1. Call to Order
The Redwood Valley County Water District held a Special Meeting on January 16, 2025, the meeting was
legally noticed on January, 2025. The meeting was held in person and at the following virtual link:
https://uso6web.zoom.us/j/51g67 67611. Chair A. Gaska called the meeting to order at 6:17 P.M.

2. Roll Call
Roll was taken with the following Directors Present: Ken Todd, Bree Klotter, Tom Schoeneman
and Chair Adam Gaska. Directors Absent: Cassie Taaning. Staff Present: Jared Walker, Deputy
Director of Water Resources.
Public - John Rearden, Russian River Flood Control District. Derek Dalen.
3. AUDIENCE COMMENTS ON NON -AGENDA ITEMS:
No public comments were received.
4. APPROVAL OF MINUTES
a. Approval of the Minutes of December 19, 2024, a Regular Meeting.
Motion/Second: Schoeneman/Todd to approve the Minutes of December 19, 2024, a Regular Meeting
as submitted. Motion carried by the following Roll Call votes: AYES: K. Todd, B. Klotter, T. Schoeneman
and Chair, A. Gaska. NOES: None. ABSENT: Taaning. ABSTAIN: None.
5. FINANICAL REPORTS
Presenters: Liz Patton, Billing & Customer Service Manager; Olga Keough, Ukiah Finance Controller
Reports were received.
6. ADMINISTRATIVE AND OPERATIONAL REPORTS
GENERAL MANANGEMENT REPORT:
a. Report on road work on the way to Lake Pump was complete prior to the rainy season.
b. Report on Meter change outs continue in Redwood Valley.
C. Report on the reservoir intake screen was dislodged, and divers were called in (from
Sacramento Area) to fix the screen.
d. Report regarding January 2, 2025, was the first day of work for The City of Ukiah for
staff.
OFFICE MANAGEMENT REPORT:
a. A Form 700 will need to be filled out, it is an annual form.
7. UNFINISHED BUSINESS
a. Water Supply Updates
b. Updates on Eel -Russian Project Authority (ERPA)
None.
C. Updates on Small Community Drought Relief Grant Project
Hydrology results were sent to DBS&A for 3 possible wells. They are still looking for drillers. The
project end date is Fall of 2025.
d. Report on Ukiah Valley Water Authority (tNWA)
GM, Walker reported that the first meeting with Willow, Oaths of Office, was completed. Olga
from City of Ukiah will provide updates from City Administration Staff regarding financials
through the transition to the City of Ukiah. Dan Buffalo gave a presentation discussing the goal
for a joint rate study eventually allowing consistent rate zones.
C. Report on Annexation Efforts with Russian River Flood Control District
Discussion about Annexation to Russian River Flood Control. Questions regarding a quote from
LACO. Clarification requested on if both or one is paying Russian River Flood Control.
8. NEW BUSINESS
a. 2024-2025 Audit Report
Klotter/Schoeneman to approve the 2024-2025 Audit Report as submitted. Motion carried by
the following roll call votes: AYES: K. Todd, B. Klotter, T. Schoeneman
and Chair, A. Gaska. NOES: None. ABSENT: Taaning. ABSTAIN: None.
b. Consideration of Board President and other Committee Representatives
Klotter/Todd to appoint Board President Adam Gaska and Vice President Tom Schoeneman as
Committee Representatives. Motion carried by the following roll call votes: AYES: K. Todd, B.
Klotter, T. Schoeneman and Chair, A. Gaska. NOES: None. ABSENT: Taaning. ABSTAIN:
None.
c. Consideration of Additional Fencing Around Water Treatment Plant Facility
Gaska/Schoeneman to approve the 2024-2025 Audit Report as submitted. Motion carried by the
following roll call votes: AYES: K. Todd, B. Klotter, T. Schoeneman
and Chair, A. Gaska. NOES: None. ABSENT: Taaning. ABSTAIN: None.
9. COMMITTEE MEMBER ANNOUNCEMENTS AND REPORTS
Presenter: Chair Gaska. Resignation Letter of Director Taaning
Report was received.
