1. ROLL CALL
Ukiah City Council met at a Regular Meeting on October 15, 2025, having been legally noticed on
October 10, 2025. The meeting was held in person and virtually at the following link:
https://usO6web. zoom. uslj/84875504288. Mayor Crane called the meeting to order at 5:17 p.m. Roll
was taken with the following Councilmembers Present: Mari Rodin, Heather Criss, Juan V. Orozco,
Susan Sher, and Douglas, F. Crane. Staff Present: Sage Sangiacomo, City Manager; Darcy
Vaughn, Assistant City Attorney; and Araceli Sandoval, Deputy City Clerk.
MAYOR CRANE PRESIDING.

The Pledge of Allegiance was led by Mayor Crane.

of Mendocino County.
b. Proclamation Recognizing the Month of October as Domestic Violence Awareness Month
in the City of Ukiah.

c. Presentation of Proposed Financial Plan and Process for Ukiah Valley Water Authority

Motion/Second: Rodin/Criss to approve the Regular and Special meeting minutes of September
17 and October 6, 2025 as submitted. Motion carried by the following roll call votes: AYES: Rodin,
Criss, Orozco, Sher, and Crane. NOES: None. ABSENT: None. ABSTAIN: None.

GUIDANCE PROVIDED BY STATE OF CALIFORNIA IN ITS "MODEL ORDINANCE:
ADDRESSING ENCAMPMENTS WITH URGENCY AND DIGNITY."
c. Approval of Notice of Completion for the Gobbi Circuit 202 Switching and Reliability
Enhancement Project, Specification No. 24-04 and Final Payment of the 5% Retention to Wipf

d. Consideration of Adoption of Resolution (2025-52) Appointing Karissa Grebil to the Public

Fire and Explosion, and Providing for the Issuance of Permits, and Repealing All Other

Provide Assistance with Landscaping on Phase 4 of the Great Redwood Trail in Accord with
Cal Fire's Climate Resilient Forest Grant - Community Services.
h. Approval of Notice of Completion for the HVAC Replacement at the Water Treatment Plant,
Specification No. 24-03, and Final Payment of the 5% Retention to Peterson Mechanical, Inc -
Public Works.
i. Determination of Notification of Intent to Adjust Curbside Collection and Transfer Station
Service Rates - Finance.
j. Notification of Emergency Contract (2425-218) with Donahoo, Inc in the Amount of $45,320 for

k. Approval of Budget Amendment in the Amount of $100,000 for Contracted Maintenance,
Consulting, and other Professional Services at the Ukiah Landfill - Public Works.
I. Notification of Emergency Contract (2526-118) with Donahoo, Inc in the Amount of $45,141 for
Slide Mitigation Work at the Pressure Zone 1 Water Storage Tank - Water Resources.
City Manager, Sage Sangiacomo, answered questions from Councilmember Sher regarding item 8i.
Motion/Second: Orozco/Sher to approve Consent Calendar Items 8a-81, as submitted. Motion
carried by the following roll call votes: AYES: Rodin, Criss, Orozco, Sher, and Crane. NOES: None.
