1. CALL TO ORDER AND ROLL CALL
The Millview County Water District (MCWD) met at a Regular Meeting on December 16, 2025,
having been legally noticed on December 12, 2025. The meeting was held in person and virtually at
the following link: https://us06web.zoom.us/j/82782073428. Chair Prince called the meeting to order at
5:05 p.m. Roll was taken with the following Members Present: Michael DeMartini, Bryan Ross and
Tim Prince. Members Absent: None. Staff Present: Jared Walker, MCWD General Manager; and
Kim Saylor, Deputy Clerk.
CHAIR PRINCE PRESIDING.
2. APPROVAL OF MINUTES
a. Approval of the Minutes for November 18, 2025, Regular Meeting.
Motion/Second: T. Prince/ B. Ross to approve the Minutes for the November 18, 2025, Regular
Meeting, as submitted. Motion carried by the following roll call votes: AYES: DeMartini. Ross and
Prince. NOES: None. ABSENT: None. ABSTAIN: None.
3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
No public comment was received.
4. NEW BUSINESS
a. Notice of Board Vacancy.
Notice Board Vacancy at Willow Office, Willow website, and Forks Ranch Market.
5. UNFINISHED BUSINESS
a. Discussion and Possible Action to appoint a Successor to Represent J. Cardoza for the
Ukiah Valley Water Authority.
Recommended Action: Appoint a Successor for J. Cardoza to the Ukiah Valley Water Authority.
Member Consensus to continue this item to the next scheduled meeting.
Motion/Second: M. DeMartini / B. Ross; Member Consensus to continue this item at the next
scheduled meeting. Motion carried by the following roll call votes: AYES: Michael DeMartini, Bryan
Ross and Tim Prince. NOES: None. ABSENT: None. ABSTAIN: None.
6. ADMINISTRATIVE AND OPERATIONAL REPORT
a. General Management Report.

b. Report on Local Water Districts Projects.
Meter change outs concluded with Westpac’s contracted job, approximately 70-80 left for staff to
finish.
Continue looking for Job trailer for Millview site.
c. Report on Eel-Russian Project Authority.
ERPA and IWPC met on December 11, 2025. Budget was discussed at IWPC. Annual operating budget was
proposed.
b. Report on Ukiah Valley Water Authority (UVWA).
On December 4, 2025, Ukiah Valley Water Authority Meeting there was a presentation and
conversation regarding the proposed rate increases. The board gave their recommendations
regarding the proposed rate increases.
c. Report on Ackerman Bridge Update.
No new updates.

7. COMMITTEE MEMBER ANNOUNCEMENTS AND REPORTS
Member Consensus to have a plaque created with deep appreciation from all members for Director
Cardoza.
8. SET NEXT MEETING DATE
a. Discussion, Consideration, and Scheduling of Next Meeting Date with Meeting to be Held at the
Water District Office Conference Room,151 Laws Avenue, Ukiah, CA 95482, at 5:00 p.m.

Member Consensus to schedule the next Regular meeting on January 20, 2026, at 5:00 p.m.
