meetings: Continued attendance
and participation in meetings with the City and multiple regulatory agencies,
including the LEA, CalRecycle, Mendocino County Air Quality Management
District (MCAQMD), California Air Resources Board (CARB), and NCRWQCB, as
well as other miscellaneous requests from the City as needed over the period of
April through August, 2026. For the purpose of this Proposal, EBA is assuming
the above services will include the participation in three (3) regulatory progress
meetings by Mr. Max Kruzic and Mr. Mike Delmanowski and eight (8) additional
hours per month by both individuals and two (2) hours per month by our Principal
Engineer (Mr. Damon Morelli), as needed. Estimated Cost = $19,140.
Task 6 – Update Construction Drawings: Completion of design modifications to
the construction drawings based on changes in grades due to landfill settlement
and consultation feedback from WatershedGeo (i.e., ClosureTurf manufacturer),
as well as subcontractor services related to structural design of the flare station’s
concrete sub-slabs and design/code review of the previous electrical design in
response to the new flare manufacturer’s design. Also complete updates to the
Technical Specifications and CQA Plan. Estimated Cost = $35,840.
Task 7 – LFG System Updating/Permitting: Completion of the LFG collection
system modifications, technical assistance to the flare contractor during the design
phase, and implementation of the Authority to Construct permit process for the
flare and LFG collection system through the MCAQMD. Estimated Cost = $19,820.
Task 8 – Streambed Alteration: Implement the 401, 404, and 1602 Federal and
State streambed alteration permitting processes. Estimated Cost = $20,000.
Task 9 – Updated Water Corrective Action Estimate: Completion of the Landfill’s
water corrective action cost estimate for financial assurance purposes as
requested by the NCRWQCB. Estimated Cost = $3,100.
Task 11 – Prepare Draft WDR-MRP: Prepare draft WDR and draft MRP as
discussed with the NCRWQCB in a meeting on March 13, 2026 and as described
in an EBA proposal previously provided to the City also dated March 13, 2026.
Estimated Cost = $10,000.
Task 12 – Update Closure Engineer’s Estimate: Update the final closure cost
estimate to reflect changes to the final design and to represent current dollars. Per
discussions with Mr. Eriksen on March 3, 2026, this work will be subcontracted to
an independent third party who specializes in developing construction
estimates. This provision was deemed prudent based on recent construction bids

for the South Coast Landfill (similar cover system design; i.e., ClosureTurf) that
revealed appreciably higher costs than previous engineered estimates. Estimated
Cost = $8,460.
Task 13 – Joint Technical Document (JTD) Addendum Preparation & Submittal:
Prepare a JTD amendment to address informational requests from the RWQCB in
support of their development of the closure WDRs, including updates to sections
and appendices that have changed since the April 2019 Final Closure and
Postclosure Maintenance Plan and presentation of other miscellaneous
documents. Estimated Cost = $8,970.
Task 14 – Explosive Gas Work Plan Implementation: Implementation of Phase I
of the Excessive Gas Remediation Work Plan. Phase I consists of a site-wide
assessment of the integrity and functionality of the perimeter LFG monitoring
network which was requested by CalRecycle in a letter dated August 12, 2025.
The Excessive Gas Remediation Work Plan was subsequently revised to include
this additional scope of work. Estimated Cost = $20,000.
The total cost to provide the above described services is $145,330. All of the above
services represent “not to exceed” costs, except for the Task 1 and Task 13 bullet items
which are partially dictated by requests from the City and/or regulatory agencies that
cannot be fully defined at this time and are out of EBA’s control. Also not included herein
is the cost to implement Phase II and Phase III of Task 14 for evaluation and corrective
action measures as described in the Revised Excessive Gas Remediation Work Plan
dated October 24, 2025 for which the associated estimated costs will be provided upon
completion of Phase I.
