MEETING DATE/TIME: 7/8/2025 ITEM NO: 2025-785 AGENDA SUMMARY REPORT SUBJECT: Site Visit and Tour of Norgard Lane to View the Site Being Considered for a New Community Park (5:30PM) DEPARTMENT: Community Services PREPARED BY: Neil Davis, Community Services Director ATTACHMENTS: 1. Directions to Norgard Lane Site Summary: Site Visit and Tour Background: The City of Ukiah’s 2025 Park Gap Analysis identified the area on the south side of the City as underserved by parks. One location noted in the report is an approximately 3-acre, City-owned area on the east end of Norgard Lane (Attachement 1). The site is flat and includes opportunities for river access, is home to mature Oak trees, and includes an old barn. Additionally, according to the report the site “holds the potential for the development of a trail along the Russian River.” Although the location is outside the current City limits, the City is willing to start the park planning process regardless of the outcome of discussed annexations. According to City Council Member Juan Orozco, the need for a park on the south side of town has been recognized for years. "This part of the Ukiah Valley is significantly underserved in terms of parks and open space. Now that the City of Ukiah owns this parcel with riverfront access, we have a unique opportunity to step up and fill this need.” Discussion: The City of Ukiah’s Recreation Department will be hosting a series of park planning sessions to gather community input on plans for a new park to be located on the east end of Norgard Lane. The sessions will include opportunities for citizens to tour the site, participate in planning sessions, and attend a Community Picnic at the Site on Saturday July 12th from 10:30 AM to 1 PM. The planning sessions will start at the Public Spaces Commission meeting on July 8th. Participants and Commissioners will meet from 5:30-6:00 PM at the east end of Norgard Lane for a site visit. The group will then reconvene at 6PM at the Alex Rorabaugh Center Community Meeting Room for a park planning session. The location of the site and directions are included in Attachments 2 and 3. Community members will have an opportunity to provide input at the Community Picnic and four additional planning sessions. An online survey is available for those who cannot attend the planning meetings (English Survey - Spanish Survey). ROLL CALL Public Spaces Commission met at a Regular Meeting on May 13, 2025, having been legally noticed on May 9th, 2025.
