RESOLUTION NO.2025-57
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH AUTHORIZING SUBMITTAL
OF REGIONAL PAYMENT PROGRAM APPLICATIONS AND RELATED AUTHORIZATIONS
FOR ALL PAYMENT PROGRAMS
WHEREAS:
The California Public Resources Code authorizes the Department of Resources Recycling and
Recovery (CalRecycle) to administer various Payment Programs; and
2. In furtherance of this authority, CalRecycle is required to establish procedures governing the
administration of the Payment Programs; and
3. The Payment Program allows regional participation; and
4. CalRecycle's procedures for administering Payment Programs require, among other things, a
Regional Applicant's governing body to declare by resolution certain authorizations related to
the administration of the Payment Programs.
NOW, THEREFORE, BE IT RESOLVED that:
The City Council of the City of Ukiah authorizes City of Ukiah to submit a Regional Payment
Program application on behalf of itself as Lead Participant and all Non -Lead Participants for all
Payment Programs.
2. The Signature Authorities identified below, are hereby authorized to determine and submit a
list of the Non -Lead Participants in accordance with CalRecycle requirements.
3. The City Manager, or their designee, are hereby authorized as Signature Authority to execute
on behalf of all participants all documents necessary to implement and close out the
programs.
4. These authorizations are effective until rescinded by this governing body.
PASSED AND ADOPTED this 1 VI day of November, 2025, by the following roll call vote:
AYES: Councilmembers Rodin, Criss, Orozco, Sher, and Mayor Crane.
NOES: None.
ABSENT: None.
ABSTAIN: None.
