1. CALL TO ORDER AND ROLL CALL
The Millview County Water District (MCWD) met at a Regular Meeting on November 18, 2025,
having been legally noticed on November 11, 2025. The meeting was held in person and virtually at
the following link: https://us06web.zoom.us/j/82782073428. Chair Prince called the meeting to order at
5:08 p.m. Roll was taken with the following Members Present: Michael DeMartini, Bryan Ross and
Tim Prince. Members Absent: Jerry Cardoza absent by prearrangement. Staff Present: Jared
Walker, Calpella, Redwood and Millview Water Districts General Manager; and Kim Saylor, Deputy
Clerk.
CHAIR PRINCE PRESIDING.
2. APPROVAL OF MINUTES
a. Approval of the Minutes for October 21, 2025, Regular Meeting.
Motion/Second: B. Ross/T. Prince to approve the Minutes for the October 21, 2025, Regular
Meeting, as submitted. Motion carried by the following roll call votes: AYES: Ross and Prince. NOES:
None. ABSENT : Cardoza. ABSTAIN : Michael DeMartini.
3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
No public comment was received.
4. NEW BUSINESS
a. Discussion and Possible Action to appoint a Successor to Represent J. Cardoza for the
Ukiah Valley Water Authority.
Recommended Action: Appoint a Successor for J. Cardoza for the Ukiah Valley Water Authority.
Motion/Second: M. DeMartini/B. Ross table for next meeting; Appoint a Successor for
Representative J. Cardoza for the Ukiah Valley Water Authority. Motion carried by the following roll
call votes: AYES: Michael DeMartini, Bryan Ross and Tim Prince. NOES: None. ABSENT: Cardoza.
ABSTAIN: None.
Member Consensus to continue this item to the next scheduled meeting.
5. UNFINISHED BUSINESS
a. None.
6. ADMINISTRATIVE AND OPERATIONAL REPORT

a. General Management Report.
Presenter: Jared Walker, Redwood and Millview Water Districts General Manager.
Report on Eel-Russian Project Authority.
Board of Supervisors meeting update regarding dam removal project. Resolution passed 3-2 in favor
of removal.
b. Report on Ukiah Valley Water Authority.
Next meeting December 4, 2025; Rate Study by Mark Hildebrand and Resolution regarding rotation
of officers on next agenda.
c. Report on County Water Districts’ Projects.
Meter change outs are going well with approximately 300-350 installed so far with about 200 more
to go potentially finishing up in the next 2 weeks.
Ackerman Bridge Project finishing up expecting final bill from project soon.
Willow Main Line replacement concluding.
Well drilling is finished; next steps include a plan for a pump house building and getting a plan
together to get on the PG&E power drop list.

a. Discussion, Consideration, and Scheduling of Next Meeting Date with Meeting to be Held at the
Water District Office Conference Room,151 Laws Avenue, Ukiah, CA 95482, at 5:00 p.m.

Member Consensus to schedule the next Regular meeting on December 16, 2025, at 5:00 p.m.
