Contract COU No. 2324-178
The City of Ukiah (City) herby amends the contract (COU No. 2324-178) to SMB Environmental, Inc.
(SMB) to revise the adopted and certified Initial Study/Mitigated Negative Declaration (IS/MND) under
the California Environmental Quality Act (CEQA) for a new groundwater well facility.
The original location was to be located within the City on lands owned by the City, located approximately
1,500 feet southeast of the City of Ukiah Municipal Airport at/near the intersection of Nygard Lane and
Highway 101. Specifically, the subject parcels are located approximately 722 feet east of the Ukiah
Municipal Airport within the Airport Industrial Park Planned Development, which is designated for
'Manufacturing' land use. The project area included two assessor parcels (APN 180-110 -12 and APN 180-
120-15). APN 180-110 -12 is a vacant, undeveloped property, while APN 180-120-15 is an existing vineyard
parcel currently in agricultural use, but also subject to the same manufacturing land use designation. Both
parcels are situated along a former railroad corridor and are located to the north of the US 101 overpass at
Norgard Lane (County Road #211).
However, a new location is needed as the original proposed facility failed to yield the needed water supply
to meet the City’s goals and objectives. The new Proposed facility will also be located on existing City
property at or near the corner of Talmage Road and Waugh Lane in the City of Ukiah.
Essentially the purpose of this Amendment is so that SMB can revise the existing IS/MND to fit the new
location, including updates for the potential impacts including but not limited to: Aesthetics/visual
resources, air quality, biological resources, cultural and tribal resources, groundwater impact, hazards and
hazardous materials, noise, traffic/transportation, and etc. to satisfy the requirements of CEQA. Please see
original Scope of Work in Original Contract for more details. SMB will prepare the revised document for
City Council approval within 14 weeks from Notice to Proceed for a Not to Exceed Budget of $40,000
without prior written authorization and with the goal of having construction ready to begin in the spring or
summer of 2026.

Summary: Council will consider approving a contract amendment with SMB Environmental, Inc. in an amount
not to exceed $45,000 for California Environmental Quality Act (CEQA) and National Environmental Policy Act
(NEPA) compliance for development of an additional municipal well, and approve a corresponding budget
amendment.
Background: Following the recent successive years of intense drought, it became apparent that the City
would benefit from the development of an additional well to provide redundancy to the City's existing well field.
Development of an additional well is Intermediate-Term Objective 2023-4 and is also in the Capital
Improvement Project (CIP) list.
Discussion: The City has retained GHD to assist the City with the development of an additional municipal well
to provide redundancy to the City's existing well field. The City also retained SMB Environmental to conduct
the environmental analysis for the project. GHD reviewed the existing 2006 Well Siting study and conducted
exploratory drilling at two City-owned locations. Unfortunately, no suitable location for a high-capacity
municipal well was identified. The existing contract with SMB (Attachment 1) provided environmental review
for the top two recommended sites. Water Resources has identified a third City-owned site near the corner of
Talmage and Waugh. SMB Environmental, Inc. prepared a proposal (Attachment 2) describing the additional
scope of work and cost of adding a third site.
Water Resources staff is recommending approval of the proposed not-to-exceed $45,000 amendment from
SMB Environmental, Inc, and corresponding budget amendment. While Staff does not anticipate using near
the not-to-exceed amount, funds above the contract amount are being requested to insure expediency and to
take advantage of the good weather without needing to return to Council for additional appropriation.
Recommended Action: Approve contract amendment with SMB Environmental, Inc. in an amount not to
exceed $45,000 for California Environmental Quality Act (CEQA) and National Environmental Policy Act
(NEPA) Compliance for development of an additional municipal well, and approve corresponding budget
amendment.
