UNIFORM RULES AND REGULATIONS REGARDING
DISCONNECTION OF SERVICES FOR FAILURE TO PAY AND
RECONNECTION PROCEDURES AND FEES
Wherefore, the following public water districts (hereinafter referred to collectively as
("the Districts") are cooperating in the management and operation of their agencies pursuant to
an agreement entitled Master Service Agreement and dated July 2017.
Willow County Water District
Redwood Valley County Water District
Millview County Water District
Hopland Public Utility District
Calpella County Water District
Wherefore, previously each District had its own rules and regulations regarding
disconnection of services arising from the failure to pay for water services provided to
customers, the notices required to be given to the customers, reconnection policies and
procedures and reconnection fees.
Wherefore, the prior rules and regulations (prior rules) were not consistent from District
to District and those inconsistencies create difficulties for the staff when it comes time to enforce
those rules and regulations.
Wherefore, the purpose of the new UNIFORM RULES AND REGULATIONS
REGARDING DISCONNECTION OF SERVICES FOR FAILURE TO PAY AND
RECONNECTION PROCEDURES AND FEES (uniform rules) is to create one system that is
easier for staff to follow, that provides proper and adequate notices regarding disconnection of
services to customers, and that provides the Districts, staff and customers with a single source of
information regarding the disconnection procedures, reconnection procedures and reconnection
fees.
Therefore, the Millview County Water District, hereby adopts the following UNIFORM
RULES AND REGULATIONS REGARDING DISCONNECTION OF SERVICES FOR
FAILURE TO PAY AND RECONNECTION PROCEDURES AND FEES as the Unifonn
Rules and Regulations of this District, and as will be applied to the Master Service Agreement.
1. Replacement and Revocation: These Uniform Rules shall replace the previous
rules relating to this subject matter adopted by this Board and those previous rules are
hereby revoked.
2. Due Dates for Payments for Water Services: Water service bills will be sent to
customers on a monthly basis. Payment on all water service bills is due within thirty
(30) calendar days of the billing cycle.
3. Delinquency Notice:
a. Mailed Notice: A delinquency notice shall be printed on the billing
statements sent to customers whose accounts are delinquent at the beginning
of the new billing cycle, warning that service is subject to disconnection
unless payment is received within .15 calendar days ( 15) from the date of the
new billing cycle. The delinquency notice shall indicate the amount which
must be paid and the address of the property wher~ the service will be
disconnected if the overdue amount is not paid.
b. Notification Tag: At least 48 hours prior to the termination date set in the
Mailed Notice, the district wilI make a reasonable attempt to notify the
resident of the affected property of the impending disconnection by leaving a
notification tag at the property. The resident of the affected property will be
charged a $15.00 fee for the notification tag.
c. Office shall be open: The termination date shalI be on a date that the District
Office is open.
d. Field personnel are not authorized to accept payment. The District,s field
personnel dispatched to post the Notification Tag or to disconnect the service
are not authorized to accept payment in the field.
e. Field Extension: However, when the field personnel arrive to disconnect the
service, and if a customer at that time requests time to travel to the District
Office to make the required payment, the field personnel may grant one
written Field Extension which shall expire at Ten (10) A.M. the following
business day. The Field Extension must be in writing on a form provided by
the District with a copy given to the customer and a copy retained by the field
personnel. The Field Extension shall state that if the Field Extension expires
and the required payment is not made in full, or a payment plan is not
executed by the customer and the District Office by the expiration time, then
the field personnel shall disconnect the service without further notice. The
field personnel are not authorized to grant more than one Field Extension to
the same service customer for the same address in any twelve month period.
4. Disconnection for Non Payment: Water service shall be discontinued if payment
for water service is not made within the time period set forth above.
5. Reconnection: Reconnection of the service shall be made only after the customer
pays the entire balance due on the water service account including the reconnection
fee.
6. Reconnection Fee: A reconnection fee of Fifty Dollars ($50) shall be charged to any
customer whose failure to pay the amount due prior to disconnection results in the
disconnection of the customer's water service.
7. Reconnection Time: Reconnection shall be made during regular business hours
between the hours of 8 AM and 3 PM Monday through Friday, holidays excepted.
The District shall make reasonable efforts to reconnect the service during regular
business hours after the payment is made.
8. After-Hours Reconnection: There will be no after-hpurs reconnection.
9. Other methods of collection: Nothing in these Unifo1m Rules is intended to limit~
restrict or otherwise affect the District's rights to collect overdue bills by filing a
lawsuit against the consumer or by adding the bill to the customer's property tax bill
or any other remedy available to the District by law or in equity.
These Uniform Rules and Regulations were presented to the Board of Directors of the

A motion was made to adopt these Unifonn Rules and Regulations in the fonn set
forth above by \D , :5o I(\ es , Director. The motion was seconded by
.::f, 'tv\e/+ ca.._l .f , Director. Where upon the board discussed the matter and
public comment was requested and received. Upon a call for the question the board
voted on the question of whether or not to adopt these Unifo1m Rules and Regulations.
