MEETING DATE/TIME: 9/12/2023 ITEM NO: 2023-2954 DEPARTMENT: Community Services PREPARED BY: Neil Davis, Community Services Director PRESENTER: ATTACHMENTS: 1. 90 Percent Plans Summary: Commissioners will receive a report on the Riversidge Park Regeneration Project. Background: The City of Ukiah’s Riverside Park is located at the end of Gobbi Street along the Russian River. The 36-acre park is currently home to a gravel parking lot, Little League fields (installed in ~1984), the Rusty Bowl BMX track, and a 1.6 mile trail system. Prior to its designation and incremental development as a park, the site was home to a shooting range, a waste water treatment plant (demolished in 1958), and was used as a dumping ground for detritus including asphalt and concrete, as well as street sweepings. The Little League field and BMX track are on the north end of the park. Trails are located on the southern end of the park that wind among and over old depressions that may have once been gravel pits used to dump and cover asphalt and concrete detritus. In June of 2008, the California Natural Resources Agency awarded the City $810,000 for an initial phase of site restoration. The first phase of the restoration focused on the area closest to the river and removed detritus and non-native plants in the immediate riparian zone. Irrigation and native plants were added, along with trail improvements, including the creation of an ADA trail that allows trail users to proceed from the parking lot past the BMX track to the trail system. These improvements have been well received by the community and the location is already a popular destination for dog walkers and nature lovers. In 2020, the City received an additional grant of $1,113,700 for a second phase of restoration and park improvements, entitled the Riverside Park Regeneration Project. Melton Design Group (MDG) was contracted to prepare plans for the project and to prepare appropriate environmental documents as needed. The proposed and funded project will focus on the central area of the Park and will 1) remove asphalt and concrete detritus, 2) regrade the area to a more natural contour with low lying areas, 3) improve the habitat created by the low-lying areas by mimicking wetlands, 4) replant with native plants, and 5) make trail improvements. On March 15th of 2023 an Initial Study Mitigated Negative Declaration and Mitigation Monitoring Reporting Program were adopted by the City Council. Discussion: In the intervening months since CEQA adoption, Melton Design Group (MDG) has prepared 90% complete construction documents (Attachment 1). Staff are working with MDG to refine the plans and budget with the hope of bringing 100% plans and Request for Bids to the City Council in November. Construction should be able to commence in May or June of 2024 and the project, with grading taking four to six weeks, will Page 5 of 33 Page 2 of 2 be followed immediately with installation of irrigation and planting. The entire project should be complete in the late winter of 2025. Recommended Action: Accept report and provide comment. The terrain slopes gently uphill from the Russian River to the western hills but is overall relatively flat. With a mild climate and limited rainfall, the City has the potential to be very walkable and bikeable. The community has expressed interest in making the City more bike and pedestrian friendly, as well as expressed interest in vital and vibrant greenspaces. These desires are reflected in a variety of plans, including the Safe Routes to School Plan, the Bike and Pedestrian Master Plan, the Low Gap Park Trail Plan, and the General Plan. Each of these plans identify desirable routes with an emphasis on developing the Great Redwood Trail as a north - south arterial corridor and the conceptual "Orr Creek Greenway" as an east-west arterial corridor. Both of these corridors have been suggested as "greenways" or "linear parks." While the issue of sidewalks and bikelanes is not firmly in the realm of the Public Spaces Commission, the subject of greenways is clearly in the Public Spaces Commission arena. At the June 13th PSC meeting commissioners expressed interest in a discussion of the Orr Creek Greenway concept and as such the item is now placed on the agenda with an opening to discuss the broad concept of the Greenway including how it interacts with the overall plan for trails, paths, and parks in the City. Background: In 2018 the City of Ukiah purchased approximately 45 acres of riverfront property accessed at the east end of Norgard Lane north of the wastewater treatment plant. The property may one day be needed for additional water treatment ponds. Not all the property will be needed for ponds and the property has a number of potential future benefits, including providing park space with river access, and a potential linkage between Norgard Lane, Airport boulevard and the Freeway. Since the acquisition of the property, two structures have been burned as a fire training exercise and the detritus has been removed. An old barn is located on the site with at least two acres of useable space for a park of some kind. Discussion: Park and Recreation staff have discussed possible short and long term future uses of the area. The recreation team is exploring plans to use the old barn as a “Haunted House” this fall and has discussed the possibility of using the barn as a center and storage area for a float business with rental kayaks or similar floating systems paired with a shuttle to Riverside Park for input. Norgard Lane is outside the City limits and the street is in bad shape. While the haunted house and future park use could at times add a significant amount of traffic to this area, the area is also significantly underserved with parks. Additionally, the planned Great Redwood Trail will pass within a few hundred feet of the site providing a further improvement to the area. Background: Observatory park is built on the location of the historic Ukiah International Latitude Observatory. The City of Ukiah was deeded the observatory property in the 1990s by the Department of Interior National Park Service. In 2012, a $54,000 grant from the California Land and Water Conservation Fund, with matching funds from the City of Ukiah, funded the landscaping of the 2.56-acre city park. Additional private donations allowed the historic observatory to be restored, and a grant from the Community Foundation of Mendocino County enabled the installation of a labyrinth. In 2018 City staff and the Friends of Observatory Park group collaborated to produce an Observatory Park Strategic Plan (Attachment 1) to guide activities at the Park for the next five years; 2018-2023. In early 2023, acknowledging that the Friends of Observatory park had passed out of existence, the Public Spaces Commission reviewed the strategic plan and voted to accept the 2018 plan to be continued for the next five years (2023-2028). Discussion: Goal number four of the strategic plan identifies the need to contain costs through efficient practices as a means to become a “High Performing Organization.” Parks staff have noted that the landscaping that was installed on the north end of the Park requires much less maintenance than the old landscaping that was not improved on the South end of the Park along Observatory Avenue. Further, City staff feel the cyclone fence and accompanying hedge is less attractive than the native plant landscaping on the north end of the park. It is further noted that many or the rose bushes are not doing well, some due to being located in the shade, and some due to the labor-intensive care needs of the plants. Staff are proposing to remove the cyclone fence and hedge to be replaced by boulders, a removable bollard in the drive, and bushes in their place. Staff have developed and present for comment a planting list (Attachment 2) with a list of plants most likely to be used. The intention is to select native plants and site them appropriately based on their natural needs for shade/ sun, low water, and maintenance. Recommended Action: Review and advise on the plan for updated landscaping at Observatory Park.
