A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ADOPTING THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) INITIAL STUDY AND MITIGATED
NEGATIVE DECLARATION (ISMND) PREPARED FOR THE LOOKOUT PEAK TRAIL
PROJECT.
WHEREAS:
1. The City of Ukiah has prepared a Lookout Peak Trail Plan (LPT); and
2. The City of Ukiah, in accordance with the requirements of the California Environmental Quality
Act (CEQA) and the State CEQA Guidelines, has prepared an Initial Study/Negative
Declaration (ISMND) dated September 2025 which analyzes the environmental impacts of
the LPT; and
3. The ISMND concluded that with mitigations the Project would not cause any significant
environmental impacts; and
4. A Notice of Availability (NOA) to adopt the ISMND was circulated for 30 calendar days,
beginning on July 11, 2025 and ending on August 11, 2025; and
5. A Notice of Intent (NOI) to adopt the ISMND was circulated for 30 calendar days, beginning
on August 11, 2025 and ending on September 11, 2025; and
6. The City transmitted the NOA, NOI, and ISMND, and other relevant documents in
accordance with the State CEQA Guidelines, to the State Clearinghouse (SCH) for review;
and
7. The Notice of Intent to adopt the ISMND provided notice to all interested persons and
agencies inviting comments on the Draft ISMND in accordance with the provisions of CEQA
and the State CEQA Guidelines; and
8. The City of Ukiah responded to comments provided during the public review and state
review period for the NOA, NOI, ISMND, and other relevant documents and made minor
alterations to the ISMND in response to those concerns; and
9. On August 8, 2025, a Notice of Public Hearing was duly posted for consideration of the
adoption of the Draft LPT and consideration of the ISMND by the City Council at a public
hearing on September 17, 2025.
NOW, THEREFORE, BE IT RESOLVED that:
1. The above recitals are true and correct, and incorporated herein by this reference.
2. The City Council hereby adopts the Initial Study Mitigated Negative Declaration which has
been completed in compliance with the California Environmental Quality Act (CEQA).
BE IT FURTHER RESOLVED that:
1. The ISMND and record of proceedings of the decision on the LPT are available for public
review at the City of Ukiah Community Development Department, Ukiah Civic Center, 300
Seminary Avenue, Ukiah, CA.

2. On September 17, 2025, the City Council held a public hearing to receive public comment
and consider approval of the ISMND for the Project. The ISMND was approved by the City
Council via Resolution No. 2025-47 and reflects the City Council's independent judgment
and analysis.
PASSED AND ADOPTED this 17t' day of September, 2025, by the following roll call vote:
AYES: Councilmembers Rodin, Criss, Orozco, Sher, and Mayor Crane.
NOES: None.
