a. Conduct a Public Hearing to Consider Adoption of a Resolution Approving the Submittal
of a Community Development Block Grant Application in Response to the 2025 State
Community Development Block Grant Program Notice of Funding Availability; and
Approve Corresponding Budget Amendments if Awarded Funding by the California
Department of Housing and Community Development.
Presenters: Jim Robbins, Housing and Grants Manager and Craig Schlatter, Community
Development Director.

Motion/Second: Crane/Criss to select the Staff-recommended program and project for state grant
submittal; adopt a resolution (2026-04) approving the submittal of a Community Development Block
Grant Application (2526-180g) in response to the 2025 State Community Development Block Grant
Program Notice of Funding Availability; and approve corresponding budget amendments if awarded
funding for the application. Motion carried by the following roll call votes: AYES: Crane, Rodin, Criss,
Orozco, and Sher. NOES: None. ABSENT: None. ABSTAIN: None.

a. Introduce by Title Only an Ordinance Adding Chapter 9, Article 1, to Division 2 of the Ukiah
City Code, Entitled "Right to Industry."
