1. CALL TO ORDER AND ROLL CALL
The Millview County Water District (MCWD) met at a Regular Meeting on February 17, 2026 having
been legally noticed on February 12,2026. The meeting was held in person and virtually at the
following link: https://us06web.zoom.us/j/82782073428. Chair Prince called the meeting to order at 5:29
p.m. Roll was taken with the following Members Present: Michael DeMartini, Bryan Ross and Tim
Prince. Members Absent: None. Staff Present: Jared Walker, MCWD General Manager; and Kim
Saylor, Deputy Clerk.
CHAIR PRINCE PRESIDING.
2. APPROVAL OF MINUTES
a. Approval of the Minutes for December 16, 2025, Regular Meeting.
Motion/Second: M. DeMartini/ B. Ross to approve the Minutes for the December 16, 2025,
Regular Meeting, as submitted. Motion carried by the following roll call votes: AYES: DeMartini. Ross
and Prince. NOES: None. ABSENT: None. ABSTAIN: None.
3. FINANIACAL REPORTS
Balance Sheet 2025-12-31
YTD Budget Report 2025-12-31
Check Register October – December 2025
Check Register January 2026
Motion/Second: B. Ross/ M. DeMartini to accept the Financial Reports as submitted. Motion
carried by the following roll call votes: AYES: DeMartini. Ross and Prince. NOES: None. ABSENT:
None. ABSTAIN: None.
4. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
No public comment was received.
5. NEW BUSINESS
a. Rotation of Officers 2026.
Motion/Second: B. Ross/ M. DeMartini nominated Tim Prince as chairperson of MCWD for
2026. Motion carried by the following roll call votes: AYES: DeMartini. Ross and Prince. NOES:
None. ABSENT: None. ABSTAIN: None.

b. Elect a director as a successor to J. Cardoza to the Millview County Water District Board for
2026.
No current applicants for the Vacancy on the Millview County Water District Board.
6. UNFINISHED BUSINESS
a. Discussion and Possible Action to appoint a Successor to Represent J. Cardoza for the
Ukiah Valley Water Authority.
Recommended Action: Appoint a Successor for J. Cardoza to the Ukiah Valley Water Authority.
Motion/Second: T. Prince/M. DeMartini to Appoint Bryan Ross as Successor for J. Cardoza to
the Ukiah Valley Water Authority.
7. ADMINISTRATIVE AND OPERATIONAL REPORT
a. General Management Report.
Presenter: Jared Walker, Millview Water Districts General Manager.
b. Report on Local Water Districts Projects.
Not a lot of active projects currently.
Mostly maintenance of the grounds, weed eating, abatement.
Continue searching for a mobile trailer for job site.
c. Report on Eel-Russian Project Authority.
ERPA tied to IWPC February 12, meeting was lengthy but had good points.
d. Report on Ukiah Valley Water Authority (UVWA).
Next meeting March 5, 2026, at 5:00 pm at the Ukiah Valley Conference Center.
e. Report on Ackerman Bridge Update.
Final invoices from Granite or County.
8. COMMITTEE MEMBER ANNOUNCEMENTS AND REPORTS
None.
9. SET NEXT MEETING DATE
a. Discussion, Consideration, and Scheduling of Next Meeting Date with Meeting to be Held at the
Water District Office Conference Room,151 Laws Avenue, Ukiah, CA 95482, at 5:00 p.m.
Presenter: Jared Walker, MCWD General Manager.
Member Consensus to schedule the next Regular meeting on March 17, 2026, at 5:00 p.m.
